Its chain, which passes over the wheel
within the boxing, is made of galvanized
iron links, 2 by 4 inches, to which are at
tached buckets of the same material, and
of the same dimensions of the links,
which hold each one-half of a pint of
water. These buckets are attached to
every alternate link, and the bucket and
chain thus combined may lie made of anv |
desirable length ; and, lieing composed
of galvanised iron, they never rust by j
contact with water, and consequently do I
not imparl thereto that cankerous taste I
which the use of ordinary metal cliain3
invariably produce.
The buckets attached to this chain
have each a hole at the bottom, about one-
sixteen'li of on inch, intended: First, for
letting the air escape, which, by means of
the revolution of the chain, is compressed
in the inverted cups by the water, as they
are carried down into it; and as the chain
and cups are performing that part of their
revolution in the water, the air in the
cups is continually escaping throughout
the water; and these bubbles of pure air,
together with the revolution of the chain,
agitate and stir up the water from top to
bottom; and as the orygen of tho air
bubbled is poisonous to insects in water,
moil and lfoly Com- 1 they are soon destroyed, and the water
rendered pure and wholesome. Second,
for letting tho water run out, which
might remain in the uninverted cups, and
otherwise, in the winter time, freeze and
clog their capacity.
Mr. Hawes is not here for the purpose
of selling olevators, but to sell county
rights. We advise the people to look at
the invention. They will l»o pleased
with it.

J. tV. Burke A Co/s, lias our thanks for
a copy of Gray’s " Lessons in Botany and
Vegetable Physiology,” also a copy of
the “ Flora of the Southern United
Slates,” by Dr. A. W. Chapman. These
hooks Wlong to a large series of botani
cal text-books published by Messrs. Ivi-
hod. Blakeman, Taylor A Co., of New
York. The series is beyond all compari
son the Wst published in this country.
It is comprehensive and simple; yet it
embraces the whole subject of vegetable
life, making it a beautiful as well as a
useful science.

To-morrow Wing the anniversary of

The Katie Putnam Troupa dosed their

with oulrasmall audience in attendance.
The performance opened with “Little
Rebel” end closed with “Po-ka-hon-tas.”
Both were very funny and served to
prove our opinion that Miss Pntnam
should never attempt anything outside
of comedy. When shc'_doos she aban
dons her element, and attempts that for
which she is not adapted, either by natu
ral gifts, or by education.

Street Contractor.
The contract for keeping in oivler and
■ ejuiring the streets of Macon lias been
-warded to Mr. S. I. G us tin, he Wing
the most liberal bidder under the propo-
-lou of the Council. The plan under
which the streets are to W worked this
year is about as as follows: Council ap
propriates a thousand dollars a month
for four months, and then received pro
posals for the largest number of hands,

money.
Mr. Goalin has Wen contractor for
two or three years, and testimonial* of
his efficiency are found in the vastly im
proved condition of many of the streets.

The ” Flora” mentioned above contains
a description of every plant known in the
Southern United States. Its author, who
resides at Apalachicola, Florida, is a
thorough botanical scholar, and has ex
plored every section of the country in
search of members of the vegetable king
dom, in order that all might be embraced
in Ills volume. Above all others it is the
book for the Southern student.
City Physician.
Dr. T. W. Mason was re-elected City
Physician by the Council, on Tuesday
night. During tho time that he has been
in office the doctor has served tho city
faithfully and economically. He has Wen
very vigilant, not only in the suppression
of disease, but in looking after the sani
tary condition of the city, and having re
moved whatever causes there were for
unliealthfulness. During the threaten-
ings of small-pox sometime since, he
fought the disease vigorously, and to his
efforts were largely due the prevention of
an epidemic of that loathsome malady.
HU economy in office is shown by the
fact that the entire expense of his depart
ment, from tho first of May to the last of
December, was only $173 73, which was
vastly cheaper than the same department
was ever operated before. We think the
council did well in re-electing him.
Uit Bin* Found.
Mr. J. II. Bennex has recovered the
valuable diamond ring which he lost a
few days ago, as was recently mentioned
in this raper. A negro man from Twiggs
county named Manuel Wall, in p—
through Mr. Benner's establishment,
found the ring upon a washstand where
Mr. B. had laid it while washing his
hands. Wall took the jewel home with
him and sold it tc hU employer, Mr. J
O. Stokes, for twenty cents. Mr. Stokes
saw the advertisement in the Til so Ram
skd Mnsssaix, and suspecting that that
was the lost ring, he brought it to Mr.
Banner yesterday and received the one
hundred dollars reward. We presume
be feels pretty well over the transaction
by which he cleared $t>O.SO. We know
Benner is happy over the recovery of
his ring.

The Home Made Fertilizer of Hunt,
Rankin A Lamar seems to be spreading
over a large territory. We notice several
car loads shipped to South Carolina, also
to Dalton, Calhoun, Rome, Cartersville
and other distant points in Georgia and
Alabama. Their mill is now turning out
about 100 tons daily, and it i- being
shipped about as fast as ready.

