And each day dawned upon new theories and
power. When Constantinople fell the East
ern Empire fell to rise no more; not a blow
was struck for her redemption. The Cres
cent supplanted the Cross, and all w: pence
for live hundred years. The Greek eiviliza
tion in ils proudest and happiest days was
strongly tinged with the Asiastie element;
while personal liberty was generally ac
knowledged there were no adequate securi
1y for personal rights; they an'ere merged
in the State; Avhen the State fell they Avere
extinguished. Hut in her fall she hi! the
Avorld a grand history; a hi,dory unique,
peculiar; a history to be avoided, yet imitated;
l>ut in poetry, in history, in eloquence, in
painting, in sculpture and in architecture,
amid her riches and ruins, she left us the
pride of every model, and perfect ion ofevery
master. The Roman civilization Avas of a
stronger and more manly type; yet Rome
Avas still greater than Roman; yet the man
still preserved his individuality. The indi
vidual Roman was still a great power in the
State* lie had courage, arms; he had liis
ten tables, his tribune, liis vote, for the great
officers of State —bis share of the spoils and
victory. He only fell when the Roman
Empire got too big for Romans. The orator
then traced, in glowing language, the vary
ing fortunes of the Roman Empire, and then
turned the attention of bis hearers to the
present condition of our country. He sati
rized, in the strongest, manner, the many
despotic acts that had been committed in
this country in the name of liberty and or
der. contending that no outrage of despotism
had ever been perpetrated by a tyrant save
in the name of order. (Applause.)
A striking instance of this Avas familiar to
every one. When Russia crushed out the
liberties and rights of the Poles, and ground
that race into the (lust Avitli her iron lieel,
what Avas the first edict issued by the govern
ment? “Ordarreigns in Warsaw !” ( Laugh
ter and applause.) So avc hear that when
overwhelming hordes of invaders flocked
through Georgia, with devastation, ruin and
outrage marking their steps, tlie Avorld is
electrified.by the news from the Central Gov
ernment at Washington that “Order reigns
in Georgia;'” and in South Carolina, bound
down by the usurpations of power, plunder
ed, outraged, and ruled over by her barbari
an slaves, at the will and under the protec
tion of despotism, the glorious- information
is promulgated that “Order reigns in South
Carolina.” Despotism never fails to find
some pi est for the commission of tyrannous

The hitter irony in which these last re
marks Avere made by Gen. Toombs can only
be apreciated by those who know and have
heard him. The audience Avas thoroughly
thrilled Avitli his magnetic eloquence, and
gave vent to their feelings in enthusiastic ap
plause. He closed his address with the
assertion that he was not one of those aylio
believe in Providential assistance. If the
people desire to preserve their rights they
must do it themselves, and not rely upon
Providence. The question of true govern
ment Avas one of the most important of the
day, and no man av ho speaks to the public
should fail to impress this fact upon them.
Better, far better to be temporarily vanquish
ed in a glorious struggle to maintain inher
ent rights than to sink into a pathetic indiff
erence and see the last vestige of personal
liberty and natural rights swept forever from
the land.” (Immense applause.)
Jim Fit<k and the iVewaboy.
Stories of Col. Fisk are constantly in cir
culation, some true, others not; but a little
incident that occurred not many months be
fore bis death is perhaps one of the most
touching of any that have been gh est to the
public. This one Mrs. Fisk takes especial
pleasure in recalling, illustrating, as it does,
her husband’s kindness of heart and readi
ness of sympathy, and to help those avlio
needed aid. Col. Fisk had often imticed
in Twenty-third street a little crippled neAvs
boy, and one day he spoke to him in his
bluff, off-hand manner:
“Well, my boy, how’s business ?”
“Not very good, sir,” Avas the reply.
“What’s the matter?”
“Why, you see I’m lame and I can’t run,
and the other boys get ahead of me, and I
can’t sell my papers very Avell.”
“Not a very good look-out for you, is it?
I say, my boy, how would you like to go
into business Avitli me?
The boy looked perplexed and eyed the
Colonel curiously.
“I think we might strike up a bargain.—
You come to the Opera House at 11 this
morning. I’ve got a plan for you; now be
on time. **
At 11 o'clock the boy was there, quite cu
rious to know Avliat the Colonel wanted.
“Hullba, boy; you’re a good one. Now
see here; do you knoAv a place for a paper
stand?”
“Yes, sir, tip-top.”
“Where is it?”
“Down here at the corner.”
“How much Avill a stand cost?”
“Lots of money; much as fifty or a hun
dred* dollars. ’ ’
, ‘You don’t say so; Avliy that’s a fortune.
.Do you think there’s money to be made
there ?”
“rosy I do. It’s a first-rate place.”
“Well, I’ll get a carpenter to make the
stand and I’ll stock it; then you shall take
care of it and we’ll be partners; you and I
will go in the paper business.”
Col. Fisk then arranged with the boy
Avliat part of the profits lie should receive,
told him when the stand should be ready,
and sent him on his Avay rejoicing, The
plan was successful. Trade Avas good, and
every Aveek the boy tarried liis share of the
money to liis partner. Seeing the boy’s de
termination, Col. Fisk quietly put the money
aside, and one day gave it all to the boy, re
leasing him from liis contract to pay any
part of the money to himself. When Col.
Fisk died there Avas mow here a more sincere
mourner than this 'little newsboy, and the
little stand on the corner was heavily draped
on the day of the burial.
Extreme in Dress.—Overdressing is
vulgar, especially in Avomen, for the glare
of the sunlit and eye lit street. Toilets,
even Avlien tasteful as to color and style, de
note, if habitually rich and slioAvy, mental
vulgarity, tlieir transparent design being by
superficial material means to impress the be
holder. ’ The refined beholder is unfavora
bly impressed, suspecting such outward
riches to be the mask of inward poverty.—
A prcA-alcnt fashion of costly dressing is a
sign of general vulgarity. The finest type
of ladyhood Avould recoil offended from her
mirror at seeing herself besilked, and bc
leathered. and be jeweled fora morning walk
or drive. She will be as simply elegant in
her attire indoors or out as in her manners,
and will not exhibit either in tliis-one or the
other the slightest effort to outstyle her
neighbor.
Lexicography. —ls avc have not yet pro
duced that great Amariean novel to astonish
the world—which, \f ith Mrs. Stowe in mind,
avc do not so soon acknowledge—we have
still enough to be proud of in that Avonder
