A MATTER THAT SHOULD BE INVESTIGATED For seme time the repoiters of the Herald have bJen busily engaged in woikirg up immense frauds that were said to exist in the United States Marshal's department for the Northern District of Georgia. It has been freely said upon the street that the effi- ciala, Dei uty Uarabala. etc., have teen in tee habit of | the mono f of lfce °»« of 1110 Kar ‘ gone out in that aectiou of the State, and upon the slightest information, and perhaps to satisfy come personal grudge, made out those warrants themselves in their own hand* writing and arrested the parties without the slightest possibility of cinvlction. This is lilrgal under the law. A case in point: A warrant was made out in this way, dated August the 1st, and executed on the 31st ot July, the day before it was dited. The mad was arrested, put in jail, and kept there two weeks and turned loose, tl e Grand Jury failing to find a true bill against him. This is only one instance of many of a like character. Men who arc recognized in the community as professional vagabonds, make it their business to hunt up cases of this character, in order to make bueinesa for themselves and live upon go'.ng iuto country sctthments, arresting parties ac cused of illicit distilling upc n bench warrants (and somet mes without), and then agreeing if the parties would give them a certain amount cf money to turn them loose. When this was done they would return upon the.back of the warrant that the party was dead, or had left the State, or couldn't be found. We learn the lumber train, conductor Chandler, col lided with the outward bound accommodation, con ductor Campbell, at a wood station a few miles east of Xorcross, on the Air-Line Railroad, hearing Mr. Snow, the engineer of lumber train, also severely in juring several others on Campbell's train. The en gine and passenger coach are a complete wreck, a misunderstanding regarding the point that Campbell's train would take on wood is attributed the cause of the accident. According to our views of rail roading it could have easily been avoided by proper signalling and flagging the approaching train.
