Only n week ago 25 citizens of Santiago
were arr. sted and after a mock trial hail
been gone through with, without any
evidence being adduced against them,
they wero told to go home. On the way
they were cruelly waylaid and killed—on
ly ono escaping and lie was riddled with
bnlleti and dangerously wounded.
Americans are continually in fear for
their live* and bitterly complain that
nothing ho* been done to redress their
wrongs. It is not safe for American of
ficers to go ashore alone at Santiago. All
along the river line Spaniards are erect
ing new batteries.

Washington, December 23.—It lias

ernment official that the investigation os
to the charoeter of the Virginias will be
conducted in Now York—though tho
Government is powerless to proceed
against Patterson, to whom tho register
for that vessel was issued, on account of
the statute of limitations. Therefore no
punishment can be inflicted. Two years
Having elapsed since he obtained the pa
pers, he cannot he molested: hut had all
the facts become knowm within the two
year*, he would havo been prosecuted for
perjury.

truth in the report that Ilritisli war ships

Paris, December 23.—A rumor is cur
rent that Marshal Baxaino lias Hod from
tho country. It is also reported that
Henri Rochefort has died at the Penal set
tlement in New Caledonia.

Baltiuors, December 23.—In the Cir
cuit Coart of Baltimore city this morn
ing, Judge Pinckney decided that the
bequest to the Bishop of We tern Mary
land, in trust, to be used for the erection
of a mission church in the city of Balti
more. was void on tho ground of uncer
tainty. The late Rev. Geo. Morrison, af
ter making a number of bequests in his
will, declares: "The lalance I desire to
be left to tho Bishop of Western Mary
land, in trust, to be used for tho erection
of a mission church in the city of Balti
more." Bislidp Whitingliam r.ued the
executor of Morrison to recover the bo-
quest. and the court say there cannot be
a trustee without cestui que trust, and if
it cannot he ascertained who the cc.tui
que trust is.it is the same as if there were
none and the bequest void for uncertainty.
Strikes of the Stevedores.
Philadelphia, December 23. — Tho
strike of the Long shoremen continues.
Tlie Southern Steamship Company had
their regular force of twelve men at work
yesterday, and also succeeded in getting
six additional men this evening at the re
duced rate. Of these six, three were
beaten last night after they quit work.
As a natural consequence, the company is
without extra stevedores this morning,
men willing to work being afraid to work.
Elsewhere, os they may bo protected by
the presence of police during the day,
they have pretty solid assurance that the
strikers will he after them at night. This
company will not yield, though they have
three vessels in port at present, all being
detained and have others to arrive in a
few days.
W. Va. Legislature Adjourned.
Cincinnati, December 23.—The Legis
lature of West Virginia adjourned yes
terday, without action upon the question
of tho removal of the capital.
Found Dead.
Edward Schwarz Yoegel, his child and
wife, recently from Baltimore, and na
tives of Prussia, were fonnd in their room
at tho hotel corner of Pearl street and
Central avenue, the two former dead,
and the latter in a dying condition, from
inhaling gas, which they had neglected
to turn off before retiring.

claims solvency for the bank. .

Spanish Complications.
London, December 23.—The Times,
this morning, in alluding to the report
that Spain lias made a demand upon tho
United States for tho restoration of tho
steamship Virginias and survivors sur
rendered at Santiago d(j Cuba, says:
" Such action on the part of Spain would
he premature, despite tho opinion of tho
Attorney General of tho United States
that the Virginias had no right, to carry
the American flag. Spain must wait un
til the United States Court has settled
the ease of the vessel before proceeding
further in tho matter.”

The DurcII Commission.
Washington, December 23.—Messrs.
Wilson and EldridgO leave not later than
Saturday. They will bo accompanied by
a stenographer and a sergeant-at-arms.
It is the intention of the committee,
while avoiding State politics and compli
cations, to investigate overyaetion of the
Federal Couj-t which it is claimed taints
Judge Durell’s ermine. The committee
is not cramped for time ; hut will remain
in New Orleans until all tho facts are
elicited.
The Chief Justlco Nomination
The President stated emphatically to
day that the nomination of Attorney
General Williams for Chief Justice would
not bo withdrawn, and that he had never
contemplated such a thing.

A colored delegation, eomi>osed of Geo.
T. Downing. Frederick Douglass, N. ".
Cunoy, F. G. Barbadosi, D. A. Striker
and Wm. .T. Wilson, had an interview to
day with Representative A. H. Stephens,
of Georgia, who received the delegation
in the most friendly manacr. Tlio dele
gation report that m the course of the
conversation Stephens freely admitted
that colored men, as citizens, were en
titled to full protection in their civil
rights, without any invidious proscrip
tion; hut that it was the duty of the re
spective States, and not that of the Fed-
etnl Government, to act in order to se
cure them. Ho stated that he was pre
paring a speech to he delivered in the
House of Representatives on tho civil
rights bill, and in this his views were
fnllv expressed.
The Supreme Court has adjourned to
the 5th proximo.

Havana, December 23.—The Diario
La Marina to-day claims that as tlie
United States Attorney General has de
cided that tho Virginius illegally carried
tho American flag at tho time of her cap
ture, Spain iniust demand her restoration
and that of her surviving prisoners. It
infers from tlio decision that the V irgin-
ius was it pirato, and tlio United States
Government, besides a restoration, must
give Spain satisfaction adequate to the
offence of requiring her surrender. The
Diario demands tho same vessel which
receivod the Virginius at Bohai Honda
to return her tlie re, and the Juniata to
bring the prisoners back to Santiago, be
cause tho Virginius was tho legal prize
of the Tornado, and tho prisoners can,
and should bo tried only by Spanish tri
bunals. Spain is advised to be clement
with them, and not to employ the full
force of law.
Tho Diario oonclude3 with tho hope
that General Sickles will not withdraw
Bis resignation.
The Vos do Cuba declares Spain now
lias tbo right to demand satisfaction
from the United States, and the resigna
tion of General Sickles is imperative in
view of the awkward and ridiculous posi
tion in which ho is placed. In order to
enforce her demands Spain requires a
•more energetic minister at Washington
than Admiral Polo. _ ....
The Diario, in another article, bitterly
complains of tbo home Govenimcnt. It
says: ‘-No Spanish nation exists to-day.
Tho nation is represented only by ego
tistical parties. Tlioro is no war cry.
Therefore our traditional enemies put
their feet on our necks. Had Spainbeen
united the Washington protocol would
never havo been ratified. The nation
would never have permitted tho shadow
of such an outrage.”

province of Biscay with 15,000 men.
Germany Complains.
London, December 23.—Tho News re
ports that the hostile tone of the recent
pastorals issued by tbe French Bishops
have caused the German^ Government to
renew its complaints to France.
Marine Accident.
London, December 23.—Bark Oliver
Cromwell, from Wisbach, for Pensacola,
put into Ramsgate yesterday, with the
loss of her foretop mast and yards, having
been in collision with an unknown vessel.
Customs—Trial of Ex-Joyor Hall.
Niw York. December 23.—-Customs
to-day amounted to a quarter million.
In the trial of ex-Mayor Hall this af
ternoon Keyser gave testimony that he
added 33 per cent, to his bills, but said lie
didn't consider it a fraud, and would do
so again. Garvey, tho ring plasterer,
again testified to adding G5 per cent, to
his bills, which aggregated a million ana
one hundred thousand dollors—twenty-
four per cent- of which went to Tweed.
The case closed for the prosecution. Ad
journed till to-morrow.
