Railroad Convention-Through Rate*
or Freight.
At the Railroad Convent ion held in
Atlanta on tbi 19th and 20th of June,
all the intermediate roads from Mem
phis, Louisville, Bristol, Charleston,
and Savannah to Atlanta, a* well aa all
the other roads in Georgia, were repre
sented. Great advantages to merchants
and shlppera are expected to result
from the uniformity of changes that it
•is hoped will be secured by the action
•tSt this meeting, as well as tbe large re
duction of freighti and passage by the
through tarifis that are anticipated.—
We-regret that Col. Cothran—who is
generally eminently successful in good
management—could not perfect such
an arrangement aa would give to the
eitixens of Romo and vicinity the regu
'ular pro rata benefit of tho through
'rates, on tbe Romo road. We presume,
however, that tbe additional obange, to
the prorata through rates, on tbe Rome
road, will be very small; and, at all
events a large reduotion from present
prices on freights, from a distance, may
be expected.
The following resolution was adopt
ed':
XI. Resolved, that a committee of
two, consisting of Col. Wm. H. Wad-
Jey and Henry T. Peake, Esq., be and
are hereby appointed to arrange a thro’
rata for freights from New York,
Philadelphia, Baltimore and Boston, via
Charleston and Savannah, Memphis or
Knoxville, or any other important ter
minal station, or station of sufficient
importance in their estimation to be en
titled to suoh through rates—such rates
to be based upon the best contracts they
oan make with steamship companies;
and the inland rate to be basod upon
pro tata rate breach road, except the
Atlanta and Wost Point nnd'lhe Rome
railroads—the rate of whioh shall be
made acceptable to the otficersof said
roads. Tho said tariff of rates shallop-
errte both North and South.

are pleased to learn from the following
note, handed to us yesterday, that tbe
ladies of Macon are responding promp
tly to the appeal of their sisters at
Resaca for aid in caring for tha Con
federate dead in the vioinity of that

Fatal Amur.—We learn from the
Alabama press that a difficulty occurred
in Greensboro, Alabama, last week,
between S'epben Williamson and H.
W. Duggar.* It appears that Duggar
on striking Williumson with a stiok,
was shot twice by a young son of the
latter, one shot taking effect in the
neck, the other in the heart; whereup,
on Duggar stepped into bis store, and
returned with a double barrel shot gun,
and shot Williamson, inflicting, it is
supposed, a mortal wound, and then
turned and shot Mr. Harwell William
son, killing him instantly. Immedi
ately after shooting the latter, Duggar
fell dead.

The Macon Telegraph gives the par
ticulars of a horrid massacre near sta
tion 15, C. R. R.„ perpetrated by two
negroes, Fompoy and William, of Ma
con. They killed Mrs John Rollins,
and wounded, probably mortally, her
two children, 3 years and 8 months old
respectively. As they attempted to
kill a negro girl, she mado her escape
and gave the alarm. Robbing is sup
posed to have been the incentive. Tho
fiends were pursued with dogs, and at
the o'ose of the second d"y Fompey
was arrested. The pursuers were on
tho trail of the other murderer, and
strong hope of getting him also was en
tertained.
Application of the Lnsb.
Tho bahlonega Signal says indict'
ments, at the recent session of the
Lumkin county court, were found
against Thos. Trulove for killing his
neighbor's mule, and against William
Dobtson for assault and battery. Both
of the parties were found guilty. Tru
live to pay a fine of $100, or receive
thirty-nine lashes on his bsck-failing
to pay the fine, he received tho thirty
nine lashes on his bare bnck in tho pub
lic square. Robison to work on the
rtreet for three months, but refusing to
work, he is now imprisoned to await
orders from the Govefnor.
We suppose these aro white men
though the signal is not specifio.
Escaped.—The Atlanta Intelligencer
learna from a private letter that the
guard at Canton, having in charge a
felon named Gunter, who was condemn
ed to the Penitentiary from Cherokee,
let him escape on the 22d inst.

