Dr. M. 8. Thompson then offered the follow-
ing resolution, which was unanimously adopted:
Resolved, That the Mayor aud Council of the
city of Macon be requested end empowered to
appoint et least two delegates to prooeed to the
City of Washington at such time as may be
deemed most acviaable, for the purpose of eon-
f erring with and aiding onr Congressional rep
resentative* in the passage of the bill now pend
ing before Congress looking to the construc
tion of the Great Western and Atlantic Canal.

Unci, January 17.—A woman giving her
name as McCarty, of Albany, shot Milton H.
Thompson, of this city, through the nose and
cheek, and H. Hale, coal dealer, of Ogdens burg,
through the heart. Tbe woman got on the car
Eomewhere near the head of Genesee street.—
Thompson, and Hale, who waa a relative of
Thompson, got on the car at Thompson’s resi
dence. Some words passed between Mrs. Mc
Carty and Thompson, when tbe woman drew a
revolver and shot at him. The ball passed
through Thompson's faoe and struck Hale in
the heart Tbe latter jumped up from his seat
and fell dead in the bottom of the car.
Sr. Lons, January 17.—A large meeting of
Irishmen was held last night to protest against
the unfair distribution of offices by the party in
power.
Cixcixxatt, January 17.—The Coroner’s jury
indicted eogineer Isaac Ackley, of the Ohio and
Mississippi railroad for manslaughter. The
testimony is conflioltag whether the whistle was
blown in time.

James Gordon Bennett, Jr., is mentioned in

muddle continues. The Warmotbite Senate
had no quorum. Ia the House fifty-two were
present. Tbe Carterite House had forty-one
present. In the Senate twenty woro in cancus,
including several Warmoiliites. Armed police
still occupy Dryades street, blockading the ap
proaches to the State House.
The steamer Halado, with 300 bales of ootton,
sank on upper Bed River. No lives were lost.

The low barometer which was Taesdsy after
noon in western New York is now over Massa
chusetts Bay. Northerly winds and snow have
prevailed in NewEngland. Northwesterly winds
with cloudy and clearing weather from Virginia
ts Ohio and New York. The highest pressure
is central over Kentucky. Clear weather with
light winds has prevailed in the Southern and
Gulf States. Increasing easterly winds in Lou
isiana and Texas. The barometer has contin
ued to fall slowly from the Upper Lakes to the
Missouri YaUey, and has risen to the westward.
Fresh winds from the south and esst with
threatening weather, are now reported on
Lakes Michigan and Superior. Brisk north
east winds and stationary barometer are report
ed from the California coast.
Probabilities: Felling barometer, with south
westerly winds will probably extend on Thurs
day, possibly with snow, very generally east
ward over the Ohio valley and lakes: Clear
wetther prevails to-night in New York and New
England, followed by cloud and snow on
Thursday. The highest barometer continues
with clear weather in tbe South Atlantic States.
Falling barometer, with easterly winds, prevail
in Texas and Arkansas. An area of low barome
ter, and possibly a servers storm is apparently
approaching the California ooast from the
southwest Warning signals ordered. Danger-
ons winds are not anticipated for to-night on
the Gnlf and Atlantio coast except on the Bay
of Fondy and the coast of Nova Scotia.

Steamboat Inspectors met in annual session to
day. No business beyond organization. The
session will hold abont two weeks. Severs! new
devices applicable to stetm boilers will be pre
sented for consideration, snd possibly nme
amendments be made to existing regulations.
Miiwirns, January 17, noon—Near Poy-
sipipi, Winnebago co., Wis., on the 7th inst,
s little ten year old daughter of Mr. Hanson,
while returning from a neighbor's, waB over
taken by a yonng man, and thrown down upon
the snow and brutally ravished. The child was
threatened with death if she screamed. The
perpetrator of the crime has been arrested.

to the Japanese Embassy last night drew a large
crowd of people, who received the Prince Iwa-
knra enthusiastically. He made a response in
Japanese, which was translated as follows:

nized fact by Japan that since the conclusion of
the treaty with the United States, that our true
prosperity has greatly increased with onr new
commercial intercourse. Our advancement in
the arts snd sciences of western nations we now
oonsider of substantial benefit to our nstion,
and desire with every increase of national in
tercourse there shall be an increase of interna

tening these results, and farther facilitating the
instruction of our people in the civilization of
the western nations. His Imperial Majes y of
Japan has commissioned us to visit all these
oountries having treaties with Japan, in the ca

ception is unquestionably proof to ns of the

devised for the adjustment of the debt of South
Carolina. Mr. Wealy, acting for the Union
Trust Company of New York, and Mr. Guilds,
President of the Carolina National Bank of
Columbia, submitted the following proposi
tions to Gov. Soott: The Union Trust Cotn-
oany to estnina the financial agency of the
ijtale. The entire State debt to be composed
by retiring all existing bonds of whatever
issuing in exchange new bonds et
the rate of fifty oeote on the dollar. The Union

bonds now hypothecating, and charging only

dent Trammell in the Chair.

