la urgently needed for tbo protection of both
seller and bnyer. In all mercantile oc mm uni

erate ontside of the markets as regularly re
ported, and make a piratical sort of living by
mttiAJ under regular prices npon staple arti
cles, and then making good the loss incurred
by an increased tariff npon other goods whose
oust is unknown to the consumer. On the other
hand some sell at extortionate prices irrespec
tive of the ruling of the maiket, and thus
ofttlmes inflict great injury npon the nnwary.
The object of these resolutions is to afflr a just
and equitable valuation npon two of the groat
staples of life, predicated npon their actual firct
cost. As the market constantly fluctuates, of
coarse these estimates mast be renewed day by
day, and abonld be made by experienced deal
ers. It is proposed to pursue the same course,
also, in the adjustment of credit prices. And
this will, indeed, prove a blessing to ib'e con
sumer ; for the interest be is required to pay la
ordinarily measured only by the nrgency of hie
necessities. Thus we have beard of some cases
where not less than two hundred per cent, was
charged and submitted to, because the impecu
nious planter oould not poll through and cnlli-
