Washington, August 27.—The Sccre- tiryof Wa', under tho direction of the Presid*nt, has reviewed tho proceedings and findings of the coart-martial of Jan uary 10 h, 18GT, by which Surgeon Gen eral Hammond wa3 dismissed from ser. rice, and recommends that the findings ad sentence be annoled, and that in ac cordance with the authority conferred by the act of March 15’b, 1878, the name of Willi im A. Hammond be placed on the retired list of the army as Surgeon-Gen eral, without back, present or fnture pay er any allowance of any kind whatsoever.
