COTTON.—Thefre has been little or nothing
done in our cotton market this week. The first
bale of new cotton received this season, came to
hand on Monday, and was sold at 12 cents. The
quality was fair, and it was represented to us as
being well ginned.

GROCERIES. —Our market is now well supplied
with leading articles, and every day is adding
to the stocks of our merchants, who are preparing
for a heavy fall trade. Most of our merchants
are North sending forward their goods, and we
think interior merchants will find it to their inter
est to make their grocery bills in this market.
BACON—Holders of a good article are stiff in
their asking prices—8| a 84 the hog round. For
shoulders tho prices vary from 7 to 8 cents, ac
cording to quality; and for sides 94 to 93 for rib
bed; and 93 alO cents for clear There is very
little good joint meat in market.
BAGGING.—Stock on tho increase and most
holders are asking from store, by tho piece or bolt,
12J al3 cents. Bale Rope is worth 8 aB4 cents.
CORN. —Sales have been reported to us this
week at 60 cents, sacks included, from store and
deliverable at Railroad Depot. Some 1200 bushels
were sold at 60 a 62 coats, sacks included, for
shipment. Yesterday holders were a little stiffer
in their asking prices, but we do not think any
thing of a lot could be sold above 60 cents. From
stores it is retailing by the small quantity, at 65
cents.
COFFEE.—We have no change to notice in the
price of this article. Stock on hand good. Rio
Coffee worth 10 a 10$ cents; according to quality.
FLOUR.—Prices have advanced, and we now
quote City Mills Superfine at $54 wholesale, and
$64 by retail. Country is selling by the quantity
at 53, and retailing at $6 a 63 per bbl.
MOLASSES. Stock of Cuba good. Holders
are selling from stores 24 a 25, according to quality.
SUGAR.—Stock on hand large, and principal
sales 54 to 64 for Orleans and Muscovado; Porto
Rico 64 to 74; Clarified 73 to 83, according to the
grade.
SALT.—We have heard of no largo transactions
this week. There is but little in first hands and
the stock on salo is light. Retailing from stores at
$1 40, 1 45 and 1 50 per sack.
WHEAT.—There is a good demand for Wheat,
and good Red meets with ready sale at 80 a 90
cents—there is a lot in town held at $1 —and
prime White at sl.lO a $1.25 per bushel.
WOOL.—There is somo demand for this article
Planters will find it to their interest to save
their wool and send it to this market for sale ; if
carefully handled, and washed, it will readily bring
25 to 30 cents.
EXCHANGE.—Our Banks are drawing on New
York and other Northern cities at 4 per cent,
prem. for Sight Drafts.
FREIGHTS. —The river is now in good boatable
order. We continue to quote to Savannah 25c. per
bale, and to Charleston per Railroad, 50 cents.
Not much offering to either point.
LIVERPOOL, August s.—Our cotton market
closed without animation on the 29th ultimo, (the
date of our advices per Africa,) with estimated
sales that day oi 10,000 bales. Saturday’s trans
actions were more limited, and did not exceed
8,000 bales, of which speculators and exporters
took 1.500 bales. On Monday the sales were in
creased to 10,000 bales by the disposal ot a large
parcel of Surat—speculators and exporters taking
2,000 bales—the accounts by the America failing
to prodnee any change on tho previous quiet as
pect of the market. On Tuesday political advices
produced a more menacing front, and checked
buyers from entering upon such heavy engage
ments, at the same time increasing the desire to
realize, without swelling the business, which was
reported at 7,000 bales, half to speculators and
exporters. Wednesday’s business resulted in 7,000
baies changihg hands—buyers having the turn of
prices in their favor. Yesterday was a very quiet
day—6,ooo bales only being turned over, of which
speculators and exporters took. 2,000 bales. The
market throughout the week wore a dull, and at
times, heavy appearance, with an over supply con
stantly on offor. Prices are not materially chang
ed but outside quotations are not obtainable, and
a market value is accepted with eagerness for all
classes, the lower descriptions being still difficult
to move and nominal in value.
The total sales of the week amount to 42,210
bales, of which 2,960 are to speculators and 6,860
to exporters, and include 30,898 bales of American
f which 5,190 are to speculators and 4300 are to
oxporters, leaving 33,390 bales ol all kinds to the
trade.
The import for the sarno time is 21,070 bales, of
whioh 13,451 are American,

