rooking chair*, etc., elegantly upholstered, are
also there. Tho fender, grate, etc., sparkle with

chandelier i* of gilt and bronze, with china
g lobe* and a grand drop. Damask curtains of
Ine and gold and white lace are on tbs win
dows. The walls are tinted azure and pink.
The Russian ladies have arranged n pleasant
anrpriso. Tho colored photograph* of all the
Imperial family are nrrangod upon tho walls.
The bath room, Inznriantly furnished, is be

pleased with some of his moat eonspicnona sub
ordinates, but he cannot help himself. lie can
neither reform them, whitewash them, nor re
move them. Uo complains of them in a qncr-
nlona tone to tho President, bnt tbo chief is
apathetic; he roeeivea the appeal ooldly, and
smokes on complacently, and tho objectionable
incumbent* of good places are left to atiob.

plaoed the remainder of the two hnndred million
loan, and the delivery of tho bond* commenced.
When tbo first of tbo month came how should
he make np hi* debt atatement I If he added
the bonds handed over to the syndicate to his
iasnea, then the volnme of the debt was in
creased, and this the law forbade. If he made
the proper allowance for interest, then the bonds
were sold at from - j to :t per cent, below par,
and this was forbidnen. So he any* that he has
sold tho bond*, and the syndicate say that they
have bonght them, and the deliveries from their
hands prove that there baa lieen an issne on
some term*, bnt the official debt statement rec
ognize* none of these transactions, either in the'
increase of the bonded debt or the receipt of the
cash equivalent Then, again, it ia said that
Ilia bad management here, and tbo equally bad
manipulation of affairs in London by the two
Tceaanry agents, who really have a branch
Treasury Department there, bavo so embar
rassed the syndicate that even with all their
pluck, energy and smartness they haven't made
the thing go ss they expected, and may have
yet to throw part of the bonds back on his
hands. Wo think Mr. RontweU's disgust ia not
unreasonable j we share it onraelvea, and most
of our readers are suffering from tbo same ex
perience.
