Canos —Tho visible supply of cotton last Fridsy night, reported by the Commercial snd Financial Cbroninle, ws* 1,058,418 bales, against I, 353,101 at same date last year—showing an increase of 305,257 bales. Tho .sale* of toe week in New York were 12,848 bales-sham sales 91,900, Tho condition of the market is thus reported by the Chronicle: Buyers, as s rale, refuse to operate, exoept lo supply more pressing wants, believing in lower rate* later on, but holders remain appa rently confident, being unwilling tomakecon- —-nl—in to increase business. The confidence felt in the future of prioee is. a* heretofore, based upon our diminished crop and the con tinued Urge consumption j tbo Small receipts into *t toe Interior ports snd the out ports, with a small stock available here, and little offering to arrive, lending considerable atrength to the position. And they tell us buyer* will steadily “refuse to operate," until prices sink to their views or the crop is demonstrated to be so small that they can make a concession snd still have their seven cents margin of profits. Planters rosy talk about combinations to defeat buyers, but buyers hsva too long a purso—they can starve all plantera’ combination* out. The only prac ticable defence is to get and keep out of debt. Eel the planter* cotton be a surplus crop, which esn be stored away on the farm, if neoeaaary, and aold at option. Fon Kale.—Tho Savannah Republican, of Tuesday, publiabta a card from ila proprietor, J. U. Sneed, Esq., offering that paper, includ ing newspaper and job office, at private sale, for cash—bo haring fonnd the duties of the ed itorial chair and tho tares of proprietorship too exhaustive of 1 *oth mind and body, and requir ing a change to soiuo occupation less laborioua and exoiting. Tho Kepnhlican bns always sus tained a high rank among Southern journals, and is tho oldest newspaper in too South, being now in ila aoventteth year. It has a good pa tronage, both as its circulation and local and general advertising, which, l>y a little effort, may bo largely increased. Tho job office is well appointed and has a fine custom. Alto gether, to n man or company with means, a proper distribution of labor, and go ahead vim, no 1 >cttcr newspaper prospect is offered. Wo ahall greatly regret to loio so able, ac complished, and genial member <?f the brother hood os is Mr. Sneed, but we wish him a good sale, and a full-beapeil ineaanro of prosperity in whatever field ho may select for future labor. RCPKniitTATlOS IN OEORBU. A Shocking bklhll, A fqw days ago we took oeeaaion to remark upon the chocking and Victoria inequality of the Bepresentative system in Georgia. Bat toe subject is so important and timely that we will devote a few more lines to it, in the hope tost oar brethren of the press will take it np and urge it npon toe attention of toe Legislature, soon to assemble in Atlanta. Upon that Logis- lalnre and that session the Constitution de volves the important duty of changing the ex isting apportionment. Gentleman of tho Press, let as i nxpend for a lime toe unprofitable de bate about national platformss and too Const!- rational amendments, which are wholly beyond our reach, and address ourselves at once to a vital point of domestic policy, and toe cure of a gigantic evil which poisons toe fountain of State Government. Tho existing system of representation in the the popnter branch of onr Legislature is estab lished in tho following clauses of the State Con stitution : “1. The House of Bepresentative* shall con sist of one hundred and sovenly-fivo Itopreson- latives, apportioned as follows: 'To the six largest counties, to-wit: Chatham, Bichmond, Fulton, Bibb, Honston and Barke, three Repre sentatives each. To toe thirty-one next largest, to-wit: Bartow, Colombia, Cobb, Coweta, Clarke, Locator, Dougherty, Floyd, Gwinett, Greene, Hancock, Harris, Jefferson, Lee, Mnscogoo, Monroe, Meriwether, Morgan, Macon, Newton, Oglethorpe, Palaaki, Bendolpb, S outer, Stewart, Troup, Thomas, Talbot, Washington, Wilkes, and Warren, tiro Bepresentative* each, snd to the remaining ninety-five counties one Bepre sentative each. j. The above apportionment may be changed by tbn Genera] Assembly, after each eenetu by the Vailed Slatet government, but in no event ahall the aggregate number of Uepreeentativos bo increased." Let us first examine the general effect of this apportionment, and without cumbering our col umns with an array of figures in detail, it will