Very mpcctfnlly. 11ml lloilk Kociillltf. Tho Now Turk Sun say. them is now, ami has been fur a long time very serious misgiving as to the state of the Treasury lKipurtmcut at Washington. This anxiety attaches particularly,to the public debt in its various forme. It is well known that the book* of the lean office contain erasures, interlineations, and other marks of manipulation which show a pnrpose well calculated to excite the gravest sus picion. That many of the public balances have been farced for oflWt, ami cannot pes*i lily be reconciled with tho accounts ..( the . harking oilier-, ia also notorious to those in any way familiar with the oper ations of this dopartment- Hvcry attempt at thorough inveatigk- tiou by the minority in Oongrea* has boon habitually resisted by two interest!: First, the majority who feared the effect of any exposure, and secondly, the bond holders, who dreaded the possibility of a panic. Hence resolution* of Inouiry in tend.*! to relieve the public mind on thia important subject were cither voted down absolutely by the Republican majority or not answered by the Secretary of the Treaauiy. Unit) Mr. Boutwell introduced the par tisan practice of parading purchases cf Ion,Is. ao aa to create a notion of fictiti ous prosperity and a sentiment favorable to the Administration, all official state- ments of tho public debt wore made by the Register of tho Treaauiy. who may bo called the bookkeeper of the Govern ment. into abase ham!* tho accounts, fiuaUy nan* for every branch of the pub lic servtco. Thia innovation led to the disclosure in the annual nqiurta of large diseretun- enw between the Secretary and the Reg ister of the Trwwury in tlicir reapcctive statunenlaof the amount of the public debt, which had before tho advent of Qmutism agreed in every respect amt to a cent from the foiimlatien of the Gov. crnuH-ni. Ami by way of illustration the Sun shows a discrepancy in these reports ot the publi. debt in lhftfof «1«7.001.475. and in 1 *70 of F.H.Sl*,SSSi while in Reg ister Allison’s general and special re ports for the same yearn the Register disagree* with himself ia the estimate of the debt to the amount of iuw.76t.5bs.75 —a small amount aa compared with the "dew'd total," it ia true, but still would be a comfortable provision for old age to any prudent man. The Sun s*y*,> Congress cannot pass over an investiga tion of this matter. It is doe to the pub lic credit that the elect truth -heuld be known to the bondholder* at heme and abroad, that they may feel secure In their inreetwents. and to toe Treasury Depart ment that it should bo purged if there has been collusion and corruption in office. No committee could perform this duty thoroughly, and it must be discharged if begun, without the aid of th* best ex pert*. It U a work of great labor and will require much time. Therefore the movement should be made promptly, so that the investigation would stai | the meeting of Congress. Resolution* of inquiry cannot b* shuf fle! asidffi scoffed down or amuggbsl into pigeon hohw. as they hav* hit .erto been. Their manufacturing interests the State of Rhode Island are im mense, und exceed in value, it is said, those of the Spragues. They keep their business well up, and invest sometimes in extenrion* of it, but never go into any enterprise outside of their line or neigh borhood. These two houses of Rhode Island not only manage her industries, but they rule the State and all its interests. The press of the State is of one party or 1* The Press is the alias of the and the Journal only another name for Brown A Ives. Even the college, Brown University (which derives its name from an ancestral Brown), is torn with the dis sensions of the of the opposing feuds. The warring interests and the domineering of the party most powerful with the corpo ration of the university have made the iresidential chair a martyr’s seat. Gifts rom one of the rival houses have been declined by the university out of fear of offending the other. The sale of the land script awarded to thevollego by the Government fell into the hands of an agent of Brown A Ives, and had to be in vestigated by Congress, so great a stir waa made by Sprague about it, and tho university realized little from lands which have since sold at a great advance. The two parties have had more or less tc do with every election held in the Stole these many years, and have openly bought votes, representatives, and politi cal influence. It is hardly necessary to say that their influence on polities and >ublic morals has been vicious in the ex- reme.
