I shall leave on the return train, on
a business visit to the North, and am
compelled to answer you briefly. .
I do think every Southern Stale
should take immediate steps to be rep
resented in that Convention.
Every man of every seotion who
thinks that the Union os it was, with
the Constitution as it now is, can be re
stored and preserved, and who is wil
ling to aid in tho work, should loss no
timoin giving his influenoe to this
movement.
The Kadioal Republican party is un
willing to save the cduntry. All who
bate the Constitution are. in its .ranks.
In the name of the Union they destroy
ed the South only that, rid of her oppo-

the natural enomies of a Constitution
founded in concert and aduinistere J in
compromise. This theory has over
been theoorner stone of my politios.—
The war we have had was waged be
tween these two extremes—each swal

The error of tho South was in throwing
the power of the Government into the
hands or her sectional contestant. The

The Government must now spring out
of the embrace of. her original and most

Constitution. It is to be a fierce con-'
tost. It will bo ensier to Reconcile the
South to the Union, than to, recon
cile the North to ,tho Constitution.—
This movement, a t Philadelphia is to
save the Constitution. Letevel-y other

salvation is decided, By a combination
of all conservative men, constitutional
salvation may bo possible. In no other
way is it possible. The South Might
to save tho Constitution out of-Hhe
Union. She failed, let her, .pow bring
her diminisned and shattered, but uni
ted and earnest counsels atid energies
to save the Constitution in the Union.
Such I always thought was her duty
and her safety.
The Union must remain. So it is

bread to one section and stone to anoth-
er section of the same nominal whole?

ment is for a Union of Equals accord
ing to a Constitution made by nil and
administered by and for all, and, there
fore. I approve it. , . .

The Philadelphia Caayeu
The address of,the Damooratiq,,^Sena
tors and Representatives M ^Congress,
Indorsing the Philadelphia Convention,
has beep published. - It, is signed by
all of them except. Senator Buehalew
and Saulsbury. The address is as fol
lows:
"To tho people of the United Spates
"Dangers threaten the Constitution;
the citadel of our liberties is directly as
sailed; the future is , dark unless ths
people come to the, resoub. In this
hour of peril the National Union should
bo the watohwor,d of every true man.
As essential to the National Union we
must maintain,unimpaired the,.rights,
the dignity, and the equality ,of..tho
States,.including thq. right, of.repressn-
tatioa-in Congress, i and , the, exclusive
right of each-State to | control- its own
domestio concerns, subject only- to the
.Constitution, of tho Uni tod Stales. :' Af
ter a uniform construction of, the Con
stitution for more than halfi a century,
the assumption of new and arbitrary
powers in the Federal Government is
subversive of our system and destruc
tive of liberty.
A free interchange of opinion and
kind feeling between the oitizensof all
the States is necessary to the perpetui
ty of the Union. At present-eleven
States are oxoluded.from the National
Council. For seven long months tha
ptesent Congress has persistently (de
nied any right of representation:to-i the
people of these States., Laws affecting
their highest and dearest; interests
have been passed without their
nemi

dent, presents itself, not,only ini the at
titude of loyalty and harmony, but in
the persons of representatives whose
loyalty cannot be questioned under any
existing constitutional or legal tost.
"The representations of the two sec
tions produoing mutual confidence and
respect, in tho language of the distin
guished Lieut. Gen : 'It is to be re
gretted that at this time there cannot
be greater commingling between the
citizens of the two seotioos, and partic
ularly those in the law making power.’
This state of things should be removed
at once and forever.
'.“Therefore, to preserto the National
Union, to vindicate the sufficiency of
our admirable Constitution, to guard
the States from a covert attempt ,tp de
prive them of their true position tu the
Union, and to bring together thoso that
are unavoidably separate,.and, for, these
great natiqnal phrposes only,-we qon
dially approve the call for a National
Convention, to be held .id., the city of
Philadelphia, On. the second Tuesday,
14th day of August next, and-indorse
