SELECTED TELEGRAMS.
New York, March 7.—The Time’s Wash-,
ington special says : There has recently been
a convention of Internal Revenue officers of
the tiouthern States at Atlanta, Georgia,
which appointed a committe"-, consisting of
Assessor Bowles of Augusta, Georgia, and
Collector Voses, of Sumter, South Carolina,
to proceed to Washing on for the purpose of
Utting upon Congress a modification of the
Test oath, so far as it affects Assistant Asses*
sors and Deputy Collectors, under the advice
of the Secretary of the Treasury, and tn con
sequence of the impos ibility ot obtaining
men who could take the Test oath. Assis
tant Assessors hav been appointed in many
cases who could only partially qualify. To
urge Congress to do this is the fi st object of
the committee, failing in which, they will
urge that the salaries of these assistants be
made large enough to induce Northern men
to go and ac. ept the offices.
The Tribune’s Washington special says :
The District Attorney for this District has
been ordered by the Treasury Department to
commence an action against Brig. Gen. R. D
Mussey, late private secretary to President.
Johnson, to recover the sum of §28,000, which
is alleg d was abstracted from the sum ad
vanced him so recruiting, and for which it is
claimed he has failed to account.
In pursuance of the report of the Commis
sioners and Chief Engineer of the Central Pa
cific Railroud of California, the Solicitor of
the Treasury has submitted an opinion that
the Company is entitled to bonds to the
amount of $040,000, the sum al owed per mile
being $32,000
The Second Comptroller of the Treasury
has instructed the Second Auditor to require
of all claimants for arrears of pay or bounty
for deceased soldiers of foreign birth, and
who represent themselves as only brothers,
sisters or widows of the deceased, to furnish
duly authenticated evidence from the geneo
logical tables of their native place before their
claims be allowed.
Secretary McCulloch was assured yesters
day by several members of the Ways and
Means Committee that as soon as the reci
procity matter was disposed of, the
would be called up and finally disposed of.—
They also notified him that Mr. Stevens’ sub
stitute would not prevail.
The Tribune’s Washington special says' :
Another contribution from the Birmingham,
England Association was yesterday received
by Gen. Howard. The invoice consisted of
clothing, and amounted in value to over
SI,OOO. The money value of the articles
heretofore contributed by the same associa
tion Is over SIO,OOO, all of which was denated
before the terminate-n of the rebellion.
Well authenticated reports have recently
reached Gen C. Howard, Assistant Commis
sioner of the Freedmen’s Bureau, for the Dis
trict of Columbia, Maryland, and several of
the Eastern counties of Virginia, to the effect
that certain unprincipled and unauthorized
persons engaged in transferring freedmen
from Baltimore and vicinity to Annapolis,
where they are, by soma pro-ess unknown,
disposed of to their < tnployeis at $lO per head.
Stringent efforts are being made by he Bu
reau to ferret out and bring them to justice
The World’s Washington spec al says: The
House Committee on Military Affairs have
completed the bill for the increase of tne
regular army. It differs very materially from
the Senate bill, and ignores the recommend .-
li ns ol Generals Snertnan, Tnontas and
Meade. It provides that the army shall be
made up largely of volunteers. The Veteran
Reserve Corps is fully provided for as an or
ganization. It also provides f or the reten '
tion of several negro regiments, to be officer,
ed by white men Boards for the examina
tion of officers are to consist of a majority
of volunteer officers. Tt e propo ition to
revive the grade of General will not be in
cluded. The probabilities are that the com
mittee will decline forth present to taice
any action on tbe matter.
Washington, March 7.—The bill to amend
the act to prevent the spread of foreign dis
eases among the caitle of tbe United States,
approved in December last, as it passed both
Houses, naving been signed by the President,
is now a law.
It provides that the importation of meat
cattle, and tbe hides of meat cattle, from any
foreign country, is hereby prohibited. Pro
vided, that tbe provisions of this act shall he
suspended as to any foreign country of coun
tries, or any ports of such country or coun
tries, whenever the Secretary of tbe Treasury
shall officially determine and give public no
tice thereo that such importation will not
tend to the introduction and spread of conta
gious or infectious diseases among tbe cattle
of the United States. And the Secretary of
the Treasury is ant oiized and empowered to,
and it shall be bis duty to make all necessa
ry orders and regulations to carry this law
into effect, or to suspen I as then in provided,
and to send copies thereof to the proper offi
cers n the United S ates, and to such officers
or agents of the United States in foreign
countries, as be shall ju ge necessary
Sec. 2. That the President of the U. S.,
whenever in bis judgment the importation of
cattle or hides of cattle, may be made without
danger of th- iniroduction or spread of con
tagious or infectious diseases among the Uni
ted States, may by prociamat on dec'are the
provisions,of this act to be inoperative, and
the same shall be aft rtvards inopetative and
of no from and after thirty days from
day of said prociamat on.
Sec 3. That any person convicted of a
willful violation of any of the provisions of
this act, shall be punished by a fine not ex
ceeding SSOO, or imprisonment not exceeding
one year, or by both such fine and imprisons
ment at tbe discretion of the court.
New York, March 7—Tbe Post says that
-intelligence has been received by one of the
"New Orleans Steamship Companies in this
city, that military orders have been issued
ot dering all vessels arriving from the West
Indies to be subjected to twenty-five days
quarantine as provisions against the intro
duction of cholera.

