Vincent do Paul Association, having.no
tified the ecclesiastical authorities that
it is utterly unable to meet the increased
demand upon its usual workot charity,
at the suggestion of Vicar General Bonn
el a Catholio relief association has been
formed to aid in collecting fands for the
support and care of the large number of
widows and orphans, irrespective of
creed or color. The association appeals
to archbishop?, bishops, clergy and all
Catholics and charitably disposed persons
to aid them. The contributions sbonld
be sent to the Rev. G. A. Bouxel, Presi
dent and Vicar-General of the Archdio
cese of New Orleans, or to either of the
following members of the executive com
mittee: Thomas Layton, James G. Tar-

Washington, September 13. — The
Secretary of the Treasury, after a care
ful examination of the laws, temporarily
postpones the execution oi the recent or
ders for the exchange of silver
dollars for United States Treasury
notee, and will hereafter pay one
silver dollars on currency liabilities.
St. Louis, September 13.—A heavy
frost occurred here and in the vicinity
last night. . The temperature is now fa
vorable for a heavier one te-sight.
Mayor Bowman, of East St. Louis, W.
J. Walsh, chief of Bowman’s marshals,
and John Carty, jr., a deputy marshal,
were to day taken before Judge Watts,
at Beileviile, on a charge of contempt of
court, in disregarding an injunction
granted by Watts some weeks ago, and
were lodged jn jail. Bowman offered
any amount of bail, but it was refused.
Two of his attorneys have gone to Otta
wa, Illinois, to procure a writ of habeas
corpus from tho Supreme Court.
Boston, September 13.—The Demo
crats of Lynn last evening eleoted 18 Bai
lor and 10 anti-Bntler delegates to the
State Convention. The Democrats of
Taunton eleoted 21 delegates, all favor
ing Batler. Brockton and Hopkinton
elected anti-Butler delegates.
Pobtland, Mb., September 13.—The
House of Representatives (complete) will
consist of 63 Republicans, 27 Democrats
and 57 Greenbackers.
Thirteen oat of the twenty-seven Dem
ocratic Representatives were ohosenoa
the straight Democratio tioket, over both
Republican and Greenback candidates
and will hold tho balance of power in the

circular of the Liverpool Cotton Brokers
Association says cotton was quiet through
out tho week. The demand was moder
ate and quotations for some descriptions
were reduced. Tne American was in
moderate demand, being freely supplied,
and declined a sixteenth to an eighth. Ia
sea island a small business was done, and
prices unchanged. Futures were in very
limited demand with more desire mani
fested to sell, and declined 5-32 for near
and a sixteenth to an eigth for more dis
tant positions.
Canton, Miss., September 13 — There
were thirty now cases and four deaths
here to-day. The situation is terrible.
Baton Rouob, September 13.—Fifty

Chicago, September 13.—The Presi
dent arrived from Like Forrest this morn
ing, and was met by a committee from
the Board of Trade and escorted to the
Chamber of Commeroe, where be was
weloomed enthusiastically. He said be
should speak to this large body of busi
ness men of the United States who repre
sented one of tbe greatest interests on
the Continent upon only one point of the
finance qno3tion. He proceeded to point
ont the dangers of the Legislative med
dling with the money of the country, uov
that wa aro on a basis of honest money.
The only danger is that our Congresses
will disturb values, shake tho oonfilence
of the people in the stability of
the enrrency, end delay the
already dawning of an era of prosperity.
Confidence was half tho battle in busi<

Sherman bad dealt fairly and squarely,
honestly and openly with the business
men of the country, and however the
question of resumption might have been
discussed, and however we may have
differed as to its expediency, it is now a

Washington, September 13.—The Sep
tember returns to tbe Department of
Agriculture Bhow the condition of tbe
cotton crops to be on an average of 90
against 95 in August 1878, and 86 in
September 1877. The decline In tho
condition is not greater than usual and
still leaves a high average of vitality to
meet the vicissitudes cf antnmn. Its
promise is better than that of its prede
cessor, and its acreage has been consider
ably increased. If the remaining.parto!
the season of growth and the picking sea
son should be as favorable as last year,
there will be a considerable increaso in
the yield whioh will equal, if not exceed,
that of tbe great ante-bellum crop. The
conditions of the growth vary greatly in
tbe different zones of tho cotton field.
In some countries the extreme heat of
July lasted till late in Augnst, and caused
great loss of bolls. In others, excessive
rains produced rust and rot. iDaect rav
ages were formidable only in a few local
ities, notably in the canebrake regions of
Alabama. Some correspondents consider
a moderate visitation of worms a benefit,
in stripping the plant of its excessive fo
liage.

