I am candid and frank in my acknowledg ment. This acquisition will give additional pow er to the southwestern section in the national councils; and for this purpose I want it—not that I am desirous to see an extention of the “area of slavery,” as some gen tlemen have said its ef fect would be. I am no defender of slovery in the abstract. Liberty always had charms for me, and I would rejoice to see all the sons of Ad inn's family, in every land a iid clime , in the. enjoyment of those rights which are set forth in our Declaration of In dependence as “natural and inalienable," if a stern necessity, bearing the marks and impress of the hand of the Crea tor himself, did not, in some cases,interpose and prevent. Such is the case with States where slavery now exists. But I havo NO WISH TO SEE IT EXTENDED TO OTHER COUN TRIES; and if the an nexation of Texas were for the sole purpose of extending slavery where it does not now, and would not otherwise exist, I SHOULD OP POSE IT. The Algerine Law. Section 1 Be it enacted by the Senate and House of Representatives of the State of Georgia, in Qnerat Assembly met, and it is hereby enacted by lit authority of the same, That on the Second Monday in April next, and annually thereafter, the citizens ot the respective districts in the city of Augusta, having the qualifications hereinafter prescribed, shall, under the superintendance of tV persons appointed to hold the elections for Mayor and members of Council, elect two Al dermen to serve lor one year and until their tiircessors are qualified. Sec. 2. Am! be it further enacted. That no per son shall be allowed to vote lor Aldermen, who, in addition to the qualifications now required of rotas, does not own real esta*e of the value of one thousand dollars, according to the annual tax assessment next previously made by the au thority of the City Council , or has actually paid a tax to said city of lw»nty-five dollars on real and personal estate, 01 either, within the same ve2< preceding such election ; and no person shall heeiegible (or Alderman, who does not possess the qualifications herein prescribed lor voters. Sec. 3. And be it further ena/ ted, That said Al dermen, when elected, shall take a similar oath or affirmation to that, prescribed for members of Council, before the Mayor ot said city; shall lor n a separate board; appoint one of their body chairman; meet at such a times as they may fix.arid make all necessary rules for the transac tion of tbeir business; and if any vacancy in said hoard shall occur, the same may be filled by such hoard. bEc.4. And be it further enacted, That said hoardol Aldermen shall have the control of the finauces of said city; and that no loan of moaev, or contract for the payment of money, shall be cade by the City Council of Augusta; nor any (as assessed by them, nor any salaries of officers ind without the concurrence of said board of AHermen. Sec. 5. And be it further enacted , That the dtmbeis of the City Council of Augusta shall continue to exercise all the power now by law rated in them, subject to the restrictions con fined in the fourth section ol this act. IN offering the services of the steamer FASHION, (the first boat of this line) to the merchants of Goorgia and Carolina, Alabama and Tenncsseo, wo would ask for her that patronage which her construction and light draught of water merits. The Fashion is a homo enterprise and owned ex clusively by Capt T.N. Philpot (her commander) and myself, whose entire attention will bo given to the intorest of her patrons. This boat was built in this city, and great care has been taken in her construction to make her worthy of tho trade for which she is intended. Her capacity is about 2000 bales Cotton, hor draught es wator only 13 inches, which will enable her at all seasons of the year, to deliver her freight promptly. Her entire cargo will bo takon between decks, which will not only prevent damago to goods in case of snagging, but will add much to tho condi tion of packages discharged from her. Mr. M. A. Cohen is the agent of this line in Savannah, where suitable wharves and warehouse havo been provi ded in a central situation for the reception of Cot ton, Merchandize, Ac. The Fashion will run in connection with the New York and Philadelphia steamship, polivering goods at this point in five days from either of those cities. JOHN A. MOORE. Ho has a scar on the right arm below, and one on the left arm above the elbow. Ho was raised in Upper Three Runs, Barn well District, S. C., and ha 3 a wife at that place. Shelly is about 5 feet 4 inches high, about 31 years old, and has a small scar on his left arm ; forehead high, and inclining back. He was raised in Barnwell District, by Jefferson Boyd. GEO. B.
