A very large meeting, composed of seme of the best eitizensof the Second Wards, as well as visitors from tho other uards, was held at the Recorder's Court ,ood last night, in pursuance to a call made by the President of the S cond Ward Club. The President called the meeting to order, stating ’.hat the object of tho meeting was to reconsider the action of a met-ting of the club held luat Tuesday night. Mr. YV. J. Cano It moved that a committee of ten be appointed to prepare business for tl.e meeting. The point being raised that, in accordance with the statement of the chair, the motion was out of order; that if it was to reconsider the action of the last meet ing, according to parliamentary usages, it was necessary for some one who vote 1 in the aflirr.ative oa the resolution should make a motion for lecon- bideration. Mr. Oliver U. Janes then moved to reconsider the a.Hion of the meeting. The point of order being tak:*a that he di 1 net vote in the affirmative, he acknowledged he bad not. Anil the chair stated that if depended upon that it was evident that (hero was an effort to throttle the whole concern: that no one who had voted in the affirmative could not bo fonnd to make this motion. Mr. George Ivy asked the question if this was a meeting of Democrats, anil if this action was to bo tho guidance of that of the President ? If it was, he thought it gratuitous for him to say what he had. Judge Hoyt asked leave to offer the following reso lution : Resolved, I hat this mooting now proceed to consid er matters pertaining to the interest iu the ward iu the coming election. ( Before the resolution was put, Mr. J. H. Franklin was elected aecretarr, pro tim., the secretary beirg abseut. The resolution was then put and adopted unan: mously. Mr. Garrett then renewed his motion for a commit- j tee, which was adopted, and the following appointed: Col. Mynatt, .Ta«. Callaway, M. Bioomfl.ld, W. -1. I Garrett, Col. Brumly, John B. Baird, G. T. Dodd, D. I Wallace, E. T. Chamberlin and S. B. Hoyt. The com- I wittee retired and after socae de iberation, returned i with a report, recommending harmony of act condemning the primary system of holding noroina- ; ions, and in view of the a:tion of tho fourth ward in i t e calling for a nomination by delegates, they recom- j mend the adoption of the resolutions adopted by the j fourth ward club on Monday night. A motion to lay j on the table was mad-* but was withdrawn, in order to allow the following cubst'tnte to be offered, by Mr. j Daniel Pittman: Whereas, In all elections by the people, in which! nominations are previously held, it is jnst and .p opsr ' that all persons penuitted or entitled to vote in the' general election should have a voice in the nesuina- ' tion; and. Whereas, The election of Counciimen iu the city ol ; Atlanta, as provided by' law, ia by general ticket over the whole city, and saul Councilman are elected to, represent the great and general interest of the ci'y a3 ! a whole, and not particular Wards and localities. , Therefore be it Resolved, That it is the tense of this meeting ilia* the Democratic nominees for Mayor and Council for the corniDg. election ia December next should be » made by primary election for the whole tickol, and . that the poll# should bo o; on el and the whole total , ballcttcd for in a';i the Wards in the same manner that the election is held in general election, except that in the nomination none should participate except Democrats. Col. Mynalt staled the reasons which picmpteJ tho action of the committee and advocated the adoption of the report. Col. Spencer opposed ibe adop tion of either tho report or substitute, for tho reason j that it would not bring abcut the desired object, namely, harmony: became it came too late. For his part he v;ae willing to submit to anything which would bring about bar idol y. Five wards were already committed to the primary system and thie ward had ; arqniesaed in their action. For the sake of peace it , would be better for two ward* to adopt this plan than j tl at five wards should rerclnl what they had already j agreed upon. Ma,i. Hifiyer thought that neither proposition would make harmony, and offered the following resolution m a substitute for betb proposition?: Resolved, That the Democracy of each wan) be re- j quested to meet at their respective headquarter#. railing; in the meactime around him and more polio lee. At length, through the exertions of Mr. Chamber lin, Major Whitner and ethers the affair was again stilled, aud Mr. Bell took his scat.
