An earthquake has reduced a wkoie continent to sufferings the most heavy and unexampled—it has converted in a moment the fair face of happiness and smiling prosperity, into that of despair and unavailing sorrow; and suddenly swept into ruin, orconverted into ehaos, whatever is most estimable in life, or conducive to its comforts. While these portions of the globe are thus groan ing under the weight of the most griev ous privations, their inhabitants tumb ling into the gaping tomb, while inex orable famine robs this voracious mon ster of its food, by reducing its victims to skeletons ; and the poisonous breath of pestilence and disease sheds a sick ly horror over the lingering sufferings of expiring survivors ; at a moment so deeply interesting to humanity, which calls aloud with tears of melting an guish for relief from the hand of chari ty and beneficence; then the deadly fin ger of a withering Embargo, palsies tbe national body, arrests the current of active sympathy, and hurries to an untimely grave, myriads of unfortunate beings, who by speedy aid would con tinue an existence of usefulness to the world; and this too, at a time when our country is overstocked with pro. vision, which a despotic mandate con signs to ruin and decay ! The determination of congress to afford relief only to a part of South America, instead of removing every impediment to a full aud adequate sup ply to every call of distress, is only a palliation of the evil. Why is there a discrimination between the sufferers in the Canary Islands by locusts, in Spain by ravage, and in South Ameri ca by earth-quakes ? Why should our citizens be deprived of the gratifica tion and advantage of contributing to the relief of all, whose necessities de mand it, and have torn from them a right to which they are in justice enti l lied? why was the embargo at all laid, when in addition to the ruin which it inflicted upon ourselves, its inevitable effect, was not to bring tbe British lion crouching to our feet, but lo extort sighs and draw forth tears from the helpless and unfortunate victims to want and famine ? Is it generous or liberal to he conscious of power from the wailings and lamentations of infirm old age, tender infancy, or feminine delicacy ? let this embargo enjoys such a deprecated victory. In a po litical view as it respeets our country it is ruinous and foolish ; is a thou sand times more pemieions (ban the poisonous Upas, for it immediately blasts by’ its horrid vapor and wither ing influenenee, (he helpless and the innocent. The report of (he arrival of (he U. States dispatch vessel, the Hornet, in the Chesapeake, mentioned under the Philadelphia head, is a mistake, as is evident Irom her not having been seen by any vessel bound up, and from the silence of the southern papers. Perhaps it is only a quiz, aud is to he thus explained—the brig Hornet, Mclntire, from Hay ti, arrived here on the 27th, and may have been in the Bay on the 23d, when eapt. Besides the 140 sail of vessels whieh were hastily loaded at (his port, and escaped from the Em bargo, .37 sail, fnostly from southern ports, have been intercepted in our offing, by the owners, and ordered for European and West-India ports. Accordingly, foreign powers have snatched the stripes from the American flag, and inflicted them on car national back. THE views of able writers have repeatedly been wielded to correct the depravities and turpitude of men, their efforts have been ofteu excited to sup press vice, curb immorality and exalt virtue. The genius of an Addison, a (Steel, a Johnson and a Hawkesworth, have incessively labored in a great and glorious cause. But alas! genius and talent, learning and morality have oft en labored in vain, and their works serve only to shew the corruption of the times in which they lived, aud stand like the splendid ruins of Palmyra sur rounded by wilds and deserts. I he man who labors to castigate the passing age, has but little chance of reputation among his eotemparuries, and is compelled to look for his meed, to an impartial and just posterity Yet those contemporaries are not un frequently compelled to acknowledge by a reformation of their manners the correctness of his doctrines, ami (bis acknowledgment, this reformation is an ample recompense for his efforts, who tries to inculcate sound and un sophisticated morality, and implant correct, moral principles in communi ty. M ithout morality, the structure of civil order is sapped at the foundation. Without morality men become ferocious hosts of Banditti, and prowl like the wolf around the folds of unsuspecting innoeence. Without morality society is a den of theives, devoted to interest and destitute of feeling, sentiment and worth. Without morality the reins of government fall from the palsied hand of unsupported authority. Conquer ors are swindlers and pirates, an Alex ander, an universal robber, a Napole on Buonaparte a vile and infamous vi olator of every duty, every law, every correct, honorable and manly prin ciple. Morality then being the sinew of all association, of all society, great and glorious is his objee(, who aims at her exaltation ; grand and majestic his efforts, who strives to give her ascen dency. Immortal should (hat man be who, with a single eye to the welfare and real happiness of his fellow man, labours to enrich, beautify aud strength en the moral fabric of the human mind —who labors to enhance the estimate of just excellence, and expose a coun terfeit ami base coin. Man, the creature of habit, fixes his course : custom soon sanctions it and sweeps her votaries down the irresist able current of her charms: if that custom be correct, the virtuous look with rapture on the barque as it sweeps along : if it be incorrect, nothing is left but to save the vietim from impen ding danger, or warn others of the dreadful abyss which opens to receive them. The fabled talisman of Osmyandes, is of but weak potency when brought in opposition to a wide-spreading and destructive custom, yet should morali ty fold her arms and wink at the de pravity, because general indulgence gives a fiction sanction ? no, surely no, the poison tlio’ deadly to its misera ble victims, may be neutralized and perhaps destroyed before it obtains uni versal influence, by some seasonable and proper method. Let us then expose (he turpitude and baseness of the times ; let us fix the axe to the root of vice ; let us make men better or restrain them at least, from becoming worse ; let us correct error ; not by the gilded pill of flatte ry, but by kind, gentle and persuasive admonition. Such are the sentiments which draw me fiom mv obscurity, and such the reasons whieh shall inspire the fol lowing numbers ; unpalatable let them ; he to bad men ; they are the patients and mine, though a restorative, shall r.ot be a deceptive medicine; my opin ions shall be plain far they are correct —they may be uulearned, hut wisdom w ill deem them just; and who doubts but that the poor widow’s mite was as ueeepttible as the rich man's thousands.
