Extraordinary preparation* am in progress to make this Fair the most ex tensive *eit popular Industrial Exposition which has ever been witnessed in the Son them State#, To meet all the newspaper requirements of so important an occasion, the TzLEOttarn asro Mmscfoxn will, during the days of the ex position, issue an edition to bo called the Tru- cura State Fain Bcuxrct, giving the latest telegraphic and mail news—full reports of the progress of the fair—lists of exhibitors and ex hibits, speeches and reports delivered on_ the ooeaaion—and very fall descriptions of all the trials of speed and prowess by land and water. In the size of this sheet and of its editions, it will meet every requirement of tho vast crowd of citixen* of Georgia and strangers from all parts of the South and the country, who will gaihor hero at that tune. The opportunity for business publicity it will afford to business men in Macon and every othor part of the country, North and South, will be very great. If they can buy it for sixteen this fall and winter, and sell it for thirty nest May that will aroomplish the business. Fourteen cents on this crop will yield them just about much as seven cents did last year. It ja dons in the great oanse of Buncombe and the re-election of Grant. Tho pro ceeding Is, no doubt, intended to barrass and pereecnto prominent Democrats, and that plan is to bo tried on all the other reconstructed States. As to the masses of the whites in South Carolina, Federal bayonets must be preferable to the insane and stupid antics of a negro milt Time and strength. The Atlanta pepere declare their Fair a great and assert that it is more crowded than it was last year. The San of yesterday was out in a flaming notice from the managers that "daring the balance of the week, bones will run and trot against each other; and that fast hones from Connecticut, Ohio, Kentucky, Tennessee and Georgia have been entered. Bonner, to the contrary, notwithstanding, we conoeive the moral question ia not materially affected by this change. Tbe immorality of bone rasing must necessarily be in its usual concomitants of letting, and not in itself. There can be nothing wrong in testing the relative ■peed of horses more than their relative strength; and it matters not whether this be tested by direct competition between tbe animals, or by the intervention of a time watch. Betting is as practicable in the one esse ss in the other. We have leas fancy for fast horses or horse racing than perhaps any other man in the crea tion, and are quite willing to soncede the gen erally demoralizing influences of tbe race track as it commonly exists in the world. But never- theleaa these demoralizing practices sre no es sential part of a horse race, and it seems to us there ought to bet, method by which people can exhibit the relative speed and endurance of their horses without tbe slightest offense to sound morals. The object is important to tho im provement of the horses. So have been, from the limes of tho great Olympic games down to the present day, all those trials between human athletes, in eleva ting the standard of manly vigor in the human animal. The Grecian games were powerfully promotive of the high character for both phys ical and intellectual powers attained by that people, and no doubt tbe contests of strength and agility which have of late yean been intro duced among our yonng men in America, in all spheres of life, are improving tbo health and vigor of that class in a very marked degree. Tbe true point in these trials, like those in the rece-conne. should be to divest them, if pomfblo, of demoralizing comcomitanta. Com petition, physical and intellectual, ia, or oogbt to be, as healthy an agent intbeso departments aa it ia in trade. A great clement in tho useful- ness of our schools is the stimulating effect of competition, and most of them seek to increase it by positions of honor in tbo class, and by prizes and medals. Competition spurs up the dull and laggard and elevates tbo whole stand ard of scholarship. So competition in physical strength or agility, whether among men or brutes, seems to be essential to elevate and fix a standard of physical attainments; and wo say there onght to be some way in which this end cm bo obtained without offense to pnblio morals. Clements, citi zens of Dooly county, wore hunting $2,300 worth of bail, at Savannah, on Monday, pend ing a trial fur illicit distilling in the United States District Court, at the November term. If Joe Mitchell, a loyal colored troop of Sa vannah bas any kinsfolk or frionds in this sec tion tboy will be interested to learn that be is in jail on a charge of attempting to murder another c. t. named Alfred Cayler. The Spanish bark America, was sold at Sa vannah on Monday, to Octavos Cohen A Co., for $3,COO. . With snch a grand scheme of ns- The attendance was foil, and the meeting lively to an unusual degree. It will be remembered that at the meeting of the stoekboldere of tbe road, beld a short ume since, Judge King made a severe attack on the contractor who finished tbe road—M. K. Jessup & Co., of New York— declared «h»t the wotk WAS inferior, had not been done according to contract, that the road was not eompleted, and that four thousand shares of stock had been issned to Mr. Jeaenp illegally, and that it oould not be voted. After a long debate tbe whole matter was referred to the Board of Directors, with power to sot At the meeting on yesterday Judge Bing returned again to the charge. The matter was warmly discussed for several hours, and at last oil was poured upon the troubled waters by a motion to refer the question to a committee of two from the Directory of tbe Macon and Augusta Bail- road, two from the Directory of the Georgia Bail road, and two from Jessup A Co. This motion was carried, and here, for the present, the affair rests. Shooting A r re at.