Senator Windom, of Minnesota, has writ
ten a letter to W. A. Croffat, of the Min
neapolis Tribune, in which he says: “I voted
against the ‘back pay’ amendment at every
stage of its progress through the Senate. Be
coming a law in opposition to my judgment
and my votes, I have not drawn the back pay
voted, nor shall I do so. Believing, however,
that no law exists by which money voted as
compensation for members of Congress can '
fcc covered into the Treasury -which view of
the case has been confirmed by the opinion of
the Secretary of the Treasury and the United
States Treasurer as recently expressed—I have
made no pretence of returning mine. Con
ceding the purest motives to those who have
construed the law differently, I may be per
mitted to say that, entertaining the opinion
above expressed, it would have been sheer
demagogism on my part to have drawn this
back pay from tbe Secretary of the Senate, in
whose bands it now is, to deposit it with tbe
United States Treasurer, where it would still
t ■. subject to my control.
