Washington, November27.—The State Deportment has become entirely sil-nt on the Spanish question. It is stated that cipher dispatches from Madrid have loom received upon which experts were busy up to five o'clock this morning, without having concluded their transla tion. It is stated to-night that one point of the United States' demands has been set tled by scuttling and sinking tho Vir ginias in the harbor of Havana. The general impression, which seems well founded, exists of renewed complica tions. The silence of the wires from Madrid and Havana and reticence of the functionaries hero indicate it. Ornco to Spain. It is stated on what is believed to be good authority, that our government has extended the timo for a definite reply from Spain to the demands of our govern ment. and it can be said coming from an official source, that negotiation* are still in progress. but nlfuirs are in such a con dition that not even an intimation can be given of their character. There U reason for saying with certain ty tluit the prospect is not so favomhle for on adjustment of the Virginias diffi culty as it was several day* ago. There were grounds for bolieving the report that the Spanish cabinet had agreed to sur render the Virginiua. These were pre dicted mninly on tho profession* of amity and the expression of a willing ness en tho part of the Castelar cabi net to do everything compatible with honor in natlsfnction of the wishes of the United States, and also from the friendly assurances of Admiral Polo, the Spanish Minister, anil his ac tion in the promise*.
