Both have an abject fear of their sovereign, and both are despicable. We Americans must not suppose that we ^cape the vices of monarchies because we nave no visible monarch. We may not kneel before a throne nor kiss a royal uand, but our adulation of the sovereign may be even more mnauly and unpardonable. The question every honorable mind is not what can the people do, bnt what ought they to do ? The duty of good citizens is plain. They mast not pander to tho sovereign people, a* they should not to the aovereign prince. Ar.d tbe highest function of the pre*s iu a free conatry is not to declare that the people can do what they please, but to insist that they .should please to do what is right. This is equally true of a paper which sympathizes with the aims and spirit of the party in power. It is not to be its lackey and feed attorney, but its friend and counselor. There i- a constant tendency in dominant parties to mi&Bpe their power, and iu their managers to presume upon the unwavering support of the whole party for any measure and lor any can didate. To resist this tendency often be comes the- paiamount duly of the honest members of the party, and successful resist- .ncc is tbe condition of their continued sym pathy with it. Tribute to tbe South. The following beautiful tribute to the South •i from the pen of the editor of the Vicksburg Times: “Southern nationality is a dream of the post. But it w ill straggle back from the hollow bosom that once bled fir it and ascend the heights of government. It is due as a matter of business faith—it is necessary—for some of it must be sold to pay freights, &c., and discounts on renewals. The merchant can and will hold rao.;t ot it for better prices; it is his interest to do so. and the possession of it in his warehouses ±ivefi him credit in the banks, npon which he •'an command the forbearance of the banks. With the views above expressed, it is needless to add that the factor, who improperly sacrifices cotton thus entrust ed to him, is a dishonest agent; but if the s..orifice is caused by the necessity of the planter, he surely, and not the factor, should bear the burden.
