London, Fabrnary 15.—The latest re
ports lepresent the Russians as having
renewed their march on Gallipoli.
The Times? correspondent at Fera Bays,
ft is hoped that as the British fleet wilt
stop short at Pricoes Islands, the Kds-
eians will not ooonpy Constantinople.
The Times' Vienna correspondent hints
that the Bnsaians may content themselves
with a modification of their line of de
marcation, whioh would bring them near
to the Bosphorus and Dardanelles, and
might allow them to occupy the forts
situated thereon. It is believed if Rus
sia takes this course, it will bo in conse
quence of the moderating oonnsels of
Germany.
A Reuter’s dispatch from Constantino*
pie, dated February 14tb, says the Brit
ish fleet is expected to enter the Bospho
rus to-morrow. One of the ships struck
on a sand bank and was slightly in
jured,
Ur. Dayard, the British minister, has
telegraphed to Lord Derby that the Sul
tan has received a dispatch from the Czar
stating that his troops would occupy the
neighborhood of Constantinople in a
friendly spirit, and with the same object
(namely, for the protection of his sub
jects) as the British fleet was sent.
The report that the cabinet has decid
ed upon the departure of the Saltan for
Brouasa, in Anatolia, fifty-seven miles
from Constantinople, in the event that
the RnBsisns entar the city, is untrue.
Tho Sultan will remain in Constantinc-
pls in all event.
Another Renter dispatch f com Constan
tinople, dated to-day, says Vico Admiral
Hornby’s flagship “The Alexandra,” of
twelve guns and 9,492 tons; the Teme-
raire, 98 guns and 8,412 tons; the Saltan,
of 12 gnn3 and 9,286 tons, and the Ach
illes, of 16 guns and 9,694 tons, arrived
off Princess,’ Islands at 8 o’clock this
morning. The Agincourt, of . 17 guns
and 10,627 tons; the Swiftsure, of 14
guns and 6.960 tons, remain at Gallipoli.
The Raleigh, of 22 guns and 5,200 tone;
tho Hotspur iron ram, of 3 guns and
4,101 tons, and the Ruby, of 12 guae and
1,864 tone, are at Besika Bay.
A dispatch from Sc. Petersburg, of to
day’s date to Reuter’s, says: There is
great anxioty here, particularly among
Die English residents, on account of the
critical situation. Russian national feel
ing is becoming excited.
This morning the Times says the s g-
ciScance of sending the fleet to Constan
tinople is even greater than its immedi
ate importance, and a very powerful
force is now in position to maintain our
interests in the Bosphorus and Darda
nelles. Tho Times hopes Russia will ad
mit the force ot Lord Derby’s protest and
will not, from perfectly sentimental mo
tives, order tho Russian troops to take
up a menacing position, which it says is
wholly unnecessary for tho protection of
their real interests.
London, February 15.—Reuter's have

day by the Greek merchants in London,

massacres in the Greek provinces of Tur
key, and the entry of the British fleet
into the Dardanelles, the Greek govern
ment feel themselves justified in reoccn-
pylng Tnessaly and Epirus. General
Grivasi is to take command of the forces
in Western Greeoe and Colonel Coronos
command of the Cretan Insurgents. Ton

tion from Crete states that the General
Assembly has renewed its declaration of
the annexation of the Island of Crete.

Washington, February 15.—The ar
gument before the Senate committee on
railroads, on the Texas and Pacific ques
tion, was continued to-day by Major
Bond, vice President of tbat Company.
He called special attention to the twen
ty-two fee t of water in Santiago harbor
m comparison with tho shallow waters of
San Pedro, which the Southern Pacific
of California, proposes to make the
Western terminus of their road where
everything has to bs lightered. He
showed that the entire line on tho thirty
second parallel from the Mississippi river
to the Pacific was but 1767 mlies, or 450
miles shorter than the present line, and
that the ^ Government and the pnblio
while having the advantage of this great
redaction in the haul, would also
have the immense additional
advantage of having to pay
on but sixty-four millions of capital
of dollars on this enormous sum, the
transactional tariff of the country was
now required to pay tribute. Major
Bond atfii claimed that not only was the
Southern Pacific of California in default
in not having built a oontinnons line be
tween Yams and Ban Franoisoo, but even
the part of the tine it had built was with
out authority of law. That the oompany
failed to comply with the requirements of
the California legislation, and that until
they had so complied with the California
statutes, andfatao with tho acts of Con
gress, they were not in position to appear
before a committee and assail the rights
? f ‘ he Texas Paoifio company whose good
faith could not bo questioned. Major - -. -. .
Bond asserted that ly thns evading the “SoMoii=S>t < ^ Tt^dy?‘ middling ie%:

tinued to-morrow.

