last Sunday’s elections for municipal del
egates in seventeen thousand communes
of Franoe, as far as known, leave no
doubt of the issue of the Senatorial con
tests on the 5th of Janaary next. Too
returns are not oomplete, bat those re
ceived go to show that eleven departments
now represented by twenty-seven con
servatives Senators, have been won by
the Republican*, namely: Heranlt, Iile
et Viiaine, Iadre et Loire, Lent, Laat et
Garrone, Manche, Marne, Msyenne
Meuse, Nord and Pay de Dome. The Re
publicans having lost no depaitenant. This
gain is more than sutSoient to mrn (he
majority in the Senate. The,Republican
majority will be at least twelve or fifteen
as is confidently expected.

vention of nailers held here yesterday was
well attended. Delegates were present
from twenty miles west of the Aileghs-
cies. The following resolution was unan
imously adopted. Resolved that we, the
nailers in convention assembled, adopt
the present scale of prices as a standard
of making nails in the future, and we will
do no work nnder any other arrangement
or oontraot whatever, except in conformi
ty with the present scale and basis.
Washington, November 1.—The debt
statement leaned to-day shows a deorease
of 1,903,402,80 dollars for October.
The balances in the Treasury are, cur
rency $1,711,246, special fund for the re
demption of fractional currency $10,000,-
OOO, special deposit of legal tenders for
redemption of certificates of deposit $35,-
840,000, coin $35,516,350 in coin certifi
cates. The total disbursements daring
the month were $13,253,865, exclusive of
payments od interest and principal of pub
lic debt.

have not reported cases before are now
reporting them, some dating back eeTeral
weeks.

A prominent member of the Cabinet
said to-day, that although the affairs be
tween England and Russia are regarded
aa threatening, ho believed war would be
averted by the wise counsels of the two
nations. It is considered that unneces
sary comment has been made in various
quarters as to tho open purchases by
Russia of ships and munitions of war iu
this country, which mightba used against
England in the event of war between
those nations, while some newspapers
apprehend that in snch case England
might in future prefer claims for "conse
quential damages.” Such fears, however,
are ill-founded, as there can be no viola
tion of neutrality daring peace, all na
tions being at liberty to purchase sup-
plies of wbatever character in this coun
try, and even Russia could purchase them
at this time in the absence of any proc
lamation of war in England.
The State Department ha3 information
that the force ot Mexican troops engaged
in the mountain region of Cohahisla in
dispersing the Lipan Indians, who have
made so many predatory excursions in
Texas, is very considerable, and doing
effective work of the character indicated.
Theodore M. Vail, general snperinten

accounts, reports to the Secretary of the
interior that the Central Pacific Railway
Company neglected to comply with
any of his oflloial requests for reports con

Havana, November 1.—Tho govern
ment has issued positive orders that no
employes receiving a salary from the
State, or from any province or munici
pality shall ba allowed under any pre
text to belong openly to any of the politi
cal parties contesting the approaching elec
tions. Such employes are only to be
permitted to vote for candidates of their
choice on election day. To day is ob
served as a holiday, being All Saints day.

Nbw York, November 2.—A telegram
from the South announces that the quar
antine at Montgomery and Mobile, Ala ,
against New Orleans travel has been rais
ed. The thiough lines to New Orleans
are all re-established, and tbe Pullman
Company will oommence running their
cars to-morrow through to New Orleans.
Memphis, November 2.—A reorganiza
tion of the police department took plica
yesterday on the recommendation of the
Chief. Eleven colored patrollmen were
regnlatly appointed to serve on the force.
From six o’clock last evening until noon
to-day there were two deaths.
New Orleans, November 2.—Three
newcases and eight deaths are repotted
for the past twenty-four hours. To-day

Mobile, November 2.—The Board of
Health considers it safe for absentees to
return, bat recommends that all houses
be thoroughly ventillated before being en-
tered. The quarantine regulations against
everybody are raised. The Southern Ex
press Company has resumed business on
ail roads heretofore interrupted.
Chattanooga, November 2.—For the
past twenty-four hours two case3 are re
ported. Refugees continue to crowd in,
and the troops have returned to the bac-
racks. Se veral mills will be re-opened on
Monday.
Ltnchbdbo, November 2.—The fever
blockade is being raised, and the through
line to New Orleans via Knoxville will
re-open to-morrow.
Batoo Saba, November 2,—The quar
antine was raised to-day.
Bronx Citt, November 2.— Cap
tain Pratt, of the regular army- de
tailed for tho work, went east yesterday
with forty-cine Indian children, gathered
from tbe ngenoies on the river, for
Hampton, Yd., where the children wdl
be plaoed at school at the Government's
expense. The ages of the children aver
age about fifteen years.
