Vim. Tbe most formidable fortifications are
contemplated for Cologne, Posen and Koenigs-
berg; 26,000,000 aro set aside for works of de
fense on ihe eee-coast. The fortifications of
Mindeu, Erfurt, Wittenberg, Kosel, Gracdezt
Oolberg, Btralaund and Stettin will be abolished.

Tho ministers will further propose to raise
tbe military budget ten million thalers, throe

every soldier in times of peace was estimated
at two bnndred and twenty fivo thalers; this
amount, however, has been found to be insuf
ficient now, and bonce tbo Government propo-
scs to raiao it to two hundred and fifty thalers,
requiring an additional appropriation of ten
millions for tbe army of 400,000 men on a peace
footing.
Comparing these figures to tbe amount sat
aside for punlia instruction, ono cannot help
feeling that tho latter ia entirely neglectod, tbe
military armaments almost monopolizing tbe
whole public revenue. The appropriation for
pnbllo ednoation does not quite amonnt to three
millions, while tbo king himsolf has a civil list
of four millions.

ergetic opposition of Cardinals Ransckor and
Scbwatzenberg, has passed a law making all