—A difficulty occurred in the neighboring town of Hamburg, South Car >- lina, on last Sondiy, which resulted in one of the parties receiving what is considered a mortal wound. The parties concerned in the affray were Messrs. William Flint and Flearant Sharp- ton, both well known citizens of the town in which they live. From what we can learn of the affray, it seems tint the quarrel was the result of an old fend between the combatants. Some time ago there was a quarrel, and they had not been on very good terms since. On last Sunday morning, about eleven o'clock, they happened to meet at a place in the street, and high words followed tbe meeting. Shaipton cursed Flint, and the Utter drew his pistol and fired two shots at him. The first ball did not take effect The last penetrated tbe back of tbe neck, inflicting a very dangerous wound. These are about the only particulars of the fight which have transpired. Fears were entertained yesterday that Mr. Sharp ton could not recover. The Fair at AtlanU seams to make things very lively np there, judging from the local column of the Constitution of yesterday. The following items are the liveliest we oould find in that column: Betid Sewing.—Yesterday a sewing machine at the Fair Ground which was run by steam at tracted a Urge share of public attention. Convicts.—A car lead of convicts passed through this city cn route for Gainesville yes terday, to work on the Air-Line railroad. Best Show.—We learn that an Atlanta lady will enter for the special premium, her baby, 21 months old, weighing 171 pounds. We be lieve this is Jndgo Hayden’s'department Feece Webbent.—Mrs. Gann and daughter were bound over yesterday by Justice Butt, in the sum of two hondred dollars each, to keep the peace towards Mrs. Nancy Mink. Whore aa, by an act of Congress entitled an set to enforce tbe provisions of the 14th amend ment to tbe Constitution of the United States, and for other purposes, approved tbe twentieth day of April, A. D. one thousand eight hundred and seventy-one, power is given the President of the United States, when, in his jndgment, tbe public safety shall require it, to suspend the privilege of tho writ of habeas corpus in any State or part of any Stale, when combinations and conspiracies exist in such State or part of such State, for the purpose of depriving any portion or clsas of tho people of snch State of the rights, privileges, immunities and protec tion named in the Constitution of the United States, and secured by tho act of Congress afore said, and whenever such combinations and con spiracies do so obstruct or hinder the execution of the Uws of any such State of the United States, os to deprive the people aforesaid of the rights, privileges, immunities and protection aforesaid, and do oppose and obstruct the Uws of tho United SUtes and their dae execution, and impede and obstruct tbe duo course of jus tice under the same, and whenever such combi nations shall be organized and armed, and so powetfai as to be able, by violence, either to overthrow or set at defianco tho constituted authorities of said Bute or of the United States, within said SUte, and wbenever, by reason of said causes, conviction or such offenders and tbe preservation of the pnblio peace shall be come in such SUte, or part of a State, impracti cable; and whereas, snch unlawful combinations and conspiracies for the purposes aforesaid, are Chief Justice « Iinse ou the Political .Situation. The Washington correspondent of the Balti more Gazette under date • f tbe 13th instant, writes as follow#: Chief Justice Chase returns much improved in health, and bas gained abont twenty pounds in weight. He feel# strong enough to resume his labors upon the United States Supreme Bench. Speaking of the situation of political parties, and the probability of the Democrats lor the time being dropping their organization a* a party, and all the conservative elements nominating a candidate for President, irrespec tive of party, be said he thought that would not oome abont; that it was not practicable at this hour nor was there probably any necessity for such a course. The Democrat* could retain their organization, which be believed they would never give np, atd yet select as candid ties for President and Vice-President men who, from their past history, wonld invite and seonre votes of tbe entile conservative elements of all parties. He had beard expressed doubts in the minds of Conservative Bepublieans as to what wonld be their status should they co-operate with the Democrats in electing the President, and they asked whether, in case of such co-operation, they wonld not be oversUnghed in this new or ganization by the old line Democrats and those who govern that party in some localities, as, for example, in Ohio and Indiana. Such donbU certainly exist to a large extent among Bepnb- lieans inclined to support a Conservative candi date, but be (Chief Justice Chase) did not share them, though ha admitted there were grounds to warrant distrust in the minds of some others.
