Iriik Newspaper*. We ire indebted to Mr. T. Dempsey, now in Europe, for copies of the D " bli " Irish Times and Freeman's Journal, dated December 1st. Both publication contain numerous accounts of immense tanners meetings, on the rent question, continued disturbances among the people, the move ments of troops, and exciting trials of po litical prisoners. The English Government, on the whole, however, seems to be taking the hack track and does not appear as much dis posed as formerly to press to trial the nu merous arrests that have been made. Bail is offered in most instances. But the ex cited populace regard this as a weakening o* the part of Her Majesty’s officials and in some instances refuse to accept bail at all. Under the head of pauperism in Lon don, the Irish Times says: The weekly return of Metropolitan pau perism shows that the total number of paupers on the last day of the second week in November was 83,732, of whom 43,040 were in workhouses and 38,077 re ceived outdoor relief. Compared with the corresponding weeks in the years 1878, 1S77 and 1870, these figures show an in crease of 4,528,8,838 and 3,101 respect ively. The number of vagrants relieved on the last day of the week was 880, of whom 054 were men, 183 women and 40 children under 10. Postal Appointment*. Yesterday the appointments of carriers for the city of Macon, to deliver the mails to our citizens, were received at the office from Washington and the appointees no tified of their selection. There were many applicants for the position and among them appeared the names of many who would have filled the office of carrier with decided ability. Those who have been appointed may therefore congratu late themselves on their success. The appointees are Joseph Sprinz, George T. Smith, colored, Lewis Nel son, Pat Pierce and John Blacksbear, colored. Mr. Joseph Sprinz is now clerkiug for Messrs. Nussbaum & Daunenburg. Mr. Sprinz is a Macon hoy, born and raised in Macon. His present employers regret to lose him. George T. Smith, colored, Is an old em ployee of the post-office, and has been promoted as a reward for his faithful ser vice. These two will be full carriers. Mr. Lewis Nelson is the son of Mr. W. T. Nelson, the ex-tax collector of the county, and is at present a member of the police force. He will be the only mounted carrier in the sendee. He will fill the position well. Mr. Pat Pierce was very highly recom mended by the business men of the com munity, and his appointment is a good one, John Blacksbear, colored, is one of the public school teachers. These last two hold the position of snpemumaries. The salary of the full carriers is $850, the mounted carrier S830, to include horse hire, and the supernumeraries $400 each. Macon to Have United States District and Circuit Courts. The following telegram, handed us by Judge Clifford Anderson, will explain it- s.lf: Washington, December 17, 1870.— To V. Anderson or Judac Simmon*.- 1 lunv Just passed tnrougli the House a hill to provide for District and Circuit Courts at Macon. J. H. Blount. This will be good news to the bar ofMa- con and the lawyers of Middle and South ern Georgia, who have hitherto been forced to go to Savannah when transacting business in the Federal Courts. Colonel Blount deserves, and will receive, the thanks of Ins constituents for this timely act, and his continued vigilance in behalf of tlieir interests. Fresh Provisions for Europe. According to the Dublin Freeman'sJour- nal there were received from America for the week ending December 1st,at the port of Liverpool alone, 3,994 quarters of beef, 2,254 carcasses of mutton, and 229 dead hogs. In addition, a steamer of the Allan Line is expected in the Mersey shortly, loaded with turkeys, prairie hens and game from Canada for the Christmas hol idays. Ten thousand turkeys are expect ed by this vessel, besides other game and fresh meats. So our teeming country will be drawn upon even for the wherewith to make glad the hearts of our Irish and English cousins. Would that a special United States ship could be laden with good things and dispatched, as on a former occasion, to the Emerald Isle for the relief of her suf fering people. It would he a graceful act worth a lmudred-fold more than all the Fenian sympathy from Maine to Califor nia. The one feeds the helpless poor, and is a messenger of peace and good will; the other but infuriates the passions of an excited people and tends to precipitate deeds of violence and bloodshed which can only culminate in disaster and ruin to a weak and oppressed country. The Cental System. The inequalities of the weights and measures of various countries, not to say States even of our own Union, are so great that the most serious inconvenience is experienced in all mercantile produce transactions. This gave rise to what is known as the cental system, which has been adopted in France and by tha Liver pool and other exchanges. Under the new plan the standard of measurement is to be by the hundred pounds. Thus the weight of corn, oats, cotton seed, wheat, rice and all other pro duce now arbitrarily fixed and each dis similar, would all fall under the same rule and he graduated by tha hundred pouuds, the only variation being that of value. This would save much perplexity and greatly simplify all business transac tions. Very few can keep the run of the bushel weight ot the several products of the farm, and lienee mistakes are con stantly liable to be made in tlieir sale. In May last, the New. York Produce Exchange decided by a very large vote to make the cliahge from the bushel to the cental, and all of the Exchanges In the United States, so far os heard from, have followed its example, save those of Chica go, Baltimore and Toledo. Chicago favors the measure, but is prevented under a law of Illinois from adopting It without spe cial legislation on the subject. This doubtless will be granted. The other two cities will be forced to come to terms by the general adoption of the proposed sys tem elsewhere. The opposition to the cental, however, in some quarters is very considerable, and the question, as yet, cannot be said to be final ly settled. Even the New York exchange, backed by many Western grain usalers, is trying to reverse its past action. The complaint is, that unless the change could be effected everywhere simultane ously a double system will continue,to the serious embarrassment of commerce. But this would be temporary, and the same ar gument obtains in all reforms when in