Willingham, of New Tori; William C.
Whittle, John D. Sim», C. H. Kennedy,

mar, D. M. W. Nash and C. F. Spots
wood, of Virginia, and John P, McCawn,
of Arkansas.
A bill directing the payment of $375,-
000 appropriated last Congress for the
claims of the Southern mail contractors
before the war, was discu33ed all day.
No conclusion was reached. Adjourned

Loudon, February 15.—This after
noon’s Pall Mall Qaselte prints a Berlin
dispatch, saying that Prince Bismarck is
reported to be prepared to give a full and
olear explanation of his eastern polioy, in
answer to a question about to be pat in
parliament. The Emperor is understood
to be prepared in case of need to tender
his good offioes to England and'Russia,
with a view to the preservation of peaoe,
bnt ho is not inclined to act in any way as
an arbitrator between them.
Washington, February 15.—In the
Senate, a vole will be forced to-night on
the Silver bill. There are various amend
ments pending, which will by routine
prolong the proceedings to nearly dawn,
and the probable adoption of wblch
will carry the bill baok to the House. In
the oonree of the debate, Colonel Lunar
of Mississippi said:
Mr. President: Having tlready ex
pressed my deliberate opinions at some
length npon this very important measure
now under consideration, I sha’l cot tree
pass npon the attention of the Senate far
ther. I have, however, one other flirty to
perform, a very painfnl one, I admit,
bat one whioh is none the Isss clear. I
hold in my hand certain resolutions of the
Legislature of Mffisi; sippi, whioh I aek to
have read. Mr. Lamar then sent to the
clerk’s desk and had read the resolutions
of the Mississippi Legislature instructing
their Senators to vote for the silver bill
Mr. Lamar, continuing, said, Mr. Preai-
dent, between thess resolutions and my
oonvictious there is a great gulf. I can
not pass it; of my love to the State of
MUsicsippi, I wi 1 not speak; my life
alone can tell; of my gratitude for
all the honor her peofir have done
me no words can express I am best
proving it by doing tc-day what I think
their true instincts anl their characters
require me to do. Daring my 1 fe in
that State it has bsen my privilege to
assist, the education of more than one
generation of her youth ; to have given
the impulse to wave after wave of the
young manhood tbat has passed into
the troubled sea of her social and political
life; npon them I have always endeavored
to impress the belief that truth was better
than falsehood, honesty than polioy, cour
age better than cowardice.
To day my lessons confront me. To
day I must be true or falie, honest or
cunning, faithful or unfaithful to my peo
ple, even in this hour of their legislative
displeasure and disapprobation. I can
not vote as these resolutions direct. I
cannot and will hot shirk the responsi
bility which my position imposes. My
r : uty os I Sie ir, 1 will do, and I will
vote against this bill. When that is
dene my responsibility is ended. My
reasons for my vote shall be given to
my people, then it will be for them to
deter nine, if adherence to my honeat
loavicticm has disqualified me?rom rep-
resen iug them. Whether a differenes of
opinion up >n a difficult and complicated
i ubjec. to which I have given patient,
long continued, conscientious study,
to which I have brought entire
hoaesty and singleness of pur
pose, and upon which I have spent
whatever ability God has given me, is now
to separate us, whether this difference is
to overridethat complete union of thought,
sympathy and hope which on all other,
and, as I believe, even more important
subjects bind us together. Beforejhem I
mnst stand or fall, bnt bs their present
deoision what it may, I know that tho
time is not far distant when they will re-
oognize my action to-day as wise and just,
and armed with honest convictions of my
duty I shall calmly await results, believ
ing in the utterance of a great American
who never trusted his countrymen in vain,
that troth is omnipotent and pnblio jaa-
lice certain.