be sufficient to state totals. If any person de sires to verify our figures we will refer him to Itainliill in Georgia. Mr, Jiourdumu rvjwirted to this paptr, n few days ago, Hint the rainfall in Macon, during the luomh of September last amounted to eleven inches and ninety-wix oue-hnndrcdlhs, and toe fall from 1st January lo 1st October was 51 100Inches. Thesoaro i.urprising figures; bnt a friend from Leo county nsys that a far greater amount of rain Ilian this has fallen in South western Ueorgte. In the course of thirty year* of observation no Laa never seen ibat region nearly aa wet as it is now. Tho little pond' and water courses creasing the roads whicb, ordinary wet weather, tiro no interruption travel, are now frtqncntly impassable, and the earth is so saturated with walcrlbat they do not subside, but many of them continue to rise. The whole country is well nigh afloat, and this at a season of the year ordinarily very dry. TraaoNM..—Tbo conventions of Good Tem. plan and Ftrciuen have brought quite a nnm ber of strangers to oar city, among whom we were pleased to see in onr office CapL Edward Bishop and Mayor Renata, of Athens, who rep resent the gallant fire-fightcra of that good old town. They both look as if good living was an every day thing np there, and certainly have right notions as to what tho situation demands in order to settle, on s jnst and permanent be ats, the vexed question of exemption from jury duty of the firemen of the State. We also bad a pleasant call from 8. A. Atkinson, Esq., of the Athens Manner, who is tn route home from visit lo Savannah. We hope all these gentle men had a pleasant experience of Mseon yea- tordsy, and that they will not forget ns when to a humor to brag on Georgia dties. Tux Versa Dnioctucr.—We bad the pleas ure. yesterday, of meeting onr friend Captain Harry Jackson, of Atlanta, member eleetof the House of KeprescnUtives to toe next Legisla ture from Fulton county, and one of too fineet specimens of the Young Democracy of the State, to be fonnd within its limits. We are confident that he will make a splendid record to that body, and by right divine of talent, pluck, energy and stainless integrity, come to the front as one of the representative men of that class into whose hands the destiny of Georgia must soon be com mitted. It is of just snob stuff as enters into his composition, that legislators who will reaone the Commonwealth from toe plunderers and conspirators who hare robbed her treasury and essayed her rain, are made. Naw FaisrnxxT or Msaccn Uxivxesitt.— The Board of Trusteee of Mercer University, convened to Maoon, elected yesterday President of that Inattention, Bev. A. J. Battle, D. D., of Alabama. Dr. Battle is a native Georgian, bora to nanoock county, about forty years of age, and now occupying tho position of President of Judson Female Institute, at Marion, Alabama, having previously filled one of the Professorships in the University of Al abama, at Tuscaloosa. He it a ripe scholar— an accomplished Christian gentleman, and every way oompetent to flu the high and re sponsible position to which ho has been invited. TOE GEORGIA. Tbere's crape on more than one door knob in Columbus. The “Slip per Club” is very sad. Two Pianos ron m Frauo Schools.—Col. W. L. Salisbury snd Mr. J. M. Eases, while in New York, purchased two excellent pianos for the Public Schools of Colombo*—one to bo plaocd in building No. 1, for the boys, the other in No. for toe girls. They are now entente to Colombo*. The Central Batlroed charges nothing for the transportation. Messrs. Sanlsbury and Estees are members of the Board of Trustees, and purchased the instruments with money obtained by too exhibition given by toe ■ebolara last spring. Of the prospect and present status of too B., C. snd O. Bsilroad too Sun of same data, on the authority of Mr. J. C. Kimball, reports as follows: He informs ns that this side of Guthbert, on tho Bsinbridge, Cuthbert and Columbus Bail road, toe surveying party has finished the loca tion to a mile of the Stewart count; line, and toe graders are directly behind. Tho party run ning toe experimental surveys have reached Lumpkin. Below Cuthbert, toe two working parties from above and below, are in ten miles of each other, and iron ia being laid from too Uainbridge end. Tho rails rosy cot reach Lumpkin by January first, hut the grading by that date will certainly be finished to that point. Stewart oounty will grade through her borders.