HiNDiaiON Discharged.—Mr. Islvam
Henderson, of Louisville, having been
arretted upon a charge of defrauding
the Government of large sums of money
in oertain mule contraots, was taken to
Nashville and arraigned before a gener
al court martial, and his trial proceeded
for tome two Weeks or more. Before
appearing, however, he was re-arrested
by the military—having been previously
arrested and forfeited his recopnizsnce.
He tben applied for a writ of habeas
corpus, returnable before Judge Bal
lard, of tho United States Distiict
Court for the District of Kentucky.
The writ was granted, but Geb. Jeff.
C. Davis, under instructions from Gen.
Thomas, refused to comply with its in
junctions, and Mi. Henderson was ta
ken back to Nashville and but upon
trial. In tho meantime the facts were
brought to tho attention of tho Preei-
deut, who directed that the writ should
boobeyed, and that the body of the
prisoner should be brought before the
Judge, and the case disposed ol under
the civil law. This w»« done and Hen
derton ha* been discharged

egraph, has been re-wlablislied in the
counties of Santa Rosa, Escambia, Levy
Mndison ami Alchua, in Florida. The
reasons given by the general in com
mand of that department for this
movo, aro that several murders, at-
tempts to kill, and other crimes have
been committed upon the persons of
loyal citizens and soldier! ol the United
States, in these counties, and the civil
authorities have fuiled to bring the
crim-nnU to justice.
The Pensacola Observer speaks of it
aa nn event so bold and uuexpected,
that it could scarcely realize its reality.
It deprecates the measure in strong
terms, as wholly unnecessary, and says
t tint so far from the commission of crime
being unusually great in the counties
named, as alleged in the order of Geo.
Foster, it had been aotua'ly less, and
expresses tho opinion that the military
authorities have been deceived by the
misrepresentations of evil disposed
persons. ^
Tho Constitution of the State
of North Gorolina requires a p-operly
qualification of $7 500, and a residence
of five years, to make a person eligible
to the office of Governor. A pvoposii
tion was made in the convention re
eently to modify this provision, but it
was lost by a decided majority.
Tho ladles of Winohester,
short time ago, paid a most imposing
tribute to the Confederate dead in'or-
ed there. The procession comprised
teveral thousand ladies from diffe: ent
section* of the Valley, and extended
over half a mile in length. The cere
monies at the cemeteries were most
beautiful and appropriate.

City Council of Newbern has voted
against raising a flag on the City lle.ll,
on the ground that a* their members
of Congress are not admitted, the Uni

of Kansan, is quite ill in this city, and
is threatened with paralysis. His phy-

The case of General Blair against the
judge of eleotion for refusing to receive
his vote without first taking the oath
prescribed, was decided against Gen.
B. in the general torm of the Circuit
Court yesterday. This is the flrst de
cision involving the validity of a voter's
oath in this Stute.

The Constitutional Amendment.
The refusal of some of tho Western
States’ Governors, says the Constitu
tionallsts, to call extra sessions of thoir
State Legislatures, practically ends the
seven month's work of tho Constitution
al Tinkers. What cannot be done
now, this Sommer, iti the way of Con
stitutional tinkering, will never be
dune. New Legislatures in the West
especially, will have new views when,
next winter the amendments are sub
mi tied.
Killed by Lightlnc.
On Monday evening last, while r
shower was passing, says the Jackson
villo Republican, Solon Fiio was s'ruck
by lighting in his field, about four miles
southwest of this place, lie had re
turned to plow in hiu corn field after
dinner, and not returning at night, his
friends went to look for him, and found
him and his horse both dead under
walnut tree, where it was supposed he
had went to seek shelter from the rain.
The deceased had served some time In
the army and passed unhurt through
several battles. He was a steady and
industrious young man and when killed
was engaged in laying by his corn,
whioh was said to be in an excellent
condition.
J. Wilkes Booth.—The Natohez
Democrat says a letter from Berlin, re
ceived by a gentleman of that city,
states positively that John Wilkes
Booth, who killed President Linooln, is
in Berlin, playing an engagement at
one ol the theatres in that ofty. It adds
that be expresses great surprise that
there should be so much credit attach
ed in this country to the story of bis
death.

Death ot Mrs. Gilmer
The many friends of this highly es
teemed lady—Mrs Fliza Frances
GtLMEB—widow of the late Governor
George R. Gilmer of Georgia, will
mtfurn to learn that she died, on the
21st instant, at tbe residence of Dr.
W. Harris, in Goochland county
Virginia, in the seventieth year of her
age.
Heirs to Two Millions.—The Atlan
