From our Special Correspondent. Okangebubo, 8. C., August 23, 1873. To the Editors of the Herald: Since my last, nothing unusual has trans pired in South Carolina. No earthquake or meteoric illumination (especially in the polit ical horizon, 1 nor any other convulsion of na ture has been recorded since the famous land slide, which occurred when Leslie, the Land Commissioner, slided back to his native ele ment, leaving behind him so many an aching yjihztr whose hopes had slided with him. Whatever may be said of the Aurora Bo realis, the Northern lights era gradually be coming obscured in the sable atmosphere in which they have heretofore shined so promi nently. The change, however, in the disposition of the negro works no good to the State, if he can do no better than exchange a .Scott for a Moses. The choice between the two reminds one rery forcibly of the predicament he would be in if he were offered the alternative of a bit of “ biled crow or buzzard.” The general dearth of news is the best ex cuse that yonr correspondent can offer for ENOCH MORGAN’S SONS S A P O L 1 O S A P O L I O S A P O L, 1 O what he expects to be a rather tame letter; but red that rest assured that if anything strange or start ling should occur, such as the falling of a star, or the cessation of Radical plundering, the Atlanta Hebald shall know it. THE SPIBIT OP THE STATE PBE8S, 1 think, is improving. The antipathy to new departures is becoming more general, although opposition to centralization, the distinctive feature of Democracy, is too frequently left in the background. The farmer’s movement is regarded as a rainbow of promise. The Snmter News, since called the “True Sonthron,” is a bold and manly paper, always speaking to the point The Charleston News k Courier, although enterprising and popular, sometimes exhibits very ugly symptoms, as are clearly seen in its recent criticisms on the speech of President Davis. It is certainly more honest and com mendable to say what we think, as Mr. Davis has done, than to shape onr expressions ac cording to the dictates of a miserable policy, as the News & Courier seems to advise. A Sun has arisen in Columbia, and if it al ways shines as brilliantly as it promises, may it never set. for Windows is better thin Whiting or Water. The poor teach er* have generally been compelled to sell their pay certificates at half price, which are finally collected in full by government offi cial-i, who are almost invariably the purchas ers. Censure, of course, is not to be attached so much to those who buy the certificates as to the government, calling itself Republican, which so criminally pLcis the poor man in the power of the rich. THE PROGRESS OF THE MORToN AND BLISS CASE has revealed the truth that the depredation of the State bonds is solely due, (in the lan-1 guage of the News and Courier), *-to the crimi- i nal extravagance and downright stealing of j the Republican party.” The taxes have been j paid, so the taxpayers are clear of blame. It is now generally be lieved that among the railroad robbers, be sides the James brothers, was a man named Arthur McCoy. He formerly was a resident of the Pacific coast. Iu 165$, it will be re membered by some that be was implicated in some manner in the robbery of one of Wells, Fargo k Co.’s stage coaches in California, the amount that was stolen being $30,000. As near as we can learn, Dahlia, who Was a friend of McCoy and his fum ily. materially assisted him in getting out of iii - ■ the scrape. McCoy's family are now living in Montgomery county, Missouri. Within the past month.
