tion upon which those young Indies are
so successfully building.
The Watkins.
Mr. and Sir*. Wntkin* dosed their en
gagement at Ralston Hall last night.
The occasion was the joint benefit of Mrs.
Watkins and little Amy tee, and tho play
was The J/i,t Jen Hand. Whilo the play
present* some very fine situations, a* a
whole we regard it ns ono of tho most in
different in the repertoire of tho troupe.
Thr play given fine scope to tho talents
of Mrs. Watkin*. and also to some of the
other airwbcrs of the troupe; but Mr.
Watkins’ part falls below the standard of
his ability. He is bust iu Irish charac
ter ; but does net come entirely up to
public expectation as a delineator of ne
gro character.
The play, however, taken altogether,
wiu moat satisfactory to the audience,
many of tho scenes sticiting the heartiest
ipproval. Tho plantation scene* were
jurticuinrly good, and carried us back to
the old Mines in the South, when things
wore as they used to bo, and everybody
was a grewt dnal happier than now.
The Watkins may always feel aasurod
of a welcome when they come to Macon.

not be amiss to lay be .’ore our readers
some facts which will at once settle the
question, st least until some one discov
er* older and at the tame time equally
reliable authority. At present there is
no doubt in our mind that the scheme
originated with the late Dr. Tomlinson
Fort, of MTOedgeville, at that time, and
was pushed by him for many years with
great energy, until he saw no hope of a
realisation of his grand project.
In 1823 Dr. TomliruonFort was a mem
ber of the Georgia Legislature. In look
ing over the journal of the Assembly for
that year (as published in the Georgia
Statesman, a weekly newspaper printed
in Milledgcvillo) we find tha'. in Novem
ber Dr. Fort introduced a biB looking to
a union of tho waters of the Atlantic
ocean with those of the Tennessee or
Mississippi by means of a great central
canal or railrOod. That was before the
era of railways in America, and at the
time when the whole country was agog
over the completion of the Great Erie ca
nal scheme.
Dr. Fort was hot able to carry oot his
project through tho Georgia Legislature,
but in 1827, while a member of Congress,
ho introduced a bill to the effect that the
General Government construct the canal
as a national work of internal improve
ment. This bill was defeated by the
Southern members of Congress, os being
against the policy of the South that the
Federal Government should make inter-
nal improvement* in the States.
Below wo print a copy of Dr. Fort’s
bill ns it was introduced into the General
Assembly of the State i
A Bird.
To be entitled on act to lay out a Central
Canal or Itoilway through tho State.
Be it enacted by the Senate and House
of Representatives of the State of Geor
gia in General Assembly met, and by
the authority of the same, it is hereby
enacted. That the Board of Public Work*
appointed by this Legislature shall, so
soon as they enter upon the duties of
their appointment, take into considera
tion tho construction of on artificial canal
between the Atlantic coast of this State,
or the navigable waters which enter the
sea within the limits of the same and the
western limit of the present inhabited
part of the State, and to search for and
investigate the best route by which such
canal may be conducted with the ultimate
object of joining tho waters of the Ten-
neuco or Mississippi rivers; a canal to be
so laid out as to run os near tho center
of the State as may be convenient. And
tho lioar.1 of Public Works aforesaid are
hereby further required to investigate,
consider and hare surveyed tho best
routes by which canals may be united
with the Central Canal at the best and
most convenient point to facilitate tho
communication with the Savannah river,
and on tho other ride to join tho next
principal river on tho southwestern side
of tho main canal abovo mentioned.
S*c. 2. And be it further enacted, that
for the purpose of procuring a main chan
nel of commercial intercourse, with a due
regard to economy and tho true interest*
of tho people of this State, tho Board of
Public Works shall, at tho same time,
toko into consideration the comparative
advantages of substituting artificial rail
ways for tho canals aforementioned, and
it shall he tlicir duty to call to their aid
all tho men of fiMoneo which they may
deem mv cssary to enable them to report
fully on tho comparative advantages of
canals or railways to fulfill tho intention
of this act.
Sec. 3. And lie it further enacted, That
tho Board of Public Works shall, so soon
ns may bo practical after tho passing of
this act, cause tho territory of this State
winch may lie upon or contiguous to
tho courses pnd ranges of said canals
or railways to bn explored and examined,
for the purpose of fixing anil determining
the most eligible and proper routes for
the same, and to cause all necessary sur
veys and levels to be taken, and accurate
maps, field books and drafts thoreof to
bo made; and, further, to draft and re
commend proper plans for the construc
tion and formation of said canal* or rail
ways, togstksr with all locks, tunnels,
bridges, pr other necessary works to
carry this act into complete .effect, agd to
causo all necessary plans, drafts ami
model* thereof to bo oxecuted under thoir
direction.
Sso. 4. And be it farther snooted,
That it sliall be the duty of said board to
have made, with as much accuracy
practicable, estimates of the sum or sums
of money that may or will bo necessary
for completing eoeh of tho canals or rail
way*. according to the plan or plans
adopted or recommended by them. And
they shall especially causo a comparative
estimate of the expense of canals and
railway* on the several routes surveyed,
and of the advantages of each respect
ively. And thoy sliall cause the said cal
culations and estimates, and all surveys,
maps, field books, plans, draft* and mod
els authorized and directed by this act,
or so many thereof os may be completed,
together with a plain and comprehensive
report of all their proceedings under and
liy virtue of this act, to bo presented to
tho Legislature of this State within ten
>lays of the commencement of the next
regular annual session thereof.
Sue. 5. An l J'O it farther enacted. That
the Board of Public Works shall not enter
on any further plan or scheme for inter-
nal improvements till the duties imposed
by this act ore, fulfilled, unless they are
so directed by toe Legislature of their
State.

financial condition of our eity—still
feel that our fire department need the
hose asked for, in order to bo efficient for
duty when colled upon. The hose can ‘
purchased on twelve months time at

were blown down, and were re-ercetod by

as one could find ia the worst regulated
printing office. Words are scattered
all along a rod or two of fence, and too let
ters of different words, painted in different
colors, are most promiscuously mixed. It
wouid puzzle a Philadelphia lawyer, in
most coses, to tell what too letters were
originally intended to express. Tho fact
ia, tile whole thing is wretchedly "pied,”
and so squandered that it would ho next
to impossible to coUect the fragments of
the " Charter Oaks” or those wonderful
patent medicines.
