Having been asked by many persons
why I am opposed, under present cir
cumstances, to the removal of the
capital from Atlanta to Milledgeville
I will with your permission through
your paper, answer all these inquiries
at once.
1 am opposed to the removal now'
on account of the great loss which
the will sustain thereby, one
which w T e are poorly able to endure.
Ido not under this head, count the
expenses of removal and the expen**
ses of removal and the expenses of an
extra session of the legislature this
winter, which must be called to pro
vide for the expense of such removal,
amounting to a considerable si a,
probably fifty thousand dollars. 1
shall only count up loses in public
property, sufficiently great in my
judgement, to deter prudent men from
vot’iig for removal at this time. The
SiCde has paid for the present capitol
in Atlanta $250,000 in gold bonds,
which have all been and are now re -
cognized as valid, and the city of At
lanta has paid for the same capitol
$179,000, making the cost to the
state and city of Atlanta *436,000,
This amount paid by the city of At
lanta w r as paid on the condition that
Atlanta should remain the capital,
and will have to be refunded as soon
as it is removed. It will not do to
say that Atlanta has acted in bad
faith about the capital, and therefore
we will not regard her claim to indem
nity full and complete. The late con
vention, by a committee of some of
its very best men, reported to the
convention, to which report no objec
tion was offered, after full research
into all the facts that Atlanta had ac
tea in the utmost good faith and paid
every dollar that she agreed to pay,
that the city authorities, besides clos
ing this had paid oft* a mortgage
judgment of $79,000, which was a
valid lien on the capitol building.”
The claim of Atlanta for compensa
tion will be made and cannot be re
sisted, and by removal wm at once
lose $179,000. This sum is now as
much as the capitol will bring if sold
and the loss, if made, carries with it
as a matter of course the loss of the
$250,000 paid by the state. This,
however, is not the only loss from re
moval, as the executive mansion, cost
ing the state SIOO,OOO in gold bonds,
now a part of the public debt, must
also be sold, and will not bring more
than $50,000, so that thereis anoth
er loss of $50,000 to be added to the
other 10.-ses, making up a sum total
of $479,000.
Another loss consequent upon a re
moval is the loss of a splendid offer
as the city of Atlanta to subscribe to
ward the building of anew capitol,
the very choicest building lot in the
whole city, and also a sum of money
sufficient to build a capitol as goo 1
as the one at Milledgeville, which will
be at the lowest calculation $55,-
000.
This proposition of the city of At
lanta which ha: not been equalled
and cannot be equalled by that of
any other city or town in the state,
it is said is an electioneering trick, a
fraud and not intended to be executed
etc., that it cannot lie carried out ac
cording to the new constitution, etc.
To which objection I reply that as
Atlanta has hitherto acted in the hist
faille not only with the state but
with her creditors; it is unjust and
wrong to make such accusations.
She has not flinched or failed or re
fused io meet her promises or debts.
In the lexicon ot the people of At
lanta thereis no such word as “fail.”
The constitution of 1877, if adopted,
provides in itself for the acceptance
and execution of this offer of the city
of Atlauta, so (here is no difficulty
from want of power to carry out her
promise by the city of Atlanta.
There is one other view on this oi
fer of the city of Atlanta which 1
deem perfectly conclusive, and that
is we have the means in our own pow
er of forcing Atlanta to comply w ith
her offer by amend s ng at any time the
constitution so as to remove the cap
ital, and nothing would be easier to
do or more certain to be done should
Atlanta act in bad faith. Add the
loss of not accepting this offer to the
other losses not above enumerated
and we have losses by removal $779,-
000, nearly one million of dollars.
\\ hat is the loss by remaining in
Atlanta ? The capitol and mansion
in Milledgcville tire estimated bv goo<l

Milledgeville. if, however, it A ne
cessary to lemove from Atlanta to se
cure honest legislation; I, for one,
say let us make any and all sacrifices.
It is necessary, and will such legisla
tion be secured In a removal to Mil
ledgeville ? What says the history
of the past on this subject ? This
history says that three millions and
a half of dollars of the present pub
lic debt arising from state aid to
worthless railroads was created in
Milledgeville, while the portion of
said debt incurred, for the same pur
pose in Atlanta does not amount to
three hundred thousand dollars. This
history says further that through the
old Central bank by the worst and
most co nipt legislature at Milledge-