Baltimore, September 13.—In the
South Carolina railroad case, General
Conner, for the railroad company, con
cluded his argument and was followed by
Henry Bnistof the counsel for South
Carolina Railroad Syndicate and several
loan and trait companies respondents. In
the case tc-morrow Mr. Simenton, coun
sel for the People’s Bank of Charleston,
will continue the argument on the part of
the defendants.
General Sheridan officially denies the
report that Miles was captured at Yellow
Stone Park.
Mosby’s commission as Consul at Hong

Attorney General Devons has returned

equinoctial storm, whioh prevailed in this
vicinity for three days, reached its fall

gale. There has been no damage of any

especially of railroad property.

examination in the ease of the murdered
girl, Mary Stannard, Professor White
testified that he found human blood on t

San Francisco, September 13.—The
Visalia, California, JHsvatch says last
night Mr. J. White, snspioting nndne In
timacy between his wife and Dr. Mehring,
the family physician, ostensibly left home,
bnt, eoon returning, found Mebringm
Mrs. White’s bed-room. He attacked him
with a pen knife, and cut his throat, pro
ducing instant death.

Democratio Convention of the Third Ala
bama Congressional distriot met here yes
terday. The appointment of the repre-
entation was based on tho State eleotion
of 1876. The balloting commenced this

Baltimore, September 14.—The Tern'
perance party of tbe Third Congressional
district has nominated Joseph R. Thomp

New Orleans, September 13.—New

Mr. Isaac N. Stoatemeyer, of the
Times, who has been down with the fever,
is recovering. Major Henry M. Fowler,
superintendent of Cbalmetto National
Cemetery, a native of New York, died to
day, at Cbalmette, of the fever. Rev.
Marx Moses, formerly of the Jackson
street Hebrew congregation, now at
Providence, Rhode Island, has lost almost
his whole family, residing hero. Mrs.
Moses was buried Saturday, Samuel Mo
ses on Sunday, and Matilda Moses on
Thursday. Only one child is left, which
is now convalescent.
Washington, September 14.—The re
tains of the Department of Agriculture
indicate an average of 87 in the condition
of the wheat crop against 92 m Septem
ber, 1877, The reduolion is moBtly dne
to disasters to the spring crop in tbe
Northwest. A preliminary examination
of the returns average indicate that the
breadth sown in 1878 is abont one-sixth
greater than in 1877. This will more
than eompensat9 for the loss from the de
cline in the condition, and probably bring
np tbe yield to tbe popular estimate of
400,000,000 bushels. Tbe average con
dition of tho corn crop is 92
sgsinst 96 in August. It is slightly
above tho condition in September, 1878,
which was 91. Tbe crop has held its
own in the northern portion of tho Atlantic
slope, and on the Pacific coast slightly
improved, In the States north of the
Ohio it fell off two per cent.; in the
States west of tho Mississippi and South
ern Slates, as a whole, fell off about
three per cent. Of 921 counties report
ing, 752 give a fall average; 278above,
391 below.

Washington, September 14.—A circu
lar issued to-day by the United States
Treasurer takes the plao9 of all other cir
culars, and names 120 national banks as
designated depositories to be supplied by
the Treasury upon tbeir applioation with
standard silver dollars from the mint free
of expens?. It is expected that coin will
be famished as above, to be pnt in ciron-
tation by being famished the pnblio die
burning effioers, manufacturing estab
lishments, other banks and bankers for
distribution in like manner by them, and
generally where it is to be nsed as current
money. As many standard dollars are to be
paid on salary aoconnt as the employes are
disposed to take.

