Washington Ntwa and Gossip —The
few facts I telegraphed you a couple of
evenings since respecting tbe appro
heDded^dangers of a negro insurrection
in tbe South, have attracted some atten
tion. That I did uot exaggerate in the
least, is fully confirmed by the informa
tion derived from the very highest sour
ces, It is well for tbe country to know
in time that the negroes are arming and
organizing for no peaceful purpose, and
it is well for the government to take
steps to prevent any disastrous results.
I am informed that the President has
the subject under contfideration, and that
be will undoubtedly act with vigor.—
Much surprise is expressed here that
the District Commanders should permit
the negroas to arm and drill publicly
' throughout the South. But this is hi f
oven the worst of it, for it is known
that, in some instanots, the negroes
have uutualiy been supplied with arihl*
and ammunition by the military author
ities. Such cases have come to the
knowledge of the President, who has
referred them for investigation to thd
head of the War Department. It ia
probable that the Presided! will oanse
instructions to be given to the Military
CLatiouaJAra to prevent further arming
of the nsgrots, and, where deefirfiblfli, to
relieve them of such arms aa they al
ready have in their possession. It ia
not impossible, either, that the wild
fanatical harangues of Htannicutt 4
Cos., will be checked by Executive ors
ders, for suoh inflammatory utteranoes
are regarded by the President aa cer
tain, if allowed much further indul
gence, to lend to violence and bloodshed.
The inoonsistenojr of these military oora
munderss in prohibiting harmless lect
ures and suppressing colleges on the
slightest pretexts of disloyalty among
the studends, and ctill suffering the
most incendiary Radical harangues to
be uttered without interruption, is se
verely criticised, and regarded as indi
cating a dereliction of duty. A man
named Frank Ewing, of Alabama for in
stance, was sent to thh Dry Tortuga*
during the height bf the yellow foVCr,
for speaking disrespectful of the lfcWs
of Congress, while Hunnicutt, and men
of his stamp, are allowed to preach sedi
tion and assassination of the whites at
open air meetings without being repri
manded or molested by the military ad<>
thorities.
There was a lengthy Cabinet meeting
to>day, at which this subject and the
whole management of tba election bus
sinsss in tho five Military Districts were
discussed. I think it safe to state that
a determination has been arrived at to
strengthen, the military force in the
South, iotioipation of apprehended nea

Nov. 1.
Near Corel, Nov. 3. —Garibaldi con
centrated his forces around Monte Ro»
tuodo, and was urged to withdraw. Ga
ribaidi replied that he did nqt value hi*
life; and a soldier should not count his
enemies. The deputation replied that a
general should oount the enemy, and
withdrew. Garibaldi, with three thou
sand men and two guns, then moved to
ward T.-ivoli, which tbe Papal, had
stormed. Unconscious of the disaster
at Trivuli, the Garibaldiaus, While mar
ching to patriotic songs, wore surprised
at Mdtaoa by seVen Papal hattallions,
with seven guns, who attacked both
sides and both flanks, fighting fieroely.
Garibaldi was dragged away. The re
treating Garibaldians made a two hours’
fight at Monte Rotundo, and fled after
900 were killed and 1000 captured, Me
notti, Garibaldi’s son, was hurt in the
log.
On the frontier the Garibaldians gave
up everything but private property.
Garibaldi. looks old, haggard, broken
and disappointed.
The insurrection is over. Th* Frenoh
took no part, except a few as volunteers.
