The Right Spirit.—The National Democratic
Association, says the Transcript, have issued an
address from Washington, to the democracy of
the country, urging them to rally to the support
of Andrew Johnson. The address of the associa
tion takes strong grounds against conferring upon
negroes the rights of citizenship, on the ground
that they aro unqualified hy education, and as a
race so greatly iuferior to the whites, as to iower
the standard of average intelligence hy inter
mingling. J his is declared to be a white man’s
government and negroes a foreign element which
cannot be assimilated. The immediate readmis-
sion of the rebellions Slates to the sacred circle,
with all their rights and privileges unabridged, is
also.urged upon the ground that the Federal Gov
ernment cannot exist ’Ahilea portion of the States
