London, Sep. 15, 1:30 p. m.—The German drive toward Dvinsk
goes forward unchecked according to Berlin and Von Hindenburg’s
army has taken five thousand prisoners in the last twenty-four hours
and has pushed forward to within about thirty miles of Dvinsk for

Brownsville, Texas, Sep. 15, 1:30 p. m.—Though tomorrow is
Mexicos independence day, celebrations began in all Mexican towns
along the border today while American Military authorities were
taking extraordinary precautions to prevent attacks upon the United
States soll by armed citizens of the Southern Republic.
German Drive Is Uncheckied
IS NEAR DVINSK FORTRESS
London, Sept. 14.—The German drive toward Dvinsk goes for
ward unchecked, according to Berlin, and Von Hindenburg’s army
has taken 5,000 prisoners in the last twenty four hours and has
pushed forward to within about thirty miles of the Dvinsk fortress.
Riga for the time is left unthreatened by direct attack, but
should Von Hindenburg get firmly astride the Petrograd Railway
farther south it would expose the Baltic port to a serious envelop
ing movement.
All the mid-Poland fighting, the Germans eclain, is progressing
in their favor, but the Russians are still on the offensive in Galicia,
pressing the Austrians with a vigor that recalls their dash through
Galicia last winter. The artillery duel in the west has not slack
ened. Both sides are making a prodigious expenditure of shells,
leaving the public to guess when any general infantry attack is
coming.
After six weeks’ recess parliament has reassembled at London,
the first session developing nothing notable except the Premier’s

Steamer Ashmore Sunk
London, September 14. —Lloyd’s reports that the British steamer
Ashmore has struck a mine and gone down. Four men of the
crew are missing. The others were saved.

Atlanta, Sept, 15—The prohibi.
tion r:easures will be included in
the governor’s call for a special
session of the state legislature be
ginning November 1.
While Governor Harris has not
yet made the announcement in so
many words from what he has
said when speaking of the cali
there is no reason to doubt that he
will give the general assembly the
right to act upon any prohibition
bills that may be introduced.
In stating that he will give the
counties thirty’ days in which to
advertise all local bills, in «rder to
take care of local financial affairs,
be has said such actions may be
necessary because of the probable
loss of revenue to the state and
counties if the prohibition bills are
passed and the taxes from near
beer saloons and locker clubs are
lost.
Must Introduce New Bills
The prohibition bills already
passed by the session during the
summer cannot be taken up by the
house, but new bills must be intro
duced and passed upon by both
branches of the legislature. If at
the special session the prohibition
bills are not acted upon or are de
feated, the bills passed by the
senate can be taken up by the
house next summer

newspapers, and one to prohibit
locker clubs,
If these or similar bills are pass
ed the state’s revenue will be cut
down many thousands of dollars
‘because of the loss from the taxes
paid by near beer dealers and
llocker clubs,
Governor Harris stated Monday
'that he would issue his proclama
tion for an extra session on either
September 25 or 27 in order to
give the members of the legisla
ture ample time in which to ad
vertise any local legislation they
‘may wish to introduce. Such local
legislation will inclnde such meas
ures as may be degigned to take
care of current expenses in the
various counties when the revenue
from beer saloons and locker clubs
is no longer available.