To-day a very dull feeling prevails, and sales do
notexcoed 6000 bales, prices partially jd lower,par
ticularly in qualities of middling and below, with a
large stock offering. If anything were wanting to
better evidence the varying character of the ad
vices on the Eastern question, we have this week te
record them. Up to Monday last few peoplo se
riously entertained the opinion that war would re
sult out of existing disputes, now there are a few
who think if possible to avoid it; such is the turn
events have taksn. Diplomacy is still energetically
employed, but the obstacles to be overcome arc mag
nified, and great apprenension is felt for tho issue.
A continuance of wet weather also created fear for
our harvest prospects, which, however, have latterly
improved by a return of warm sunshine, and the
possibility of money becoming dearer, has not been
witheut its effect. These combined causes have
influenced the funds aud other public securities, as
woll as our produce markets generally. Political
matters may be said to bo tho great lever, and un
til tho weight is lifted by a settlement of differ
ences, no (mange for the better cai. oe expected.

NAVY BEEF AND FORK FOR ~1854L

Bureau of Provisions and Clothing, Aug. 20,1853.
SEALED PROPOSALS, endorsed “ Proposals
lor Beef,” and “ Proposals for Pork,” as the
case may be, willjbe received at this office until 12
o’clock m. on Monday, the 26th day of September
next, for furnishing and delivering, free of all cost
and risk to the United States—
Five thousand four hundred barrels of navy
beof, and four thousand eight hundred barrels of
navy pork.
Each barrel to contain not les3 than two hun
dred pounds net weight of beef or pork; no excess
of weight in either article will be paid for. To bo
delivered at the respective navy-yards, as follows :