and favorites. This history says
further in Milledgeville m 18(K was
set the precedent ot paying members
of the legislature nine dollars per di
em and their clerks from their door
keepers and messsengers nine dollars
Ap v diem. To show how little place
lias t > do with the party of legislation
1 refer to the fact that the democratic
legislature which sat m Atlanta ex
posed the Bullock frauds, repudiated
his dishonest administration, his state
aid schemers, and denounced the
fraudulent bonds ; that the demo
cratic legislature of 1875 and 187 G,
was held in Atlanta, proposed
the amendment to the constitution re
pudiating the bogus bonds ; that the
legislature of 1877, which sat in At
lanta called the constitutional con
vention ; that the convention of 1877
was held in Atlanta : wherefore I
think it may be safely concluded
that the place of holding the legisla
ture has little or nothing to do with
the proceedings of the general assem
bly. The parity and honesty of leg
islation depends on the constitution
of the state, and the men sent to the
legislature.
Home persons may argue, no mat
ter what it costs, let us rebuke the
fraud of removol from Miiledgeville
to Atlanta. Does this argument I say,
that fraud has been fully rebuked by
the action of the convention in sub
mitting the location of the capital to
the people. Its location now, under
this action, depends on the reasons
for and against removal to beconsid
ered and acted on by a free people.
If Atlanta is retained as the capital
the fraud will be removed and the lo
cation will be fixed by the votes of
the people, Again, on this head ;
I would sav that when the constitu
of 1778 fixing Atlanta as the capital
was submitted to the voters of the
state, the unterrified people of Allan*
to surrounded with soldiers, and liv
ing under the hardest and severest
military control, voted against remov
al to Atlanta. In view of these facts,
what good man in the State will say
that the people of Atlanta are prom
ise-breakers ? and have concocted a
great fraud to deceive the people of
Georgia ? It is not necessary to in
cur the losses above stated, because
Atlanta is not accessible to the peo
ple of the state, tor she is accessible
"o more people of the state than any
other city' or town in it. It is not
necessary to make the losses above
enumerated because living is so ex
pensive in Atlanta, as no city or
town in the state can afford to pro
vide and does provide for legislators
and visitors so cheaply and substant*
ially r as Atlanta. If we throw out
of the calculation the $250,000 paid
by the state on the capitol, and the
$50,000 paid for the executive man
sion, oyer and above its value, on
the ground, that the loss would be es
timated only on the present value of
the property, not counting as worth
anything the prospect of a great ins
crease in the value of the pnblic prop
erty in Atlanta from the growth of
that wonderful city', then the loss by
the removal of the capital from Atlan
ta to Milledgeville would be fully
$450,000. What then is the wisest
solution of the capital question ? In
my opinion it is to retain the capital
at Atlanta, accept the offer of the
city', require Atlanta to make a deed
to the city hall square, deposit, in
the state treasury the amount pro
mised by her. and then with this mon
ey and the proceeds of the sale of
the capitol building in Atlanta build
a convenient and comtortable state
house. This sum of money will be
ample for the purpose, and we will
have disposed of the whole matter
without costing the state anything.

The writer of this has produced
the best results in the feeding of
plants by the use of composted muck
and barn-yard manure well rotted,
and it is made in this wise: A layer
of muck is put on the side of the
compost heap, and upon this layer
of barnyard manure; upon this an
other layer of muck, and so on alter
nating muck and manure, mitd the
heap is four or five feet high. The
manure is used in about the propor
tion of 1 to 3of the muck. The
whole pile gradually heats and rots
together, so that without further
stirring over, if the heap is made in
early autumn, it will be in the best
of shape to use in the following

An exchange says Key. John Lusk
is one of the most successful cotton
planters in Mississippi. That in
December, January, and February
iie turns a centre furrow with a turn
plow, with a bull tongue, orsubsoil
er to withstand the drouth of sum
mer. Thus deeply and thoroughly
breaking the soil, ho makes from one
to one and a half bales of cotton per
acre.
CANCER CAN BE CURED
Cancer has from time immemorial been
a great scourge to the human race, and is
now becoming the greater. For many
years it has been held by the medical pro
fession, and generally believed by the peo
ple, that Jancer is incurable ; that once
its roots take hold upon a victim, there is
no chance for a sufferer to escape a lin
gering terrible horrible disease, not only
to the sufferer, but to bis friends. Hap
pily. thi- fell destroyer need no longer
be feared. Dr. 11. T. bond, of Phila
delphia, a well known physician, of large
experience, has for years devoted himself
to the special study and treatment of Can
cer, and the result of his experience is bis
discovery for the radical cure of Cancer
without tlu; use of either knife caustic or
plasters, and without pain.
The majority of persons are greatly de
ceived in regard to the first symptoms and
appearance of this most dreaded disease,
considering its painful from the commence
ment. This is a sad mistake, carrying
thousands to an untimely grave. In most
cases there is little or no pain until the
disease is far advanced. The only symp
toms for many mouths, and even for years
are occasionally a stinging, darting, stab
bing, shooting, smarting, itching, burning
crawling or creeping sensation, and in
some cases not any of these- If a malady
is growing worse instead of better, it is
conclusive evidence it is of a malignant
character and demands immediate atten
tion. If you have a branny, scaly, warty
appearance, with an occasional breaking
out of these upon the face, lip or nose, or
any other portion of the skin, attended
with any of the above symptoms, or a sen
sation of a fiy being on it, or a hair tick
ling, it, is certain evidence it is Cancer,
and there should be no delay in using Lr.
Bond’s treatment. Life is "too valuable
to be tampered with.
