A PRJ LAMATIOX. By J otts Jonsson. Provisional Governor. To the People of Georgia : Wbkbk.s, by the Proclamation of Andrew Johnson, President of the United States, da ted 17th of June, A. D. 1865, I have been ap pointed Provisional Governor of the State of Georgie, with instructions to prescribe, at the earliest practicable period, such rules end regulations as may be necessary and proper for convening a Convention of the people, composed of delegates to be chosen by that portion of the people who are loyal to the United States, and no oth- r ; and also with all the powers necessary and proper to enable such loyal per pie of said State to re, store it to its constitutional relations to the r'ederiJ Government, and to present such a republican form of State Government as will entitle the State to the guarantee of the Uni, ted States therefor, and its people to the pro tection of the United States ag.inst invasion, insurrection and domestic violence : Now, therefore I, Jamks Johnson, Provis ional Governor of the State of Georgia, as aforesaid, do by virtue of the power in me vested as aforesaid paoclaim and declare— -Ist. That an election for deUgates to a Convention will be held on the first Wednes day in October, A D 1865, at the different precincts at which elections are direct'd and authorized by law to be held for members of the Legislature. 2d That the thirty-seven counties in the State, which, by law in force prior to he first of January, lt-61, wer- entitled to two members of the House of Rrp esenlaiives, shall be authorized and entitled to elect each three delegates ; and that the remaining counties shall each be authorized and enti tled to elect two delegates to said Convention ! 31. Tha' no person at such election shall be qualified as an elector, or shall be eligible as a member of eueb Convention, unless he rhall have previously there'o, taken and sub scribed the oath of Amnesty, as set forth in tbe President’s Proclamation of May 29tb, A D. 1865, and is a voter qualified as prescrib- ‘ ed by the Constitution and laws of the State ■ of Georgia, in force immedia ely before the I 10th of January, A. D. 1861, the date of tbe | so-called Ordinance of Secession. 4th. That any two Freeholders qualified to ; vote at such election as aforesaid, may act as ] managers of the election at each of the pre- I cincts as aforesaid ; and that in man ging : and superintending such election, they shall be governed by, and proceed under the laws of the State regulating and prescribing the election of members of the Lrgislotnre, prior to tbe first of January, 1861; Provided that each of said managers, before entering on tbe duties prescribed, shall swear tbe other truly and faithfully to superintend aud make return of said election according to law as aforesaid and tbe requirements of this Proc lamation. stn. The provisions of the above Circular will be strictly enforced throughout the States of South Carolina, Georgia and Flori da Complaints have been made nt. these Headquarters that, in many instances former owners of plantatio s and slaves, who are now allowed to remain on their hands upon condition that they announce to their former slaves that they ire free, and make with them fair and equitable agreements, whereby full and just compensation shall be made for their labor and its products, are, in defianc of this o der, still forcing their former slaves to work for them, and continue to bold them n slave ry, even to tbe extent of shooting them down it they dare to assert their freedom ; and fail utterly to admit or announce to them in any way that they are free. Such acts are disloyal to the Government and iu plain violation of its policy.
