'l'his hotly, which may be chiefly
this session, characterized as one of
investigation, has a1 hist adjourned.

remarks that the present is certain to
rank among the long Legislatures of
our history. Only two have exceeded
its present length — that of Ii (JO, v liich
adjourned June 25th, and that of
1810, which closed on the 2Ct.li. 'I he
session of 1872 closed May 7th, that
of 1873 June 13tli. T’hepresent. Con
gress has investigated more official
rascality, whitewashed more knaves,
and performed less legislation lor the
good of the country than any Con
gress that has assembled since the
foundation of the government.

The Currency Ed I.

al Bank act.
The C-onijiiroller of the Currency is
prepared to receive applications for
the organization of national banks in
all the Western and Southern States.
.Applications may be made by letter,
giving the names of not less than five ]
shareholders of each proposed organi
zation.,. which should he accompanied
with the indorsement of the Senator
or Representative of the district where
the bank is to be located, giving sat is
factory inhumation in reference to
the character and means of applicants.
Applications will he considered im
mediately upon their receipt, and, if
approved, the necessary forms for the
organization of the new banks will bo
at once transmil ted.
Cremes C. Freeman,
We have heard that the present
Radical social equality, Civil Bights
Congressman, denies C. freeman of
this, the sth District, has been re
nominated as a candidate for Con
gress. The Radical Convention, so
called, that hopes to saddle again
such an imlncilo, and worse than
heathen idolater of his own personal
interests, upon this District, was held
in Gridin last week, ami only six coun
ties out of the twelve composing the
District were represented. The char
acter and ability of this fair specimen
of Radical representation, is too well
known for us lo encumber our space
with him. Sullice it to say, that when
the resolution was introduced in the
House o! Representatives to take up
the Civil Rights lull, that it might he
passed on, he voted lor it, and thus
planted himself firmly on the side of
social equat'dy. Since his nomination,
the Criilin News thinks he gave the
white and black delegates a suppei at
bis house, on Wednesday night. At
least, a number of his colored friends
were to see him at his house after his
nominal ion. We give these facts for
the benefit of any of the colored peo
ple, in this community, who may de
tdre to visit Gridin,*at any lime be
tween this and the election, which
i-nmes off in November, ilis house

as you please without cost.
In all candor, to both white and

Election Eill.
Centralization continues to crawl
ami wind its venomous folds about the
corpus of States, to the destruction
of States rights and civil liberty. The
last heinous act lias been perpetrated
by \\ hitcly, the Georgia Radical Con
gressman. His bill is “An act to
preserve the ballots cast at, and all
papers connected with elections held
for Representatives in Congress, and
for other purposes. It provides that
the ballots, tally sheets, list of votes,
ami all other papers connected with
an election <>f Congressmen, shall be
kept until after the next session Ml
Congress, to bo effected by such elec
tion, which papers, if there is a con
test for the seat on the allegation,
that any portion of the ballots have
been fdsclv counted, or fraudulently
elianged previous to tho count, shall
be produced and examined by any
■p is ms authorized to take;deposition' 1 .
The failure to preserve these papers,
is made punishable b_\ £l,bo<) forfeit
ure to the [iCrson demanding them,
and bv furl her fine and imprisormteat.
There are various other infamous
features in (he bill, in regard to fur
nishing liquor to voters, the possession
of weapons, tho providing that a
Federal Jftdgo, on ten days notice,
Hindi establish as many precincts in
the county as may he asked, the ap
point moot of federal supervisors of the
elections for each district, who in turn,
shall appoint supervisors for each pre
cinct in (he distlid.
The provisions of this lull need no
comment. The ignorant, negro who
thought the “provisions’ in the Civil
Lights bill the only thing worth a
“dam cent,” can at once sec that it
has for its object perpetuation of Rad
ical rule, by excluding just and right
fully elected Democrats to Congress
next fall.
Will not the good white people of
the (State, the democracy of Georgia
open their eyes, watch their best inter
ests and coincide to the man in the
coming Congressional elections. l!

