H.ilroad Accident in Connecticut—A Train of Cars Precipitated Twenty Feet into a River—Heroic Conduct of the Engineer and Fireman. Norwich, June 16. 1873. To the list of brave men should be added the names of S. P. Cooper aud George Harvey, Engineer and Fireman of the Norwich and Worcester Railroad, who went down with their engine on Sunday morning. Running at the rate it was, the engine ploughed ita way over the ties for nearly two rods before it reached the bridge, and then, with a mighty bound, it plunged iuto the bed of the stream below, a distance of nearly ‘20 feet; as it fell it turned completely over, striking the round with ita wheels uppermost, and buried its projecting w ork deep in the earth, and the tender, as it followed, came with terrific force, and the coupling breaking by the jerk of the plunge, it was hauled completely over the engine and placed as squarely oa its end as if by the hand of man. A great flat car, with its lead of heavy coais, was thrown beyond the engine a b-rriflj fall of twcuty feet, crushing the strong iron-bound boxes of the Adams Ex press car crowded with expret-s freight, fclj upon the engine, turning as it fell, and with one side partly crushed. This terrible attempt upon human life it is supposed was for the purpose of robbery. It is thought that all the injured will recover. In addition to one thousand dollars reward titered by a committee of citizens the Superintendent of the Norwich and Worcester Kailnad, a division of the New York and New England Railroad, publishes a card this afternoon offering five hundred dollars re ward for the conviction of the wretches who placed the plank and ties on the track. Three men were arrested at 1‘lainficld last night a ml are now* in the city prison here, charg'd with placing obstructions upon the tra.k of the Norwich aud Worcester Railroad. On Sunday morning, engineer Sidney P. Cooper and George Harpey, fireman, were severely injured by es caping steam from a locomotive. A plank was placed on the track jest below the depot at Dayaville, but was swept off by the cowcaiher, and about two hundred feet further on the engine en countered a tie in the very heart of the villiage and swept It some five hundred feet to a switch where it > aught in a frog and threw the locomotive from the t rack. The whistle blew down brakes and every effort was made to keep.the engine on the road bed, but the speed was so great that the engine could not be stopped, and it swept the cap atones from the bridge over the five mile river, aud the locomotive and three cars, containing sixteen persons, fell into a bog some fourteen feet below, burying the engineer and fireman bsneath the ruins. After su hour’s labor they were extricated, badly burned and scalded, but are reported as doing well to-day. At a meeting of citizens a reward of $1,000 was pledged on behalf of the town to be paid on conviction of the ratals who were guilty of this diabolical act. SPAIN. Division to be Proposed. Madrid, June 15,1873. It is said that Senor Caatelar will propose to the Fortes the division of Spain tad the colonies into the following Federal States: Catalonia, Arragon, Nar- varre, Biscay, Valencia, Nnercia, New Castile, Old Castile, ftalieia, Andalusia, Upper and Lower Estrama. dura, Cuba, Porto Rico, the Balearic Islands, the Canaries and the Philippines. On Tuesday next the Cortes will elect a special commission to draw up a Federal Constitution. The commission will consist of twenty-five members, of whom twelve will be depu ties of the present Cortes and thirteen representatives of the Federal States. CHOLERA. M>:*n*uis, June 16, 1873. 1 lie weather to-day has been very unfavorable for the Improvement of the health of the city, as during the night the mercury fell 12 degress, and to-day was tain/and hot. There were 19 intertaenia to-day, of which 15 died of cholera and cholera-infantum. The City Council this afternoon panned aa ordinance estab lishing a Beard of Health. Twenty-one interments to-day, against twelve yes terday. Physicians say that the number of cholera patients is increasing, but the disease yields more readily fo the the treatment than during the last week. Nashville, June 16, 1873. Thirty-two interments from cholera have been potted since Saturday. A large percentage of those attacked have recovered. The deaths were nearly all c »*ored people. LOUISIANA. Washington, June 16, 1873. The Mexican Border Investigation Committee have returned to this city to prepare their report They have been engaged constantly since the tenth of Janu ary, and have hoard evidence in four hundred cases, and have received, in addition to this, thirteen hun dred ex parte affidavits. The Commissioners arc in con ference with Secretary Fish. Belknsp returns Friday and Sberu.an returns Sat urday. The Star says that changes will be made in twenty consulates to make room for soutlu-rn nieu. The Attorney General on Saturday evening but read the following dispatch from Governor Kellogg, of Lou isiana: ‘ The purported interview published in the New York Tribune oi the 9th, regarding the Presi dent’s proclamations is incorrect." My requisition calling