One imf ortant question before Con¬
gress, in which the people of the Sou h
aro vitfjl'y interested, is the enlarge¬
ment of the bulk, of the currency. We
say that our own section is interested
in this matter, for the reason that it has
not been a lowed a fair participation in
tho privileges of money accorded to
other sections. In the North a: d East
banks arc abundant, aud money is plen¬
tiful and cheap. To seine extent this
is also true of the West. But here hi
the South wo lost ono golden opportu¬
nity while engaged in hostilities with
t?! 1 . United States, and uro to-day with
»ur proportion of banking arid
money facilities. This has been one of
ouv great troubles in the attempted re
cuperAtion of our section, that wc were
forced to borrow a vast nmount of the
money upon which nil business and
tinuriciul operations were conducted,
aud, to get it, Imvo had to pay enor¬
mous rates of interest. The South,
alone, needs one hundred millions of
dollars employed in wisely conducted
banking operations, to secure us a suffi
oioucy for all present commercial pur¬
poses. Without profo»MHig to under¬
stand the currency question ut all, wo
are prepared nevertheless to hail the
movement which looks toward a mod¬
erate expansion—which loots toward
furnishing the South with more ready
capital with which to carry on our
growing commerce —- «s one which
promises good, aud we trust the exper¬
iment will be tried.

1 propose a reply to the article of
“Citizen” in your last issue, and in do¬
ing so I have deemed it best to quote
ti»e sections of the law, and the Post
Office Regulations referred to in the
correspondence between “Citizen” aud
‘‘A Fellow-citizen.”
First, l will state tiiat Sec's 205 and
20(5 ol the Post-Office Regulations , are
not See’s 43 and 4-4 of an act of Con¬
gress condensed, and it is a fallacy to
assume that they arc. The P. U.
Regulations are made by the Postmas
tcr-Uenciul in conformity to the laws
of Congress, and arc as binding upon
Post-Office officials as any law ot Con¬
gress.
Sec. 43 of an act of Congress—“That
all postages, box-rents and other receipts
at Post-Offices, shall be accounted for
as part of the postal revenues; and any,
part, tncretore, which the Postmaster
has nrglccle.il to collect , he shall he charg¬
ed Kith and hold accout table for the
satno, as if lie had collected it,”
Chap. IV—Finance—Sec, 44, “That
Postmasters may allow box holders, who
desire to do so, to provide lock boxes
or drawers for their own use, a i their !
own expense, which lock boxes, or draw¬
ers, upon their election in any Post
Ojp.ee, shall becomo the property of the
United States, and bo subject to tho
direction an ntrol of the Pest—Office
Department oid shall pay a rental
equal to that ol other boxes in tho same
office, or, if there bo no other boxes in
such Office, of boxes in others of the
same class, which rental shall be ac¬
counted for ns other box rent*.”
Tho above aro sections of certain
acts of Congress touching the Postal
Service. There is not n word in these
Section?, or in any Section in the chap
lers referred to making a distinction
as to box routs in Post-Offices where
the Government owns tho building, and
those where it docs not own them. Is
it not strange that any one construing
those Sections should assert that Sec.
11 applies only to Post-Offices where
the huildiniris tho property of the Uni¬
ted .States ? Is it not an unwarrantable
assumption, so to do l For when the
Department owns the building it al¬
ways ere its and ropairs boxes.

I will bo glad to furnish Citizen with
a lock-box at To cents per quarter, or
a call-box at 50 cents per quarter. I
have but one desire, and that is to dis
ehaige, with fidelity, my duty. I wrote
to tlio P. M. General in August last,
presenting tho question discussed ; he
replied by. referring me to Sections 43
and 44, above quoted. He knew the
building in which this Post-Office is
k‘ pt did not belong to the Govern¬
ment, and yet these Sections were point¬
ed out to me for my guidance. Wheth¬
er lie or “Citizen” is right in their
construction of the law, your renders
must determine. I intend to follow it,
and tiffin my conscience will not con¬
demn ino, even should I get a right
sharp of abuse and complaints, which
every Postmaster ought to have, which
I have always got, and which is as cs
sentia! to the poor Postmaster as fleas
arc to a hog.
