Knssla Getting Ready for Bismarck.
The Berlin correspondent of the London
Telegraph, under date of Angnst 12th, writes as
follows:
Every ono has his own version and liis own
“boat authority”Jtheory. I havo mine, asl tele
graphed yon yesterday from Salzburg. I have
just received dispatches from a friend (a Rus
sian) in St. Petersburg, which tell me that the
Russinn army organization is going on there to
a degree and with a rapidity that would aston
ish even Moltko’s administrators. Compulsory
servico without exception; but, as the surface
of Russia is so vast that it forbids centraliza
tion—it would tako half tho year for some divi
sions to roach headqnartenir—- there aro to be
provincial depots. Last month began tho official
examination of all tho weak spots in tho extend
ed frontiers. A captain with a small party is sent
oat to exploro and report to headquarters at St.
Petersburg on every frontier-point, nnd its val
ue for both offence and defenco. That tho Rus
sians, who aro past-masters in the art, will imi
tate and boat tho Prussian in their wonderful
way of getting information, I do not doubt.
Perhaps the system is alroady at work—perhaps
it has been in operation for years. The troops
are also now employed in soeing how fast they
can lay down their own railways. It is said that
they can finish a league a day, fit for traffic;
bnt practical men doubt it. At any rate, Rus
sians mako no secret of saying—and it has been
lately said in London—“It will bo our turn
next; and, depond on it, wo will not be unpre-
parod.” Only yesterday, at Salzburg, I met a
very old friend, who is ono of tho leading activo
men in Hungary, and said to him, “What aro
these Emperors going to do?” “Going to do?”
he said, (and ho is very likely to know)—“going
to arrange for that Prusso-Austro-Italian alliance
which a Russo-French alliance will soon make a
matter of absolute necessity." “And you Hun
garians ?” I asked. “Wo go with Austria and
with Italy, which Thiers has so insultod, and in
four years wo shall have a perfect army for
Hangary itself of 500,000 men.”
Tim Vote in Nobth Caeolina.—Tho Wil
mington Jonmal of Tuesday says:
Onr “Election Table” for a day or two past
gives tho official vote of tho Stato at tho late
election in full. Tho majority against Conven
tion is9,245. Tho total vote is 1M,L’.7.i. Tho
vote for Convention is 1,641 loss than the vote
for Judge Shipp in 1870, nnd that against Con
vention is 11,825 more than tho vote for Mr.
Phillips at tho same election. Forty-one coun
ties vote for Convention, and forty-nino against
it. Wo havo no dofinito Information in regard
to tho delegates elected, bnt there is little or no
difference between tho parties, several of the
counties which voted against Convention elected
delegates favorable to its assemblage.

Some twenty families passed through our city
yesterday evening en route for the North,
having loft Charleston on acconnt of tho yellow
fever.
Another Radical Humbug Exploded.,—A
Washington dispatch to the World dated Aug
ust 26th, says:
Cnndurango has como to grief. Some time
ago the Stato Department sent samples of the
now drug alleged by tho Radical Galons to be a
specifio for the core of cancer to a number of
leading physicians in the soveral cities in order
that they might test its virtues in their practice.
Most of theso physicians have made thoir re
ports to tho department, and say that tho drug
cnndurango has no value whatever in tho treat
ment of this terrible malady. It is prohablo
this testimony will pnt a damper on some very
promising Radioal speculations. Dr. Bliss, who
got up all this excitement abont cundnrango
was not long ago expelled by the medical socie
ty of tho district, and was forthwith extolled by
tha Radical press as a martyr for his Republi
can principles.

a carpenter, a mason, a shipbuilder, and a
whaler.”
“You a seafaring mnn ?” exclaimed the man
with the eagle eye in the centre; “where were
yon ever a whaler?"

come home and whale tho children in tho morn
ing,” remarked D. O.

Macon, Ga., March 23,1871.
“We have had ono of the U. S. Gaslight Com;*
ny’e Machines, in operation since the 10th of No
vember, 1870. and it is perfectly satisfactory to us
in its general working and cheapness. We paid the
Macon Gaslight Company for four months of last
year and the year previous—viz: November De
cember, January and February—4399.56. In using
this Machine our gas for the four corresponding
months cost ns 4114—tints saving us in that time
42S5.56. The light £., quite as good as that of the
City Gas Company, and has the advantage of being
entirely under our control to use as we please.
Daring the severe weather in December it burned
without intermission, not being at all affected by
tho freeze. We see no trouble in the Machine or
the light, and cheerfully recommend it.”

Whehras, a vacancy has occurred, and now exists,
in the Senatorial branch of the General Assembly
of tho Stato of Georgia, caused by the election of
Hon. Thos. J. Speer, Senator from said district, as
a member of Congress:
Now, therefore, to the end that the General As
sembly may be provided with all the information
necessary to determine the question of the election
and qualification of its members when it shall meet
as prescribed by law, I have thought proper to, and
do hereby, iseue this, my writ of election, to the
Ordinaries of the counties of Bibb, Pike and Mon
roe [authorized by section VII, Article XI. of the
Constitution to perform the duties of Justices of
the Inferior Court], directing and requiring ihem,
and each of them, the said Ordinaries, to cause an