Bowers, at. West Point. Mr. Washburn and

Gentletn-n who were on board ol the train
on the Hudson River Railroad at the time ot
the accident to Col Boweis, give the particu
lars o< his death. The Colonel Jrad left the car
to obtain his satchel, and when he returned the

last, car, but holding the s uchel in one hand,
he lost bis too'bold, fell between the cars, and
was Instantly killed. His clothing was torn off
and hi- bead nearly severed from bis body He
was heard to exclaim as he lell, but it was im
possible to slop the train. His remains were
sent back Io West Point in charge of an < Ulcer
detailed by G n. Grant, who continued his
journey to this citv. He was greatly affected
by the melancholy event, declaring that noth

New York, March 5.—A bold robbery was
committed yesterday noon at tbe Broadway
Bank, corner of Park Place and Btoidway.—
Mr. James Rowes went to the bank to deposit
$3,727.22 in two packages, and while count
ing tbe money, near the teller’s desk,, he nc
ti'ted a man stand ng near by, and soon after f
Van arm under his own, and at tbe same
’UM’tuont one ot tbe packages, containing $2,-
283, was taken up. The thief dodged into
the hall, but was seized by Mr. Rowes, wh-n
be dropped the money and started off again,
was subsequently arres ed by persons passing
the bank door. The thief turned cut to be
Geo. Gardner, alias Dutch Henrich, who com
mitted the Cfiebrated gold robbery at the
Bank of Commerce with a similar robbery in
Philadelphia, but who escaped punishment
in both cases. He was committed for trial.
New York, March 7. Another financial
sensation case leaked out yesterday, involv
ing a serious charge against one Lewis Colin,
formerly tbe foreign clerk of Duncan, Sher
man & Co , who is accused of abstracting
S4O, OjO worth of United States bonds and
tailroad -ecurities deposited with tbe firm by
parties traveling abroad, who desired to ob
tain letters of credit. It is charged that
Colin carried on ruinous stock speculations,
and finally confessed his offense to bis ema
ployers Tbe case was argued before Judge
Cardaso yesterday, on a motion to discharge
th- prisoner from tbe county jail, under tbe
insolvent act.
Nsw York, March 7.—Considerable ex
: citement exists among lager beer ' rewers of
this city and Brooklyn, inconsequence of ru-
I mors that returns of sales upon" which the
taxes are collected have been suspended by
assessors for inaccuracy. It is now undoub’-
ed, from recent discoveries, that extensive
frauds have been committed upon the Gov
ernment, and the authorities are instituting
a most searching inquiry.

still continues. Public mee'ings w-re held las
night in various parts ot the city and at Brook
lyn. O’er one thousand dollars’ worth of
bonds were subscribed for, and fit V mu-kets

This evening there is to be a grand mass meet
ing of Fenians in Brooklyn in front of th- City
Hall, for. which u-usual preparations are being

A Miracle of To-day—A Dumb Man
Cured by Prater.—Joseph Norris, residing
in the vicinity of this city, having lost the
use of his speech entirely about two weeks
ago, was recommended by hi- physician to
tbe free use of whisky or brandy as a remedy.
He tried tbe prescription for about three
days, using brandy and eggs so freely that
during tnat time he kept himself thoroughly
under its influence, but without tbe desired
effect. It did not work a cure on him like
the same remedy did on a lady in tbe neigh
borhood of Cambridge city, an account of
whose case we publi-bed some time ag >.
On Sunday night last Mr Norris started to
attend the Methodist meeting held at Mount
Pleasant, about three miles ftom this city,
and while on his way he became impressed
with tbe idea that if be would get down on
bis knees and pray, his speech would be re
stored. So powerful did this impression be
come, that be obeyed tbe premonition, and
there in the road he poured out his supplica
tions to God, asking Him, if consistent with
His divine will, to restore bis lost speech.
After concluding his prayer, he arose from
his knees and went on towards the place of
meeting, no perceptible good having been
accomplished by his efforts. As be neared
tbe meeting bouse, .the same inward prompt
ing, that “still small voice,” impelled him
again to “pray to Him that h areth in se
cret,” and the result was “rewarded openly,”
I for almost instantly h s speech again came
to him and during tbe meeting he told bis
experience, and gave to God the glory of bis
miraculous cure. Truly, “God works in a
myster ous way His wonders to perform.”—

cently discovered gold mines in Montana
Territory, close to'the' Missouri river, in
the neighborhood of Fort Benton, are
developing increased wealth every day.
The St. Joseph Herald states that a far

quartz mill at a point kn >wn as Poncy
Lode, and from two cords of quartz five
bars were obtained worth $1,176 in coin,
the rock getting richer as the excava
tions proceeded. The editor of the
Montana Democrat was shown a nugget,
smelted from the Lucas Lode, weighing
8435.