on the President was fully justified, aud the Pre*ident’s proclamation has had a most salutary effect in all respects, taxes being paid more rapidly than ever before in Louisiana. After providing for January and February interest we have over $400,000 in S;ate funds to-night in the hands of the fiscal agents, and will pay March, April and June coupons early in July. The injunctions only restrain the payment of iutercst on five scries of bonds out of twenty-five, and there is money enough to pay the in terest on all the bond* in the Lands of the fiscal agents. Probabilities—For New England, increasing cloudi- dess aud occasional areas of rain to-night, but the winds veering to the westerly and northerly on Tues day, with clear aud clearing weather, are probable; for the Middle States, light to fresh westerly and northerly winds and clear, or partly cloudy, weather Tuesday : for the lower lake regions, winds gradu ally shifting to the easterly and southerly on Tuesday, with clear or partly cloudy weather; for the South Atlantic and Gulf States, cast of the Mississippi, gen erally cloudy weather, rain areas aud light to fresh southwesterly aud southeasterly winds from the Ohio Valley and Missouri to the upper lakes, diminishing pressure, easterly to southerly winds and clear or paitly cloudy weather; for the Northwest, easterly to southerly winds and diminishing presfure: for Ten nessee and Kentucky, partly clouds weather and occa sional tain areas on Tuesday. The Secretary of the Iuterior will take no present action on the request tbit <lic Kickapoo women and childi eu captured over the border be released. The matter will be carried to the War Department, but ultimately to the State Department, a? it is an inter national affair. Elias Burnett, convicted of kukluxiug in South Carolina, has been pardoned. He served thirteen of is eighteen months sentence. Messrs. Robb and Savage, of the com mission to inquire into the outrages of the Texas border, arrived here this morning, the other commissioner, Mr. Oaborue, having reached the city la6t night. They had interview with Secretary Fish in the course of the day. They deny the reporled stories that Texians make raids into Mexico, and say that even if they had lire disposition to do so, there is nothing there to induce them to plunder their poverty stricken neighbors. All that our citizens care for is protection their persons aud property from incursions of the Mexicans and Indians. After the Commissioners went up the Rio Grande to take testimony, the Mexicans commenced raiding on the lower part of that river; and as soon as they left the Rio Grande altogether, the Kickapoos crossed and began their thieving opera tions, for which they were pursued and chastised by Colonel McKenzie. The Texas Legislature Las instituted an inquiry in the Mexican and Indian wrongs upon the citizens of that State, when come of the most respectable resi dents of the Nuevas valley went to Austin and gave stronger testimony than they had previous- given before the commissioners. The commissioners represent the amount of damages direct aud consequential to those who have suffered by those raids at fifty and sixty mil lions dollars. Five hundred petitions in Um way of complaint with specifications were presented to the Commissioners, aud they were supported by sixteen hundred affidavits. Many of the petitioners and affiants are represented to be men of fine education and of the most respectable character. As to the Kickapoos, it is supposed that there are not more than two hundred warriors among them. One of the old chiefs said substantially to a Commissioner: What is the use of our accepting the proposition of the Uuitcd States to go on a reservation. We would have but a* sinali patch of ground, and could not make raids on other reservations. Here wc arc supported iu part by the Mexican Government, which not only supply us with provisions, but gives us money, aud when wo want to go into Texas the Mexican merchants aud planters supply us with horses, guns, ammunition and provisions, that we may make our raids, aud wo pay them from what we capture. Besides, wc have a beautiful country, fine climate, many privileges aDd tho whole xas border to raid on the Commissioners. They think that if the captives taken by Ceionel McKenzie, should be-restored to the Kickapoos, they would be no more inclined to return to the United States than they are now, and hence, they doubt the propriety of com plying with their wishes. The report of the seizure, in Brooklyn, y« sterday, of fourteen copper stills, twenty-live gallons of mash, and other articles for tho manufacturer of illicit whisky, proves to have not been altogether correct. Revenue men thought they could manage the affair without the aid of the police, aud made the seizure; but the mob pelted them with bricks and stones, aud the illicit whisky distillers coolly procured a cart aud drove off triumphantly with their stills and other property worth preserving. Meanwhile one of the revenue officers made his way to a police station, ask ing that his associates, then confined iu th» abandon ed distillery, be rescued.
