gia, belong* to thn old crowd who are perpetu
ally coming to Iberracneof the Constitution

Yon have put it down exactly right. He does
belong to that “old crowd," and that's one rea
ton we aent him to Wathingtsn. That "crowd'
are peculiarly obnoxious to the “crowd” you
belong to, bnt they comprise pretty much all
the patriotism and boneaty left in the oonntry.
They have fonght your "crowd" on that line
long and well, and will whip yon yet or the
country will go to Topbet. They don’t steal
nor lie, nor violate the law, nor get np Credit
Mobilier Iranda, nor hny Senators and repre
sentatives in Congress, nor plunder the Trees,
nry, nor set np und protect thieves in their
raids npon the people’s pockets, nor organize

traveling from his homo to the seat of govern
ment. The inereaae of salaries to Congressmen
to date from Mareh 4, 1871; that for the Presi
dent to oommonoe March 4, 1873. Before being
reported the bill will bo submitted for the con
currence of the other throe mombors of the
oommittee. As tbo terms of many members
expire on the 4!h of March, it is conjectured
that the bill will reoeivo a strong support. The

The Util Abolishing tbe Franking
Privilege.
Tbe following Is tbe text of the bill abolish
ing tbe franking privilege, which has passed
both Houses of Congress, and now waits the
President's signature :
Beit enacted, etc.. That th* franking privi
lege be, and tbe same hereby is, abolished from
. and after tbe 1st day of July, 1S73, and that
henceforth ad ofli.'ial correspondence, of what
ever nature, and all other mailable matter aent
from or addressed to any officer of the Govern
ment, or to any person now authorized to frank
such matter, shall be chargeable with the same
rates of postage as may be lawfully imposed
npon like matter aent by or addressed to other
-persons: Provided, Thst no compensation or
allowanoe shall now or hereafter be made to
Senators, members and delegates of tbe House
of Representatives on recount of postage.

Messrs. Dalle**, Beck, Price, and Whiteley.
Messrs. Bigby, McIntyre, rod Yonng were ab
sent, or did not vote.
