The Negro llomitead Dill.
The signing h.v the President of the
bill which virtually gives to the negroes
all the United States lends in the South
ern States, seems to have attracted no
attention in the South. The New York
'World says; "The supplementary Horn-
stead bill which quietly beoame a law

the other day, will, if the Intention of

'more vital change in the cqndltioU of
the negro rate at the South than even
the transition from slavery to freedom.
The mere abolition of chattel slavery
did not materially change the slows of
the negro as a laborer. He was com-
pelb-d to work in the cotton 6elds be
fore the war by thfi Will of his master,
and he still w,0rki the same ground to
earn wages upon Which to live. Tbe
new Homestead bill, however, alms to
make him a freeholder, and thus break
upwbat is left of tbe present labor'sys-
tern of the Sonth. It is safe to prodiot
that, if tbe designs of the Radicals Who
passed this bill are accomplished, in'two
years' time the amount of negro labor
available for cotton cultivation on a
large scale will be reduced fully one
half.
"By the provisions of this bill, as it
ipassed, all thepublio laud* in the States
of Alabama, Mississippi, Louisans,
Arkansas, and Florida are thrown open
in eighty-acre homesteads to actual set
tlers only. While tbe negroea are per
mitted to occupy tbe laud at onee, no
poor white who favored the rebellion
oan procure a homestead until 1867.
As the bill'passed tbe House, all rebels
'were perpetually excluded, but toUliii
the Senate would not consent. Tbe
'oompromise'finally ofiecletl Is thus ex
plained by the Washington corrrapond-

“Tho managers on 'tbe ipart of the
‘House in tho conference committee
would not havenonxented tothedimita-
t ion of the exclusion of active 'rebels
'from the benefits of the act'to tho next
six months, but for the assurance of the
Froedmen’s Bureau that this space of
time would be sufficient to accomplish
the object of tbe bill—that is, to ena
ble the loyal people (tbe negroes) of
tho five Slates to enter land under it.
General Howard, assonn as the Presi
dent has signed the bill, will send out
spnoial Instructions to the agonte of the
'Bureau to take every pains to inform
'the colored people of the nature of the
act, and to induce them to exercise tbe
right of seleoting homesteads on the
publio lands conferred upon them by
it. Tbe Freedmen’s Bureau bas had
no bolter opportunity for inestimable
usefulness sinoo its establishment."
“It is easy to foretell how this trill
end. Tbe negroes will become posses
sed of a small freehold; will raise tbeir
corn, squashes, chickens and pigs; and
will work no more in thb cotton, rice
and sugar fields. In other words, their
labor will beoorne unavailable for those
products which the world especially
needs. Tbe history of negro commu
nities proves that when tbe blacks oan
live on the soil they will not work as
laborers.
"Tlie following is the amount of pub
lic lamia to be donated to tbe negroes:
In Arkansas, . • 9,298,012,70 aoros.
In Alabama, - - 0,732,088,08 acres.
In Florida, - - 10,370,638.61 acres.
In Louisiana, - - 6,228,102.45 aores.
In Mississippi, • • 4,700,736.03 aores.
"In all, forty-six million three hun
dred and ninety-eight and odd acres, of
wbiob thirty million is known to be
} ;ood arable land. This will give near-
y four hundred thousand homesteads,
and support nearly two millions of peo
ple.
“The title of this law ought to have
been,'A bill to get rid of the laboring
class of tbe South and make Cuffee a
«elf-supporting nuisance."

trait of the honored (?) Oeneral Butler,
painted by Mr. Win. Trailorn. It is
about 30 by 37 inches, and will be ex
hibited for sale at the fair to be held
at Tlinity church, in Richmond, on
Monday evening next. Beast Butler is
oasily recognised, in regimentals upon
horseback, leaving a sackod city, with
door plate of "ft. Y eaiion" sus-
pended tiM, hU neok, a basket on each
arm, tilled with sn,„ v i ate - goblets,
pitohers, knives and forks, cubes and
spoonB, and in front upon tho hone, a
lady’s outer and inner drees. At the ac