Perhaps if might bo thought invidious and
ungenerous to animadvert on a practice that
men risk their lives in carrying out, but if they
be really wrong the soonir it is known the bet
ter for tnemselves, and I ask in all candor in
view of present results if it is not dime to make a
change and try some other way. Fighting tho
fever in the yellow scourge has been the prevail
ing practice, and the results havo been of tbe
most harrowing description, helping the fever
and forwarding It instead, is now urged under
tbe conviction that if faithfully carried out a
vast improvement in the death rate would im
mediately result.
Those who consider fever the disease and
therefore fight it, take a very narrow view of the
situation, because no fever can exist without an
obstructing caa>e. there can bo no acceleration
of the hesrt’s action while the blood flows
freely into all its channels, but the
moment anything interferes to prevent it, the
area of circulation is lessoned, the blood is ob
liged to move quicker to get through, and if tbe
interfering cause be extensive the circulation
must be rapid in proportion. The rapidity of
the pulse is due to mechanical causes that nar
,v the circulating limits, and as these are e'ear-
away the area is again enlarged till finally
fever becomoi impossible. Tho forco exerted by
the blood in this compressed state must be con
siderable and is (pent in the clearanceof the cap
illaries, perspiration ismade to flow,theobstruct-
ingcauscsare flooded out,tho channels are left
clear, the fever cooled as il by msgio in the midst
of heat, subside.*, and all is calm again. Does
anytano man scoin this a reason why fever
should be fought ? or would bo not rather insist
ontherem6val of the interfering causes, the
clearance of tbo channels by perspiration ? Fight
ing tho fever has been tried long enough, fan it a
while nnd let us mark the difference.
In this connection it should be borne in mind
that no man ever died of fever, that is the reac
tive effort of the system and so long as reaction
can be excited there is hope, but when no more
fever can be looked for, with the ebam c's still
clogged, hope diej. and life is soon c.t:r.c‘. I
doctors really could do what they aim at in every
case, when they fight the fever and treat it as
the foe of life, r o man could survive the attack,
but fortunately they olten fail, nature is too
strong tor them and clears ont the obstruction
and their poisons too, bnt strange to tell they
take to themselves the credit of the cure, and the
nearer they have brought the patient to thedoor
of death, the greater ia their claim for wondrous
skill and they generally havo their claims al
lowed, so literally is it true that it is easier fo
cheat a man out of bis Hie than out of a dollar.
The whole anti-philogistic system of practice is
founded in its opposition to and war on fever and
infiamation, but I am glad to see that men of
prominence and extensive experience aro being
driven from it into an intcligible treatment of
that droad disease in defiance of the dogmas of
the schools.
Prominent among these is tho famous Dr,
Blackburn, cf Kentucky, now a candidate for its
Governonhip, who has passed through fifteen

baths in bed, sweating teas plentifully, andam-
pie cover, which, instead of being oppressive, as
many would think is grateful, he say a, to the pa
tient, even when the personation is made to roll
in great globules for from twenty to ninety hours
atatime! This has the ring o( common sense
abont it, for every fever ends in perspiration;
that is the purpose of it, and the sooner that is
produced ard the more freely it flows the
sooner is the cure established; but what an idea
it gives cf tho extent and character of those ob
structions that the malarial or Yellow fever
poison is capablo of so suddenly produ
cing! The collapso of the capillaries must be
very extensive when it takes ninety hour* of such
a flow to clear tbe channels again. In the pres

ment especially as bleeding is officially rec-

effective, or tbeir insane attempts upon tho liver
when I know them ignorant of it s real functions,
sol let that pass hoping that m fuinreyiars
should the occasion call for it, a much clearer in
sight will bo theirs of tho true conditions.
But there is another subject of most serious
lmnort (hat nobody seems to consider, but which
I regard the very essence of the danger, and that
is the rapid tendency to disintegration of the
blood. Thus we see that while tbo peripheral
capillaries are cleared by perspiration and the
case is to all appearance cared, the hidden dan-
gor against which nothing has been attempted is
ready to be res ealed and tho doctor, the patient
and his friends are startled by black vomit and
all tbe symptoms ot approaching death. Even
Dr Blackburn attributes this to inflammation of
the stomach bat it is a mistaken idea for it pro
ceeds from the disintegration of the blood itself
bodily cavities, and is precisely the same in tbe
stomach as is found in the heart after death.
The integrity and continuity of tbe blood there
fore should be a prominent object of the physi
cians care, as well as the clearance of all obstruc
tions from the capillary tissues, but those who
only think of how they can best fight tbo fever
seem to take no cognizance of anv of its sur
roundings.
