State Attorney General Field goes to
Washington to-night to attend the United
Slates Supremo Court Monday, when he

Toe Secretary of the Treasury to-day
presented to the Cabinet a report from
the Assistant Secretary, French, in
tupport of the Treasury order
of February 26 last, prohibiting the im-
poriausn of meat cattle from England.
Some of the members of the Cabinet at
that time believed that one of the effects
of that order would be a disturbance of
our commercial relations with England.
The Treuury has,however,given the sub
ject full consideration, and Mr. French’s
report wss adopted by the Cabinet to-
diy. The order of the department will
therefore not be reversed. The Cabinet
ileo considered the appointment of mom-
ben of the National Board of Health un
der the bill passed during the_ closing
hoareof Congress. The bill provides that
the Board (.ball consist respectively of one
ntmber representing the Treasury De-
putment, one the Navy, one the War and
one the Department of Jastice and seven
to be appointed by the President. It was
decided that Bargeon General Wood-

should be the representative of the Treas-

the Natchitoches cases rendered a ver
dict of acqnittal.
New Yore, March 7—Mr. James R
Keene, the well-known grain operator,
stated to-night to a reporter of the Asso
ciated Press that his name was forged
last night (Thursday) to a half-rate mes
sage to J. K. Fisher, gram broker,
of Chicago, directing him to soil 30 000 -
000 buehels of wheat on Mr. Keen’s ac
count. This caused the decline in woeat
in Chicago to-day from S6 to 93 cents per
bushel at the morning and afternoon
boards. Mr. Keene knew nothing of the
transaction until this afternoon and he
repudiates the entire sale, which will com
pel tho repurchase by Fisher & Co., ot
the amount sold on his acsonnt to-day.
.Mr. Ksone said he had no intention of
mahiog any sales of grain at present, and
oertaiDiy not at 93 cents per bushel. The
message was s-nt through the Atlantio
and Pacific Company, and Mr. Keene
states was evidently the wcik of an agent
in New York of a ooaspiraoy formed in
Chioago, by parties who wero largely
short on provisions, and who hoped by
breaking the wheat market to cover their
sales «nd buy largely long. Steps have
been taken todscover the author of
the telegram. Mr. Keene says suspicion
points sirouglv to what is known as the
provision clique of Chioago.

ITebsaillxs, March 8.—In the Cham
ber of Deputies to-day, M. Bresson’s re
port was submitted and read. Among
the grievances against the DeBroglie
Cabinet iB the complaint that it violated
the constitution by raising a new ques
tion of the form of Government, which
had previously been settled by constitu
tional law. It also violated the rule of
the irresponsibility of the President of
the Republic, one of whose speeches be
trayed thoughts of personal power; that
they were the authors of the evente on
the 16th of May, designed for the estab
lishment of a dictatorship; that
they violated the constitution
by delaying elections beyond tho legally
prescribed three months, by evading the
electoral law relative to councils general
and councils ofarrcnliaiement, by forbid
ding colportage and the closing of wine
shoos; by collusion, extortion, undue
pressure on the Magistracy, and the crea
tion of a fictitious ruse on the bourse.
That after the elections gave a Republi
can majority, the Cabinet continued to
fight the whole month, and under the
Roohebouet Ministry which followed, all
(reparations were made to strike a blow
ly foref; that dispatches were
sent to commanders of the army,
corps to prepare for military measures
and the conspiracy evidently exlsiod. Tho
report concludes as follows: “As the
De Broglie and Bochebonet. Ministry in
curred an equal responsibility, we pro
pose that both be impeached before the
Senate.” On motion of M. Leroyer, Min
ister of Justice, the vote was postponed
till Thursday.