pro cess of inauguration. We hare been amused at the nUv-'fr made upon tlie cental system by the “Heir of the Worlda lattenlay journal published in New York, and de voted to the advocacy of the “identity of the lost tribes of Irael with the Anglo- Saxon race.” Tliat paper asserts that the present “standards of weights and meas ures are ot Divine appointment, and have been preserved for God’s people in that imperishable monument, the great Pyra mid of Egypt.” The attempt to change th :m into the cental system it character izes as anti-christ and rank infidelity. This is certainly a novel view of the question, and we would advise the u IIeir of the WorltT to first establish the iden tity of those lost tribes of God's ancient people with tlie Yankee and English na tions, before taking any new departures like that above stated, concerning the cental movement. Why, if we may be permitted to ask, are the gerah, epliah, nln and onier, not also continued as metric standards at die present day? They jvere certainly in use in die days of Moses, Solomon and others of the Hebrew ancients. The cental metrical system will prove as great a convenience to our people as the substitution of equal fractional parts of a dollar for the old pence,shilling and pound currency which once obtained. FREE DELIVERY. IIow it Will Be Arranged for Macon Location of tlie Boxes and Otlier Particulars. There is no more interesting subject die Macon public just now than that the free delivery system, soon to he estab lished in this city. Yesterday in an inter view with Mr. A. E. Seifert, the assistant Postmaster, we learned that the free de livery will be inaugurated on the first January. This information was received yesterday from the Postmaster General telegraph. This arrangement by which the much to be desired free delivery is tc be given to our city, is very gratifying t< our people. In his recent visit to Macon, Mr. S. A Wilson, a special agent of the post-office department connected with die free deliv ery bureau made a tliorongli survey of the ground and was very favorably impressed with the appearance and general prosper ity of the city. He was surprised to find so large a city and went away fully satis fied that the Postmaster General’s award of free delivery to Macon was well dc served. The districts of the city were ar ranged. The advantages of the delivery system will not he confined to the corporate lim its, but several of the populous suburbs will also be allowed its benefits. The service will extend as far as Wilkinson’ house on Bassett’s bill in a southerly di rection from the city; Gilesville in the same direction will be included. Vine- ville, as far as Pio Nono College, will be served, and East Macon, to a point some distance beyond the corporation line. Forty-five boxes for tlie reception of matter .to be mailed will be located at dif ferent points. They will be of cast-iron, furnished by the government, and secure ly fastened to lamp posts or to fences. Printed schedules of the hours at which the mail matter deposited in the boxes will bo tnUon out will bo attached to each box. Those in the outskirts and residence por- lluu uf the city, ovcopt in a few instances, will be smaller than those in the business centres. Thoir locations will be as fol lows: At Wilkinson’s store, on Bassett’s Hill; by tbe Mission cliurcli, in Gilesville; Daly’s store, old Houston road; Bounda ry street, near Colonel Aderhold’s resi dence; South Macon cotton factory; Mercer University; intersection Yineville roads with Washington and Georgia avenues; Colonel Henry J. Lamar’s residence, Yineville; Chase’s store near City Hospi tal; corner Bond and College streets; Washington avenue and College street; Georgia avenue and Orange street; Mount de Sales, Orange and Columbus streets; Johnson and College streets; Calhoun and Hazel streets; Sparks and Hazel streets, near the residence of Colonel J. II. Blount; South Macon Grammar school; Troup and Hazel streets; Fourth and Oglethorpe; Macon and Brunswick rail road office; Macon and Western railroad office; corner Oak and Third; Oak and First; intersection Spring, Pine and Cot ton avenue; Brown House corner; Blind Academy; City Hall; Fourth and Poplar streets, Third and Poplar at Hasdai's comer; Second and Poplar; Washington Avenue and Spring street; Orange street and Georgia Avenue at Judge Holt’s; Cherry street and Cotton Avenue; Telegraph and Messenger corner; Ralston Hall comer; Cherry and Fourth streets; Third and Mulberry; Fourth and Mulberry; Spring and .Wal nut; Walnut and Fiftb;Nelson’s store,Clin ton road; one on the Milledgeville, and one on the Jones county road. The districts as now arranged, nearly corresponds with the wards of tlie city 7 . Tlie delivery of mail matter will be about as' follows: Before eight o’clock a business delivery will be made in the cen ter of the city, and after the Savannah mails arrive a general delivery all over the city will he made. A midday delive ry of local mail will next occur, of the matter dropped in the mail boxes, and a business delivery at C o’clock in tbe eve ning. These hours are based on the present schedules of the railroads center ing here, and arc of course subject to mod ification and change. One great conve nience will be, the carriers will take supply of stamps with them on their routes. The only change in the rates of postage is two cents must be placed on all dropped letters instead of one. This change will hardly be felt by the people, but will ena ble tlie department to get back in part what is lost in the lessened box rent. To fully enjoy tlie advantages of tlie free delivery system, to insure promptness and accuracy, it is absolutely necessary tliat the houses of tlie city be numbered, and we hope the matter will be attended to at once. The subject was brought up at the last meeting of the City Council, and referred to a committee, which will report at the next meeting of the body. It is probable the city will have the number of the houses determined, and each prop erty owner will bo required to have the number placed upon liis house. This will involve but small expense. The department encourages the free de livery of mail matter and discontinuance of the box renting system. It is the in tention to make the interests of the people and government reciprocal. Postmaster Glover and his assistant, Mr. Seifert, are anxious to make the de livery In Macon a success from the first, and are sparing no effort looking to that end.