Tbe roll was called and the Journal approved.
Mr. Steadman moved to reconsider the bill
to amend seotion 1432 of tne Code relative to
the granting of lioenses. The motion prevailed
and the bill was referred to the Jndiolary Com
mittee.

A bill to provide for the redemption of the
bonds of the State of Georgia and (he payment
of the intarest thereon.
Mr. Simmons moved to amend the caption
by making it “exchange or redemption, etc.,"
which was agreed to.
Mr. Simmons moved furtherto amend, whioh
was agreed to.
Mr. Brock offered an amendment authorizing
the Governor to raise $300,000 for tbe purpose
of paying the teachers of publio schools, bnt
withdrew it. The bill was pa-sed.
Tbe tax bill waa then taken np by seotions.
The first section was adopted.
Mr. Jones moved to amend the second sec*
tion by imposing a specific tax of $50 annually
on skatiDg rinks.
Mr. Htllyer opposed the amendment. The
rinks furnished a harmless source of healthy
recreation and amusement, and ought no more
to be taxed than town ball or marbles.
Mr. Kibbee opposed tbe amendment on legal
grounds.
Mr. Brock differed with the preceding Sena
tors. He only knew the skating rinks as
money-making places, and they ought to bear
their proportionate share of the expense of the
government.
Senator Campbell favored the amendment
solely on the ground that the rinks are condu
cive to health, and ought to be encouraged.
The amendment was agreed to by ayes 18,
nays 18.
The President voted aye.
Mr. Hillyer moved farther to amend the
second section by inserting after the license tax
imposed on shows and exhibitions, “except that
George Johnson shall be allowed to exhibit his
museum in this State free of charge,” and pre
sented a memorial signed by George Johnson,
and endorsed by several prominent oitizens of
Atlanta in favor of the e&me.
Mr. Candler thought the amendment onght
to be agreed to. He had seen the museum and
thought it deserved such consideration.
Mr. Mathews favored the amendment on the
ground, among others, that Mr. Johnson had
not adopted the modern mode of influencing
the Legislature by free tioketa.
Ur. Brook opposed the amendment. The
museum was simply an animal show, ont of
which the owner makes money in precisely
the same way as SDy other exhibitors. He
thought every institution ont of whioh money
is made, whether mnch or little, ought to be
taxed.
Mr. Smith offered as a substitute an amend
ment,except Mr. George Johnson, who shall be
taxed $100 annually,which was accepted by Mr.
Htllyer. The amendment wss lost. The seo
tion was adopted. After several amendments
the remaining sections were adopted and the
bill passed.
A message was received from the Governor
transmitting sealed documents and asking con
sideration of the same in Executive session, in
accordance with which the Senate on motion of
Mr. Nichols, went into Executive session.
Afterwards the bill to oreate a County Court
in each county of this State, oxoept certain
counties herein mentioned.
Mr. Kibbee moved to strike out Pulaski and
Dodge from the exoepted counties. Agreed to.
Mr. Wellborn moved to insert Towns and
Miller in the excepted counties. Agreed to.
Tbe bill was passed.
The Honse Appropriation bill was read the
first time.
The bill to make penal the purchase end sale
of agricultural producls, betwoen the hours
of sunset and sunrise, with certainjamendmenta
proposed by the Judiciary Committee, was
taken up.

The bill to amend the set creating a Board of
County Commissioners for Liberty county, was

Mr. Gray moved to disagree with the report
of the committee which was adverse to the pas
sage of the bill
Mr. Fain made a good speech in favor of the
adverse report, and Mr. Gray earnestly advo
cated his motion.
The motion did not prevail, and the bill was
lost
Mr. Hillyer, of Camden, rose to a question
privilege, and desired to reply to sn article
the Atlanta Constitution of December 13 b,
relation to the reprimand by Speaker Smith
account of an overdraw of mileage by him.
Mr. Hillyer proposed to give an aocount of the
whole transaction, which was ruled out of or
der on the ground that the matter was ru adju-
dicata, and because he could not attack the ac
tion of the House. Mr.' Hillyer was notified that
he must oonfine himself to tbe newspaper arti
cle. He said ne could not properly explain with
out going into the whole question, and that he
wonld take hie seat and pnblish his Bpeech.

ize the Governor to issue bonds to meet the in
debtedness of the State now due, and falling
due was concurred in.

and cheapness. Wo paid the Macon Gaa Linht
Company for fonr months of la*t year and year pre
vious (November, December. J>*unary snd Febru-
ary) $399 56. In using tne U. 8 Machine our Gaa
for four corresponding months cost us $114, thus
saving ns, in lour months, 50 Tne light ia
quite as good as that of tho City Gas Company, and
naa tho advantage of being entirely uuder our con
trol. to bom as wo please. Dming the severs
weather in December it burned without intei mis
sion, not being at all affected by the freeze, bo far
as onr experitnce has gone, wo eco no tronble in
this machine or the light, and cheerfully recommend
