others—Gentlemen ; Your favor ask
ing an expression ot my views upon
the question of the proper location of
the capital of Georgia was received
by due course of mail, but my con
tinuous engagements in the courts,
since my return from the north have
prevented a sooner response.
AN IMPORTANT QUESTION.
The question upon which you seek
my views is one of undoubted impor
tance to every good citizen of our
commonwealth, and deserves tiom
each a sincere judgement, based upon
nothing beyond plain facts and con
siderations of wise public policy. I
have always felt it iiij r duty, when
called upon, to give my candid and
honest judgment upon all questions
affecting the welfare of my people
and important to the public interest.
I do not, therefore, hesitate to make
answer to your request.
ALREADY ON RECORD.
At the outset I may remark that I
am already on record in favor of the
city of Atlanta. In my letter to lion.
L. N. Trammell, of Whitfield, writ
ten in the early summer, and in ad
vocacy of the calling of the constitu
tional convention, 1 stated that [when
the people of Georgia had framed a
good constitution it mattered little
where the capital might be located :
that the capital question, indeed then
became merely one of comfort and
convenience to the representatives of
the people 1 still hold this opinion,
for I now see nothing in the question
to cause me to believe otherwise. The
questions of honest and economical
government are beyond complication
with this issue and are fully assured
in the new constitution.
REASONS FOR HIS RELIEF.
Atlanta is the commercial and pop
ular capital of the state of Georgia
Her energy, enterprise and public
spirit have conquered all opposition
and it would be, in my judgment, the
purest folly for the people, from any
sentiment, to put the political capital
elsewhere.
My reasons may be biiefly stated,
here, because it is my purpose to el
aborate and discuss them before my
fellow-citizens between this date and
the day of election.

the state, from all directions, leaving
nothing to be desiied upon the ques
tion of convenience. Whenever it is
desired to assemble the representa
tives of any of the great interests of
the state the common judgment se
lects Atlanta as the point, and these
affairs conclude the question of cen
trality and convenience in her favor.
ATLANTA IS NOT CORRUPT.
So far as the charges of corruption
in legislation and governmental ad
ministration at Atlanta are concern
ed, I feel authorized to declare that
Atlanta was, in no wise, connected
with the doings of the Bullock legis
lators or administration. I have
been for years since, the volunteer
counsel of the state, without compen
sation, investigating and pursuing the
rogues who freyed upon my people
and robbed them of their treasure ;
and having been thus engaged, and
therefore familiar with the entire his
tory of the nefarious schemes, I do
declare that I have found nothing in
them to impugn the honesty integri
ty or patriotism of the citizens of At
lanta. J know;that the men who rep
resented Atlanta in the making of
the constitution which sheltered the
plunderers—Dr Miller, Captain John
H Flynn and Mayor Angier —were
men who stood by the right and up
on whose garments can be traced
none of the filth by which they were
encompassed. I do not know an
Atlanta man of that period who was
connected with the corruption and
rascality of which the people then,
and always may justly complain.
When other sections of our state cast,
this suspicion upon Atlanta it would
be well for them to remember that
the rogues who held carnival in At
lanta were all imported : that Macon
furnished her quota, Augusta her
quota, Columbus her quota and .Sa
vannah her quota —and Atlanta fur
nished not a man to swell the cable.
Augusta in my own district, furnish
ed the two grand chief rogues m rob
bing the commonwealth— bullock
and" s ßlodgett, Atlanta, I again declare
had no part or lot in it.
Therefore the whole clamor against
Atlanta is seuseless. It is plainly
senseless when the people say that
because these great wrongs were per
petrated in Atlanta, it is not a fit
place for the capital. Why, sirs,
these rogues would have gone any
where that the public treasury was
open to the inroads of maranders.
The plunderers would have gone any
where as they came from everywhere,
to accomplish their villainies, and
nothing but a safe lock of law upon
the treasury, requiring the voice of
the people to open, it, will ever save
communities and commonwealths
from such robberies. The radical
constitution left the treasury open to
lobbyists, swindlers, railroad schem
ers and thieves in general, and they
found it easy to get whatever their
greed and avarice prompted them to
seek.
There was in that constitution no
limitation upon legislative power; the
treasury was accessible, exemptions
from taxation were possible subsidies
obtainable, and every species of fraud
safe and unlimited. But, in further
vindication of Atlanta, I gay here
that she was one of the chief suffer
ers from these schemes of public pil
lage. She never reaped a cent of ben
efit from the favish outpourings of
the people’s dollars in her public im
provements, but was mulched in corns
mon with the people of the state.
She lost her share as a part of the
people and sacrificed her municipal
subscriptions io hundreds ot thou
sands of dollars in addition. Of all
the millions of the people’s money
given away by their dishonest agents
to scheming railroad enterpiises in
the state of Georgia, not a dollar
went in the name of a road starting
from or ending in Atlanta, although
she was at the very period nursing in
to full existence two of the most im
portant railroad enterprises ever pre
jeeted in the history of the state.
ATLANTA TO THE RESCUE.
Not only that, but when the pub
lic robbery had become open and tla
grant, and the people stood appalled
and defenseless, at my instance upon
a notable occasion, the people of At
lanta arose en masse and through a
committee of safely, seized the books
of the state road, remoyed them from
the custody of faithless officials, pre
served them in lione t hands, and
thereby saved thousand of dollars to
the poor and honest people of the no
ble old commonwealth. For this act
if she lie and no other to her credit, the
city is entitled to the grateful regard
of this whole people.
A QUESTION OF PUBLIC TOLICY.
This is not a question of place, but
of public policy--a question not of
the past, blit of the present and for
the future. Atlanta is a city self
built. Her losses have been those of
bad government and fully in propor
tion with those of the entire state
She lies struggled, labored and thriv
ed. She complied with all her pro
mises to the state in the past, and in
her proposition, again made, to relieve
the people from expense in locating
their capital, will be found faithful.
Her proposition is perfectly legal and
I pronouuce it.
MORE GENEROUS THAN WISE,
because the capital should be in At
lanta, without the incentive of Vnis
proposition. It is not oiilv pefectly
constitutional and can be ” enforced.
She is bound by it. She is able to
imply with any thing she promises,
id not more able than willing. Her
bility is unbounded. She is finan
ally guarded in her charter, but she

