What Ails the Agency?
The Atlanta Agensy is like a balking horse—{
ora crazy piece of machinery in onskUlful hands
—a superannuated steamboat, for example,
doing her last day’s service in a retired Ijonisi-:
ana Bayou, with a captain, engineer and crew
extemporised from the darkeys in the neighbor,
hood. There’s a fearful difficulty in getting
the thing to go, and much danger that she will
take direction, .as Suggs says, “hellwards”
when she starts.,, The darkey crew wall their
eyes about fearfully at every now and unex
pected contortion of the dilapidated monster.
Every new spiteful pbizz from the leaky boiler
—-every portentous groan from a rusty gudgeon,
enlarges their protruding eye-bulls. To lie^
still is destruction, and to start is, as Suggs fur
ther remarks, “ damnification, if not diabolish
ment. ” The hollering and fussing—the order
ing and the countermandering—the cussing and
the coaxing—the tying up and untying—the
jointing, unjointiug, oiling, fixing, shoving,
hissing, spitting and roaring, exceed any known
except a menagerie broke loose.
This seems to us as faithful a “picter” of the
varied experience with the Atlanta Agency as
any ever drawn by the sun pencil of the inim
itable Pugh. For sixteen days, this nonde
script, or “what ia it," has been starting and
stopping, tying up and untying, hollering, or-,
dering, fussing, and blowing about generally,
with more noise and confusion than the old
bayou steamboat; and with as little confidence
or steadiness of purpose. The crew of outsiders
extemporized to run her, niggers and whites,
appear to be equally at loss what to do with tho
crazy concern, and equally afraid that after all,
she may give them a sudden and calamitous
hoist, and they may “go np!”
They let on the steam a bit in the morning,
and just so soon as she begins to hiss and rum
ble, they start back in alarm and cry out “stop
heb.” They send a written order to that effect
in a minute, and lest it should not be obeyed, it
is both military and civil—from the captain and
the cook—both sign it. But no sooner is the
old croft at comparative rest than their uneasi
ness is redoubled. They hurry off with long
telegrams to Washington to know what s to be
done next? and cackle about like distracted
bam door fowls till they know what is next to be
done. ~
In this fearfnl condition of affairs, the “Old
Agency” was still a fizzing, np to Wednesday
morning, with the promise of a then, final start
the realization whereof we shall know about be
fore going to press.
The whole performance is as unique ns the
craft What kind of a machine that is which is
run as a State Legislature, capable of amend
ing the Constitution by military orders and tel
egrams from Washington, under an outside
crew, directed by a functionary claiming to be a
Provisional Governor, it is hardly worth while
to inquire. We call it a Congressional Agency,

Receipts for the week ending this evening, the
above included, 1196 bales; sales for the same time
1973; shipments 2044—showing a tailing off in're
ceipts of last week from those of the week before,
130 bales; and a falling off in sales of 90 bales.
The market has been firm'with a good demand all
the week, bat the offering stock has been light On
Saturday last prices advanced %c and the market
closed firm on that day at 23% for middlings. ‘ On
Monday it opened active at Saturday’s rates.and
closed firm at an advance of another %c. On Tues
day the very favorable reports from Manchester and
tho Liverpool market caused quite a flutter among
buyers here, and tho market closed baoyant at 23%
@24 cents.
To-day the market was again active and prices
firm at 24 cents, though there was not that buoyancy
and animation of the day before.

this Department that a murder was committed be the
county of Troup, in this Statu, on the person of Peter
Smith, a person of color, whose body was found en
Saturday, the 8th iurt., with indications that be had
been shot in tbe back and bis throat cut from oar to
ear. and that said murder Is alleged to have bee*
comm.fid on the Tuesday night previous, bxone
Robert P. Bellab, (white.) who has fled from justice;
and, whereas, it has also been officially communicated
to this Department that a most atrocious murder wee
committed in the county of Houston, in this State,
on the 16th last., upon the body of a colored man, as
is alleged, by one Green berry £. Bonbart,' end that
tbe said Bonhart has fled from jus*ice: •
Now, therefore, to the end that they may be brought
to trial for the mime with which they stand charged,
respectively,
I have thought proper to issue this, my Proclama
tion. hereby offering a Reward of Citx Thousasb
Dollsks each for the apprehension and delivery of
the said Robert P. Bellah and Greeuberry B. Bon
hart, with evidence sufficient to convict, to the Sheriff
of the respective counties where said crimes have
been committed.
And I do moreover charge and require all offioen
in this State, civil and military, to be vigilant in en
deavoring to apprehend the said fugitives from jus
tice, in order that they may be brought to trial for
the offense with which they stand charged.
Given under my Hand end the Great Seal of the
State, at the Capitol, in Atlanta, this twentieth day
of January, in the year of our Lord, Eighteen
Hundred and Seventy, and of the Independence of
the United States of America the Ninety-Fourth.

sand Dollars for the apprehension and dolivery of the
said Aaron Ragan, with evidence!sufficient to oon-
vict, to the Sheriff of said County and State.
And I do moreover oharge and require all officers in
this State, civil and military, to be vigilant in en
deavoring to apprehend the said Aaron Ragan, in or
der that he may be brought to trialfor tbe offense with
which he stands charged.
