General Spinner suggests, and will work out in his annual report, which he is now preparing, the plan, which will include some action of Congress looking to the deposit by all insnranoe companies of their ee- curities in the ahepe of there new Government bonds. It ta calculated that there securities of insurance companies will, in the aggregate, amount to . sum equal, it not greater than the aggregate of tbe remainder of unsold Govern ment bonds. By having this carried ont the Decretory of the Treasury wilt dispose of all the new bonds.