is self evident that the state, with

llledgeville. The state cannot af

•ople should vote for Milledgeville,
e legislature would adjourn to At
nta inside of thirty days. It may
well be feared, for lack of accom
modations and the means of comfor
table existence. Seriously, it would
be necessary to remove back to At
lanta within a year, or to speael an
amount of the people’s money which
the passionate and prejudiced would
pronounce ridiculous if mentioned
here.
The people induced to remove the
government to Milledgeville upon
promises of economy and immediate
reduction of current expenses, would
clamor more loudly at the evils they
had flown to than those they had fled
from, and so the capital question
would not have reached a settlement
by anv means. Anew agitation of
the question would at once spring up
new competitors enter the field and
the people become involved in v'et an
other expensive, unpatriotic and par
tisan contest over the matter. It is,
therefore, better, wiser, cheaper and
more in keeping with our pride of
state to remain in Atlanta,
NOTHING AGAINST MILLEDGEVILLE.
I repeat, this is not a question of
places. 1 like Milledgeville. Eight
years of my public life and service
were scent there and I have nothing
but pleasant memories of the place I
like the people and the town, and I
do not know that I have an enemy
there. But, upon this question, as up
on all others, 1 speak to my fellow
citizens and advise them what 1 hon
estly think is best for them and the
great interest of the commonwealth.
ATLANTA’S FUTURE,
In conclusion, 1 indulge in the ex
pression of a thought which has often
occupied me, Atlanta is not only
the central city—the metropolis of
Georgia, but of the south. She is
central to the commerce, trade, travel
population and progress of this en
tire section of the union. As she was
the strategic point of armies in bat
tle —assailed by numbers beyond
those that marched against the capi
tal of the shortlived republic itself—
so is she now entitled to be consider
ed the strategic center of the popula
tion, commerce and progress of the
southern empire, an empire whose pos
sibilities and splendid future are not
yet recognized by any of us, but
which are certain of realization, I pre
diet, in a day not far distant. With
great respect, your friend.

CANCER CAN BE CURED
Cancer has from time immemorial been
a great scourge to the human race, and is
now becoming the greater. For many
years it has been held by the medical pro
fession, and generally believed by the peo
ple, that Cancer is incurable ; that once
its roots take hold upon a victim, there is
no chance for a sufferer to escape a lin
geiing terrible horrible disease, not only
to the sufferer, but to his friends. Hapr
pily, this fell destroyer neecl no longer
be feared. Dr. H. T. Bond, of Phila
delphia, a well known physician, of large
experience, has for years devoted himself
to the special study and treatment of Can
cer, and the result of his experience is his
discovery for the radical cure of Cancer
without the use of either knife caustic or
plasters, and without paiu.
The majority of persons are greatly de
ceived in regard to the first symptoms and
appearance of this most dreaded disease,
considering its painful from the commence
ment. This is a sad mistake, carrying
thousands to an untimely grave. In most
cases there is little or no pain until the
disease is far advanced. The only symp
toms for many mouths, and even for years
are occasionally a stinging, darting, stab
bing, shooting, smarting, itching, burning
crawling or creeping sensation, and in
some cases not any of these- If a malady
is growing worse instead of better, it is
conclusive evidence it is of a malignant
character and demands immediate atten
tion. If you have a branuy, scaly, warty
appearance, with an occasional breaking
out of these upon the face, lip or nose, or
any other portion of the skin, attended
with any of the above symptoms, or a sen'-
sation of ally being on it, or a hair tick
ling, it, is certain evidence it is Cancer,
and there should be no delay in using Lr.

to be tampered with.