One-third of said|beef and pork must be deliver
ed at each of the above named yards, respectively,
by the first day of February, 1854, one-third by
the first day of April, 1854, and the remaining
one-third by tho thirty-first day of May, 1854, un
less earlier deliveries should bo required by the
chief of this bureau. Payment to be made within
thirty days alter delivery.
Bidders must specify their prices separately and
distinctly in separate offers for the beef and for the
pork, and for each of the places of delivery, cov
ering all expenses and all charges.
Tho beef must be from well-fattened cattle,
slaughtered between the Ist day of November,
1853, and the Ist day of January, 1854, and weigh
ing not less than six hundred pounds, net weight,
each. The legs and leg rands of the hind quarters,
and the shins and shoulder clods, and at least eight
pounds from the neck end of each fore quarter, or
the parts marked Nos. 1,2, and 3, on the drawing
or delineation of the foro and hind quarters of an
ox, which will be attached to and form a part of
the contract, must be wholly excluded from each
barrel, and the remainder of the carcass, instead
of being cut with a cleaver, must be cut through
with a saw and knife, to give the meat a square,
neat, and smooth appearance, in pieces of not less
than eight pounds each.
The pork must be packed from corn-fed, well
fattened hogs, slaughtered between the first day of
November, 1853, and the first day of January,
1854, and weighing not less than two hundred
pounds each, excluding the heads, joles, necks,
shoulders, hams, legs, feet, butts, rumps, lard, and
all refuse pieces; and must be cut toith a saw and
knife in pieces weighing not less than six pounds
each.
Both beef and pork must bo salted with at least
one statute bushel of Turk’s Island, Isle of May, or
St Übessalt; and tho beef must have five ounces
of fine pulverized saltpetre to each barrel, exclusive
of a pickle, to be made from fresh water as strong
as salt will make it.
The barrels must bo entirely new.Jand bo made
of tho best seasoned heart of white oak staves and
heading, to be not less than three-fourths of an inch
thick; and to be hooped at least three-fourths over
with the best white oak or hickory hoops.
Each barrel must be branded by burning on its
head “ Navy Beef,” or “Navy Pork,” as tho caso
may be, with the contractor's name and tho year
when packed, and weight; and shall also bo bran
ded on the bung-stave with tho letter B. or P., as
tho case may be.
The beef and pork will, unless otherwise dirocted
by the chief of this bureau, be inspected by the
inspecting officers at the respective navy-yards
aforesaid, and by some “sworn inspector of salted
provisions,’’ who will be selected by tho respective
commanding officers ; but their charges for such in
spections must bo paid by the respective contrac
tors, who must likewise have the barrels put iu
good shipping order, to the satisfaction of tho com
mandants of the respective navy-yards aforesaid,
after inspection, and at their own expense.
Two or more approved sureties in a sum equal
to one-half the estimated amount of tho contract
will be required, and ten per centum in addition
will be withheld from tho amount of each payment
to be made, as collateral security for the due and
faithful performance of the respective contracts,
which will on no account be paid until the con
tracts are complied with in all respects; and is to be
forfeited to the United States in the event of fail
ure to complete the deliveries within tho prescribed
period. In caso of failure on the part of the con
tractor to deliver all or any of the beef or pork
above mentioned, of the quality and at the time
and places above provided, tho contractor will for
feit and pay to the United States, as liquidated
damages, a sum of money equal to twice tho
amount of the contract price to be paid in ease of
the actual delivery thereof; which liquidated dam
ages maybe recovered from time to time os they
accrue. Payment will bo made by the United
States at the periods above specified, (excepting
the ton per centum to be withheld until the com
pletion of the contract, as before stated,) after the
said beef and pork shall have been inspected and
received, and bills lor the same shall have been
presented to the navy agents, respectively, duly
approved by the commandants of tho respective
navy-yards, according to the terms of the contract.
The p iris of beef to be excluded will be particu
larly designated in the engraving to be attached to
the contract. Persons interested can obtain them
on application at this office.
Bidders whose proposals are accepted (and none
others) will bo forthwith notified, and as early as
practicable a contract will bo transmitted to them
for execution, which contract must bo returned to
the bureau within ten days, exclusive of tho time
required for the regular transmission of the mail.
A record, or duplicate of the letter informing a
bidder of the acceptance of his proposal, will bo
deemed a notification thereof within the meaning
of the act of 1846, and his bid will be made and
accepted in conformity with this understanding.
Every offer made must be accompanied (as di
rected in the 6th section of the act of Congress
making appropriations for the naval service for
1846-’47, approved 10th August, 1846, a copy of
which is subjoined) by a written guaranty, signed
by one or more responsible persons, to the effect
that he or they undertake that the biddor or bid
ders will, if his or their bid be accepted, enter into
an obligation within ten days, with good and suf
ficient sureties, to furnish the article proposed.
This guaranty must bo accompanied by the cer
tificate of the United States district judge, United
States district attorney, navy agent, or some officer
of the general government, or individual known to
the bureau, that the guarantors are able to make
good their guaranty.
No proposal will bo considered unless accompa
nied by such guaranty.
The bidder’s name and residence, and tho name
of each member of the firm, whero a company of
fers, with the Christian names writen in full, should
bo distincly stated.
Extract from the act of Congress, approved Au
gust 10, 1846.
“ Sec. 6. And be it further enacted, That, from
and after the passage of this act, every proposal for
naval supplies invited by the Secretary of tho Na
vy, under the proviso to the general appropriation
bill for the navy, approved March third, eighteen
hundred and forty-throe, shall be accompanied by
a written guaranty, signed by one or more responsi
ble persons, to the effect that he or they undertake
that the bidder or bidders will, if his or their bid be
accepted, enter into an obligation in such time as
may be prescribed by tho Secretary of the Navy,
with good and sufficient sureties, to furnish the sup
plies proposed. No proposal shall bo considered
unless accompanied by such guaranty. If, after
the acceptance of a proposal, and a notification
thereof to the bidder or bidders, he or they shall
fail to enter into an obligation within the time
prescribed by the Secretary of the Navy, with
good and sufficient sureties for furnishing the sup
plies, then the Secreiary of the Navy shall proceed
to contract with some other person or persons for
furnishing the said supplies; and shall forthwith
causo the difference between the amount contained
in the proposal so guarantied and the amount for
which'he inay have contracted for furnishing the
said supplies for the whole period of the proposal
to be charged up against said bidder or bidders,
and his and their guarantors; and the same may be
immediately recovered by the United States, for
the use of the Navy Department, in an action of
debt against either or all of said persons.”