Petition of the barbers of the city of
Macon for a reduction of license on their
business,' was referred to the Finance
Committee.
The following communication of the
Board of Commissioners of Bibb county,
was received and read:
To Itis Honor the Mayor and Council:
Gentle mew—Wejtake pleasure in noti
fying your body that we have completed
all the repairs on the houses at the hospi
tal; having re-covered four buildings,
each being 32x100 foet Tho houses
were well covered in with new shingles.
All repairs have been made that were in
any way necessary for the comfort of the
inmates.
We liaTC also erected one new building
for a Pest House, which is 30x80 feet.
The flooring is .dressed, lounged and
grooved. The plan of the house is espe
cially adapted for small pox cases. It is
divided up into ten rooms, and finished
up in good, order, with good, glass win
dows to each room. We liave now but
two cases at ths hospital. There is now
one case quarantined in the country.
Theso three, we believe, are a'l that are
in tho county.
We would be pleased if your body
would appoint a committee to go out and
examine the improvements that have been

The Committee on Fire Department
made the following report, which was

To the Honorable the Mayor and City Coun
cil of Macon:
Gentlemen—Ike committee to whom
was referred the petition and resolutions
adopted at a meeting of the officers of the
several fire companies of the city, held
January 3, 1874, having had the same
under consideration, would most respect
fully recommend that the sum of six hun
dred dollars be appropriated to each
steam fire engine company in the city, to
pay all their expenses for the present
year, including all ordinary repairs, engi
neer’s salary, coal, oil, etc., etc.; and that
the sum of one hundred and seventy-five
dollars be paid to Macon Hook and Lad
der Company, to pay all ordinary expenses,
etc., etc., for the present year; and that
the salaries of the first and second assist
ant engineers for the present yer.rremain
as heretofore, $130 each.

Committee.
Tho following ordinance was read the
second time and passed:
Be it ordained by the Mayor and Coun
cil of the City of Macon, and it is hereby
ordained by the authority of the same.
That for the purpose of raising a revenue
to meet the necessary expenses of the
city, tho taxes hereafter named shall
be levied and collected with the current
year.
Section L Tiiat the sum of three dol
lars be imposed on ouch and every male
inhabitant of the city between the ages
of twenty-one and forty-fire years, as a
commutation for street tax; provided that
such person may be relieved of said tax
by laboring five consecutive days on the
streets of the city, under the direction of
the street overseer, between the present
date and the 13th day of February, 1S74.
Sec. 2. That the sum of one per cent,
be imposed on each and every one hun
dred dollars’ valuation of real estate
within the corporate limits of the city.
Sec. 3. That the sum of one per cent,
be imposed on each and every one hun
dred dollars' valuation of stock in trade,
horses, mules and all other animals, mu
sical instruments, household and kitchen
furniture in excess of three hundred dol
lars, watches and other jewelry, money,
bonds, notes, securities and solvent debts,
; wngons, drays, pleasure vehicles, and all
. other classes of personal property within

aay person or persons who shall give
notice to the Treasurer of the city, of ally
sale so mode by transient, itinerant, or
nop-reaidant traders or speculators who
have not paid the tax thereon. And if
the owner or owners of arty warehouse or
other registered place of business, shall
permit such sales to be made on his or
her premises, and shall fail to give notice
of the same to the Treasurer, at the time
of the salfe, he or they shall be held re
sponsible for the tax.
Sec. 6. That the sum of one per cent,
per annum be imposed upon each and
every one hundred dollars of capital in
vested, or used in banking, brokerage, or
exchange, or insurance busine33, public
or private banks, or brokers or persons or
firms engaged in buying or selling ex
change, bank-notes, stock or other secu
rities, or gold or silver, for a profit, or in
loaning money, discounting paper, or ad
vancing on collaterals, for commissions or
otherwise, shall be deemed banker or
bankers, broker or brokers. The indi
vidual stock owned in each company shall
be given in by the company. And where
any bank, banker, broker, or private per-
SOUS shall refuse to pay the above on the
ground that their capital is not in the
city, they shall be required to pay a spe
cial tax of $500.
Sec. 7. That the sum of two and a half :
per oent. be imposed on the gross re- ;
ceipts of each and every insurance com- j
pony doing only an insurance business, i
represented by a local agent. That the
sum of three per centum be imposed on ■
the grbss receipts of each insurance com- j
pauy represented by an itinerant or trav
eling agent who shall obtain a license
from the clerk before proceeding to can
vass the city. Returns under this sec
tion to be made and collected monthly as
-in section 4.
See. 8. That the sum of one per cent,
be imposed npon every horse or mule
sold within the city limits by, or belong
ing to, horse or mule drovers, or traders,
to be paid by the person selling, livery
stable men not excepted.
Sec. 0. That the Mayor be clothed
with full authority to impose such taxes
as ho may deem just and equitable upon
all local and itinerant traders or agents
not specially, mentioned in the tax or li
cense ordinance.
Sec. 10. That when any person* firm or
corporation fails to make returns ns taxed
in sections second, third and sixth of this
ordinance by the first day of February
next, it is hereby made the duty of the
Treasurer to issue execution therefor, to
bo collected as other fi. fas.
Sec. 11. Be it further ordained. That
the taxes in all the preceding sections,
except where the collections are provided
for monthly, shall be paid quarterly, os
follows: One-fourth on the 15th day of
February, one-fourth on tho 15th day of
May. one-fourth on the 15th day of Au
gust; one-fourth oh the 13th day of Oc
tober. Upon failure to pay any one quar
ter at the dates above named the Treas
urer shall immediately issue execution
for tho whole year.
Sec. 12. That all ordinances militating
ngainst this ordinance, bo, and the same
are hereby repealed.
Be it further ordained by the City
Council, and it is hereby ordained by the
authority of the same. That the salaries
of all city officers shall he fixed at tho
following rates for tho year 1874:
