This is tlie present condition of public affair* and such is the attitude of the Navy Department.. I have felt it to be my duty under existing circumstance* to take promptly every means in my power to pot our available force in the best pos sible condition for immediate and active service. All the power and means of the Department are now directed to this end, greatly aided at every point by the en thusiastic activity of officers of every grade of the serviov. Difficult of accomplishment as oar pur- peee at fir.it seemed, difficulties, and eren ujiporsnt impossibilities, are found to fade away before determination and organised activity and tbs navy is already in such a condition that those to whom our inter- e«S* and booor are now intro f. d may be relieved from the embarnumnenta of a situation where a just determination might be disregarded, because it was thought to be powerless, or decent con sideration mistaken for fear. It is neither necessary nor proper that I. should voter hero into details of our rfBBotfcns, Suffice it to >ay that a rin] actable force of war vessels and monitors is already on the sea and con centrating at the station nearest the scene of our possible difficulties—that our whole available iron-clad fleet it in hand and every wooden war vessel that will float in activepreparationatthe vari ous naval stations. There will be ready for aea fully fitted a* fast os proper screws can be" provided for them, and if the necessity for action should eotne, before the time for it arrives all there ia of tbe American navy, which can he put afloat on the Atlantic ocean, will be in condi tion and positii n to take its proper part. Inadequate as this force may be deemed to the responsibilities and pretension* of a Government like ours, and greatly at disudvnntago as we certainly will bo in respect to Urn number and character of vessels in a contest with the fleet* of any renpectable naval power, I believe that the activity, skill, science and experience of our navy will lie found equal to any dhfieuWy which I'onrage dares to meet, or energy will avail to conquer. They are thoroughly imbued with the spirit— edll- ratod in the details and eip'rienrcd in the warlike duties of their profession— (killed in the uso of all the terrible weap on* which science has provided for mod ern warfare, and in a mood to meet any crisis without shrinking from danger. Thu* prepared, and in this spirit, they are rvaifv to incut any of their country’* ltdvrr.oi.fie* with the means with which their country provide* them. In taking the action above referred to, the navy department has already incurred consid erable expense and has been forced to as sume responsibilities unusual in time of p< one. but convinced of the wisdom of prompt nisi decided action, I have not shrank from these responsibilities, nor hesitated, with tho approval of the Presi dent, to moke warlike preparations in the intcresis of peace and humanity. I confidently rely for support in this attitude upon the patriotism and good sense of tho American people and their representatives, who cannot fail to re member that our naval condition is the reault of causes which have been con stantly preused upon their consideration, but which havo failed to receive full at tention. doubtless on account of more pressing present requirement* and obli gation*. and who will clearly realise that, duties constantly postponed are certain to be more difficult and much more ex pensive when performed in liasto under the pressure of imperious necessity. The department luu hod no necessity to overstop its appropriations, even if it were lawful, but the pressing demand* of tho present will cotwu-nu what wu» pro vok'd for the service of the year, in sev eral of tho working bureaus. These must be promptly relieved, if their work is to go on. Tho occasion has clearly shown, I think, that onr navy, ai it exist*, should at least lie pnt in a con dition for aetivo service, and in any event a moderate appropriation for this purpose ought nt once to be made, and if war ahmililby any possibility cope, we piust bo liberally provided to utilize the means we have and to provido others to meet the emergency. November 30.—This morning Judge Finletter charged the jtuy in the libel cose of Chief of Police Jones against Joseph R. Reid, journalist. Tho charge was temperate, but in tho main, adverse. It recognized the right to publish tit and proper information con cerning public affairs. The jury retired about ten in the morn ing and remained out all day. The public building at St. Augustine, Fla., which was erected by tho Spanish Government prior to tbe acquisition of tliat State has been repaired, and it is now in as good condition a* tbe nature of tbe case would permit, and pro ride* sat isfactory accommodations lor Custom house, Poet-office and Courts. CHABUISTOX. On the 20th of June, 1*>70,1 submitted plan* for tho completion of tbe Custom house at Charleston. S. C., which con templated tiie omission of the dome and side portico*, and a modi' citionof the cast