ago the driver boys employed by the Le
high and Wilkeebarre Coal Company at
Wanamle, stiuok. They detoand an in
crease of tan oer cent, in wages. The
ring leaders of the sirika were ds-
onarged, and the mines have been idle
ever sinoe. To-day the drivers held a
meeting, and resolved not to resume
wotk nntii the Company aooedad to the
ten per cent, advance, the restoration of
the ring leaders and woik at fall time.
Chicago, Maroh 8.—The aotivityin
wheat continues to-day, bnt the move
ment is towards higher prioes. Last
night s closing figures for April auction,
in whiobSmost traneaotionB are made,
was 921. April opened this morning on
nine o’clock call at 93}; with little fluo-
tuition went up to 99}, reacted to 9*
ru'd with many small breaks reacted to
955, bat only to decline by degrees until
it settled at 94} where it remained stead
ily at noon. In about seven minutes
awls this morning neatly 450,000 bushels
changed hands, bat Mr. Fisher, Mr.
Keene’s broker, did not seem to be ta
king a hand. It is stated that he quietly
bought a large emount during yesterday
afietnoop.

yesterday, and the usual explanations
were discredited on all sides. The mar
ket now haB nearly recovered from the

Smith & Lightner the following dispatch:
“Keene will pay ten thousand dollars re

racy, aud that several people are engaged
in it to break the grain and pioviaion
mark-t.”
It is stated that Keene sent to the same
firm -an order to buy one hundred thou-

Washington, March 8.—The four per
cent, refunding certificates to be issued
under the act just passed by Congress
entitled “an act to aid in reiundiog the
na.ional debt,” will date from the first ot
April next.

multiples thereof—unless feo cotv t-o
they will draw no intereat on the first ot
April next. Any one can obtain certifi
cates in exchange for lawful money at

in nine dayb. The reason that April
first is taken as the date of the issue of
the certificates is that the interest on the

terly, will be paid on that date, and the

Berlin, March 8.—The principal
speech in the debate ia the Rsichstag
yesterday was made by Herr Windhorst,
leader of the Prussian Catholic party,
who declared that the clericals were
ready to support the Chancellor in the
struggle against the Socialists, but he
disapproved of the means. He suggested
the co-operation of the church and State,
instead of the State attempting to crush
tho Socialists with one hand, and perse
cution of the church with tb9 other.
Main force, ha said, was powerless
again-* the Socialists. He hopadjue would
not live to see the explosion which would
follow repressive measures.
Atlanta, March 8.—Julia J ohnson
negress, charged with the murder of a
lady on a farm in Clayton county, in Oc

boro. Popular excitement was intense,

Milwaukee, March 8.—The funeral of
the late Vicar General Kundig, took
place this evening from St. John’s Cathe
dral. The order of tue services embraced
the Pontifical requiem mass, the vener
able Archbiahop Henni acting as cele
brant, after whioh Father Matthews
preached a funeral sermon.
San Francisco, March 8.—Tbe fail-

An expert examination shows the assets
to be $475,000 in stook, and the balance

Milwaukee, March 8 —A fire at Green
Bay, Wisconsin, at two o’clock this morn
ing, totally deployed Hainnaman'd Hotel,
a large four etory brick building, with
its contents. Tbe flames spread rapidly
and it was with difficulty that the board
ers escaped. Some of them were com
pelled to make their exit by means of
ropes extending from windows to tho
ground. The loss is $40,000 to $50,000.

New Yore,March 8.—The Hamburg-
Americaa Packet Company, in a letter
dated January 22 j, informed itB New
York agents, Messrs. Kunhardt & Co.,
that the remains of the late United
States Minister to the German Empire,
Mr. Bayard Taylor, had arrived in Ham
burg, and been brought on board
tho eteamer Gil'ert, were an appropriate
apartment had been prepared for their
reception. The Gillert, which left Ham
burg February 26th and Havre March 2d,
is due here on or after Wednesday next.
In conformity with orders of the compa
ny, she will enter the harbor of New York
with flags hoisted at half mast and after
the landing of the passengers the officers

in attendance in fait uniform to assist in
