and an expression that has become exceptional,

Good-Bt.—We see from the Atlanta Intelli
gencer that our, friends Mayor Hulsey, A. F
Watson, A. Hope, W. A. Hemphill, etc., are on
a committee to go up in a balloon from Atlanta
at an early day. The Intelligencer says they
are tho live men of Atlanta, and wo don’t doubt
it. They will go up lice men, but will they not
come down dead men ? that’s the question.
VI e admire their courago and disinterestedness,
but, as the farmer said of bis bull in tho fight
with the locomotive, their discretion is question
able. They are sacrificing themselves to bring a
crowd and corresponding trade to Atlanta.

let them forthwith abandon all idea of purchas
ing the Macon Laboratory, throw aside Atlanta
*> wholly ont of the question, and communicate
with the authorities of Savannah on tbe best
i-lvantagfcs to be gained by a removal of their
issual exhibition to this city. Besides tho
consideration of absolute necessity, wo think
ow people will offer every inducement that
wld bo naked or desired.

uificial sources I have ascertained that,-after
consultation with leading New York bankers
-tad also with Western financiers, Secretary
BotUtrell has decided to submit at an early day—
probably at his annual report—the following
programme for a return to specie payments to
tbe consideration of Congress:
1. The national banks to redcom thoir nStes
• a greenbacks by July 1, 1870.
2. The govermnent to redeem its greenbacks
m gold after January 1,1871.
■!. Freo banking for all parties upon bonds
bearing interest at 1 per cent, in gold,

the Western States, whore the greatest obstacles

Cubans intend to be actively at work on the re
cognition question when Congress meets. They

pose, and intend to present a monster one, con
fining twenty thousand signatures, tho first
*eek of tho session. Eighteen thousand of the.
names have been already obtained. They havo
“V> prepared documents, etc., to lay before
the -Hooso committee on foreign affairs, to
show that tho republic of Cuba is a bonafide
government, with a flag and seal, and has in
good faith abolished slavery.