mony and concert of action prevail if
we would succeed. Let Georgia send
men to Congress, who will legislate
for the people, and not to perpetuate
party power and personal position.
It is gratifying to know that this in
famous bill was buried soon after its
birth It, was killed at once.
Generous Iloet—Atlanta Consti
tution.
Tho first banquet and excursion,
ever given by a Georgia journal, so
far as we know, was bountifully en
joyed, last week, by about forty edi
tors of the State. It was a magnifli
eent success, inaugurated and carried
out by thy Atlanta Constitution. So
determined were i-he proprietors to
succeed, that all three of them turned
everything loose and looked after their
guests, from the moment of their ar
rival to the time of their departure,
furnishing every accommodation and
footing every bill. Hospitality of the
highest order was displayed by them,
particularly by Col. E. Y. Clark,
lie assiduously labored to promote the
comfort and enjoyment of his guests,
opening every source of entertainment,
in bis reach, in an easy, delicate and
considerate way, which seemed a mat
ter of course, without trouble. The
means and circumstances of a million
aire, would not have prepared a table
more sumptuous and in better style.
Varied and numerous were the cour
ses of beveraye and diet, and strange
as it may seem to some who have er
roneous ideas of the Press, no excess
ive intemperance, or want of sobriety
was discoverable. r l be excursion up
to Rome by rail, and thence down the
Coosa river and back on the Magnolia,
was well arranged, conducted and
much enjoyed.
The beneficial results of such a so
cial gathering of the i’ress of the State,
is by no means easily estimated. \\ e
1-ecame acquainted, formed attach
ments of friendship, and prepared the
way for greater harmony and leniency
toward each other in the future. No
intoxication, no abruptness, and no
speeches were spoken at any time,
that would have grated on the most
iv!iucd ear, or been disproved of, even
by the ladies. Asa host, the Consti
tution is unsurpassable, and vice la
Constitution is our best wish.
Hill and Stephens-
Thc public lias the promise from
Mr. Ilill, that liis last letter concludes
his respects to Mr. {Stephens. We
arc inclined to think that Air. Ste
phens is so demolished that there will
not be a response from him. Mr.
Ilill concludes in this scathing way:
And now let me take leave of Alexander
Hamilton Stephens. I have known him
long and studied him well. In my opinion,
lie has indicted upon the Southern people
more injury than was ever inflicted upon
any people l v one civilian. For much of
this injury, a too charitable and easily delu
ded press and people are responsible.
To wind, shall we liken him? \V r e must
not blaspheme the dead hy hunting among
them for his model. We will not insult the
living by seeking among them for his rival.
We cannot libel the innocent unborn by
supposing among them he could ever have
au imitator. No! this detainer of Davis,
and eulogist <>l Grant; this reckless accuser
of despotism in the Confederacy, and ready
apologist of usurpations by Radicalism; this
* pretentious Oracle of State Sovereignty,
ami supple persecutor of manacled Lop is
iaua; this wicked maligner of others and
worshipping adulator of himself; this lord
of slanderers, king of demagogues, and hero
of plots, must be left forever alone—unap
proachcdaud unapproachable—in the ghost
ly solitude of his own irreconeileable and
anomalous self serene, self adored and infu
nioual Benj. II Ilian.
Congress ca the Press,
The Forty-third Congress must be
in part composed of French elements,
or something worse. The Archime
dean lever of the Press having been
brought to bear on the corrupt trails
actions of the National legislative
body, they turn and attempt to do as
Charles X and Louis Philippe did.
This act of placing the press under
censorship and muzzling types, in both
cases, was punished by a necessity to
take uj their abode in oilier coun
tries. The United States Senate has
passed a bill whieli has the effect of
transfering all libel suits against the
Press, in which residents in Washing
ton arc complainants, to the courts of
that district, the suits being brought
against the agents or correspondents
of the paper living in Washington.
This is a blow at the daily press and
a formidable engine of intimidation.
The Senate has also passed another
measure• restricting and crippling the
press, which is an amendment to the
post-officeappropriation bill, requiring
newspaper postage to be prepaid by
the office "Of publication. The House
Committee fixed the price at one and
a half cents per pound and the Senate
raised it to four cents. This encroach
ment should be met by the lion of the
daily press at its threshold and the
rights and liberties of freemen protec
ted, otherwise despotism and anarchy
will soon sweep like a simoon over the
land. These measures are \et to be
acted on by the House.

The principal points of the new bank
rubt bib, which only lequires the President’s
signature to become a law, are as follows:
Forty days are allowed to elapse before a
merchant or trader who fails to pay bis
commercial [taper is liable to be thrown into
bankruptcy. The assent of one-fourth in
number and one third in value of the credi
tors is required to throw a debtor into
bankruptcy. This provision relates back to
the Ist of last December. Proceedings may
be discontinued whenever a debtor pays
those secured debts which were the ground
ot throwing him into bankruptcy, or when
ever, with the consent of the court, he and
a majority of the creditors shall ask for a
discontinuance of the proceedings. In order
to set aside hypothecated pledges or liens
on the bankrupt’s estate, it must ajvpe.’ix'
that the party dealing with the bankrupt
knew that lie intended to perpetrate a fraud
on the brnkrupt law, and that he intended
to go into bankruptcy. When a loan is
made to a bankrupt in good faith and secu
rity taken, with the intention of aiding him
to pull through, it shill! be considered as
having actual value, and the security shall
not be invalidated by proceedings in bank
ruptcy. A voluntary bankrupt may have
Lis discharge if Ins estate pays d0 per cent,
ot his debts, or provided lie obtains the as
sent of the same number of liis creditors as
is necessary to throw him into bankruptcy.
An involuntary bankrupt can get his dis
charge if bis conduct is free from all fraud,
and be is innocent of any violation or in
fringement of the bankrupt a* t. Assignees
arc prohibited from dividing fees with
other persons engaged in the ease. Compo
sition of creditors may be made with the
debtor, where approved by the couit, tor the
release and discharge of the debtor. The
fees and expenses are i educed one-lialf tint ii
the Judges of the Supreme Court shall
establish a permanent reduction anil simplify
proceedings. All the acts of the persons
connected with the execution of the law
shall be made public in the shape of lull and
minute reports from the Clerk, the assignee,
the Marshal and the Register. Original
Jurisdiction is conferred upon the Territori
ai Courts, with an appeal to the Supreme
Court of the Territory.
We notice from the last Monroe
Advertiser, that “Granger,” “Jam
Satis” and “Democrat” all are in fa
vor of Dr. J. S. Lawton, for Congress
from this District. Certainly be
ought to get the nomination, if the
Grangers, the Democrats and Jam
Satis, which embraces all tire balance,
we suppose, are for him.