and west porticos in suen a manner that, while inenusing tho capacity i nd value of the building, it reduced tbe oast of completion, and instead of injuring, im proved its oxchiteeture. Tbe -» pi ins and estimates wore based upon drawing* on file In this office, and tho property return of the former superintendent, and were carefully prepared therefrom, and lie- lievod to bo correct. Soon after commencing work it was found that important change, had been mode by tho commission under wLose di rection tho work hod been pvrfoimed of which the department was not aware, and which greatly increased the expense of the completion. That a large portion of the marble appearing in tbe property returns of the superintendent was nit to b j found—having, in oil probability, been rimoved during the war, and ti nt the nortion remaining hail been damaged by the bombardment of Charleston, and from other causes, to a much greater extent than was anticipated. It has also been found nooeaeaiy to take down and rebuild a large portion of tiie exterior walls, in order to remedy error* and defects in the original construction. Tliese. and other causes, havo in creased tho cost of the work S187.38S 84 beyond the amount# e<timated.' Chaims amounting to $5U,17GGt, the existence of which was unknown to the depart-, ment. have been presented, adjusted and settled far tiie sum of $22,118 111, for which an appropriation should lie m ule. The progress of the work has been en tirely satisfactory. It has been well and economically managed and the cost re duced to the lowest point; the excess over the estimate being due entirely to tbe causes aliovo speuifiod. The improvement in the appearance of the building and tho reduction in cost of completing have been all that wos an ticipated. The differento in favor of the modified phut is not ’.e * than $300,000. Tho building will, when completed, fur- uish suitable accommodation for the Cns- tom-honso—including the appraisers— stores for collector.; of internal revenue, Assistant-Treasurer and officers of the judiciary; thereby enabling tiie depart ment to dispose of the court-house build ing in tliat city, which Is but a tempo rary structure, and cannot bo expected to last many years. COLUMBIA. Tho public buildings at Columbia, S. C., will bo elegant and sib-tart al struc ture* of granite, which is obtained in the immediate vicinity. Tho cutting was commenced by day's labor, and for a time prbeoeded in a satisfactory manner. The former superintendent proved unable to control tho cost of the work, and was ac cordingly removed. it was, however, h 1 stover, found impossible to remedy tho effect* of hi* mismanagement, and to re- dne* tho cost: of the work to a proper price, a contract was ncoordinely made for its completion, which ia now proceed ing in a satisfactory manner, and tiro building will undoubtedly be placed undt r roof early in the coming season. KNOXVILLE, EAST TENNESSEE. The progress of the public buildings at Knoxville, East. Tennessee, is satisfac tory. The work is of excellent charac ter—has b*en economically and judi ciously conducted, and rail be completed early "the coming season, within the amount of the appropriation. n.VLEHIlf. Work lias been commenced upon the public building at Raleigh, North Caro lina. It has, however, been found ex tremely difficult to procure either mate rial or labor at reasonable rates, and, ns a consequence, very little progress has been mode. Negotiations are, however, in progress that warrant tho belief that these difficulties will bo overcome, and that good progress will be made during the coming season. Tho building will bo II fi feet by 63 feet—three stories in height, and will bo constructed of pressed brick, with stone trimmings. GENERAL REMARKS. Mr. Miillett reports the appropriation for Nashville, Atlanta and Little Rock inadequate. He recommends the con struction of a publie building at Pensa cola. MULLX1T ON THE EIGHT HOUR SYSTEM. Mr. Mullett think* tho eight hour labor restriction alike injurious to the laborer and the Government, nnd only lieneficiol to perambulating agitators and claim agents. The Pence News in Havana. Havana, November SO.—The news of tho settlement of tho Virginiu* question between Spain nnd tho United States, and the terms upon which it was based, was read here with much excitement, but per fect order prevails among the people and volunteers. The chief authorities of the Island as sembled in conference, and have sent a manifesto to the Spanish Government asking it to wait till it shall have re ceived a protocol about the Yirginius ease which shows tho right of capture and the justice of subsequent proceeding*. The mass of the people oppose the surrender of the Virginias or any yield ing to pretensions which may dishonor the Spanish flag. The tono of the press is la accord with the popular feeling. Extraordinary moan* and resources are being created to resist any aggressive act, although think ing people do not expect it, knowing the prudence of tho American Government. L I* this a rarer!'
