Washington, May 28.—T. J. Mackey,
Oircnit Jadge in South Carolina, testifies
before the Wallace Committee to-day
that he was inaffilliation with the Repub
lican party until 1876 wnen ha left if.
He was present at tbe election for S r ate
officers, Presidential eleotora and Con
gressmen in Chester in 1876. and was
called od to interpose his official author
ity to check interference oy the military
and deputy marshals at the polls.
• Several deputy marshals declared their
purpose to carry the election for the
Republicans, and exhibited a circular
purporting to bi eigned by Attorney
General Tafl, addressed to United States
marshals, to disregard processes of ibo
State courts.
At two o’clock the chief deputy mar
shal at tha head of a band of colored men
assaulted the voters at Carmel, ti aring
Hayes and Hampton tickets from their
hand?. Several refused to surrender their
tickets and were knocked down.
Subsequently saw tho military, (19
men of 18 h Infantry,) marched into tne
court house yard, forming in two tinea.
Tne voters were required to pace to tbe
polls under fixed bayonets.
On complaint to witness that the vo
lets were interfered with by tho mili
tary, he issued a warrant for the arrest
of Lieutenant Hioton, who commanded
the detachment.
The sheriff made a verbal report that
Hinton stated be had been summoned by
the Cnu-f Deputy Marshal to bring
troops to the polls.

the deputy marshals, who bad taken tbe

express train on the Pi tsbnrg division of
tbe Baltimore and Ohio Railroad, three

Washington, May 28 —The following
is a continuation, from earlier telegrams,
of Jndgo Mackey’s testimony: Several
of tha dopn y marshals were engaged in

persons with having Democratic tickets in
their bands, and in a tine with the whi'es,
with betraying their racs. All tbe d
poty marshals, with one excap.ion, were
colored men. Their instrnotions were
signed by the Uoited Staves Marshal, the
words at tbe head of their commissiona
being, “stand by yonr party.” The wit
ness saw in three or fonr instances Demo
cratic ballots destroyed by these officers.
The condnot of the marshals did not fail
nnder hi* observation in 1878, but be
knew of one oolcro* Democrat who was
threatened.
Cross examined by Mr. Teller—The
Hayes and Hampton tickets embraced
the Democratic nominees for offio-, usa

to secure the election of Hayes. Tae

a citizen, and threatened to bayonet him.

voter killed in Charleston and

statement, several times printed, that

Committee on Privileges and Elections
to-day decided to commence taking tes

issued a general address to the clergy and
laity of that organization throughout the
