Bopr Walking-.
We call attention to tho advertisement
of the Tuttlo Krothets, who will give an
exhibition in ropo walking this afternoon
at 2 o’clock. They will perform on a
rope stretched from the top of Huff's
building on Cherry street to the top of
the building on tho opposite side. It is
n scary walk, but these men perform it
with perfect case, and give ninny start
ling performancas upon the rope. The

Jail Delivery.
Four prisoners aRtveeded in making
their eseapo from tho Twiggs county jail
Monday night. Ono of them was a white
man named Robert Bumgarner, who had
boon convicted of horsc-stcaling, and tho
three others were negroes, all charged
with murder. Their names nre Henry
Tharp, Tilmon Tharp end Obndinh Phil
lips. Mr. .Tames T. Evans, sheriff of
Twiggs, oilers twenty dollars roward for
the apprehension of each of them.

That the people of ti.e South, aud -•

ly entirely dependent upon the la:-or of
tho farm hand for their prosperity, trade
and money is a -tatement that no one
well informed will deny, and no question
can javsibiy arise before n-. is of more im-
psirtani.e than the proper regulation of
the labor of those who till the soil.
It lias been very confidently expected
by very many of our people that thi- fall
and about the begimnng of tho year,
there would be a great exodus of our farm
labor toward tho western Eldorado of the
black man, the State of Arkansas. But
planting in Arkansas this year has been
similar to planting in the other States,
and tho low price of the great staple has
caused tho planters of tho 7Vest to hesi
tate before going to the expense of im
porting labor from this section as was on-
ticipatod, by reason of the great fact star
ing them in the fare that it is donbtfulif
it will pay. And the black man, howev
er anxiou-i ho may be to emigrate West,
is deterred by reports of the pioneers
that section, that it was distance that
but enchantment to the view of Arkan
*as, and that like ail other countri
laboring man must work hard for bis
daily broad, and their condition is not
materially changed.
Then, again, for the purpose of cmi
grating now he must bear his expenses,
which very few, if they can, arc willing
to do. The great body of our farm labor
and the wealth of the country is the di
rect product of tho muscle of the black
man. He, then, being the labor upon
which tho prosperity of our country de
pends, " for we have no other labor or
prospect of securing any other,” it be
hooves our people to place him in such
condition that lie will mako a permanent
reliable, trustworthy laborer, nnd as far
ns possible a useful citizen. So many
different circumstances arc presented to
each farmer that it is impossible to Lay
down any fixed rulo for the government
of labor. Every proprietor of land who
cultivates it must be governed more or
less by the situation that the times place
him in. But the great controlling prin
ciple of self-interest applies directly to
all racas of the children of men. And,
possible, ho who tills the soil should bo
modo to feel an interest in the land upon
which ho labors. He need not have the
foe simplo title, but it should be under
such a system of lease nnd tenure that
he feels permanently settled upon the
soil, and feels also that he has an interest
in tho crops raised, by reason of which
he will enrich and improve tho soil and
keep the place in fine repair, so that our
lands may be no longer so cultivated that
in a few years the soil is left bore, but
that it may bo so improved as to bloom
with rich verdure by careful culture.

Yesterday we briefly mentioned tho
fact that Mr. A. P. Whittle, son of Col.
L. N. Whittle, had been admittod to the
Kir. Wo loam that the committee gave
Mr. W.a most rigid examination, through
which he passed with the highest credit
to himself and his preceptor, no was
roinpliuientod in the most flattering
terms by those who were familiar with
his examination. He has been a hard
student, and enters the practice with the
foundation well laid for a useful and sue-
cesaful career. Re was admitted upon
tho thirtieth anniversary of the day upon
which his father was admitted.

the fact of their goods having given uni-

There wero four persons before his
Honor, the Mayor, yeaterday morning—
ono white nnd three colored. The colored
men. who desire their names to bo snp-
pre.iscd, were all involved in tho same
case. Two of them aro brothers, and
have a sister who is a likely mulatto girl,
about thirteen years of ago.’ Tho other
was a largo inky black fellow, who de
sired to play Othello to the Dcsdemona of
the girl above named. In other words,
ho attempted an assault upon tho affec
tions of the girl, and sought to win her
t o 11 is affectionate embraces, not wi tlistand-
thc fact that ho has a wife of a num
ber o fly cur's standing. He made improper
propositions to tho girl, which she very
properly declinod to accedo to, and, fur
thermore, went and related the whole
affair to her brothers. They at onco de
termined to avengo the insult, and, find
ing Othello upon tho streets, compelled
lim to go and comfort tho girl. Tho
girl repented the charges to tho faco
of the black and notorious suitor, and
ho mildly remarked that sho was
d—d liar.” Ho then seized a pistol
that was lying upon a table and pulled
down on one of the brothers, who in turn
seized another pistol and leveled it at
Othello, who, being not the most valor-
ons man tho world ever saw, immediate
Iy transported his voting capacity out of
tho house. Hero ho found the other
brother at his heels with a knife drawn,
which induced him to make swifter time
in getting into his own yard than the
same amount of obesity ever made 'before.
That is the whole of the affair as it
stands at present, and the narrative is de
duced from statements made by the
three men before his Honor. Tho Mayor
wished to have some disinterested testi
mony in tho case; therefore he continued
it until to-day.
Ed. English pleaded guilty to the
charge of a simple drunk, and war fined
as usual.

Attempt to Capture a Muir.
At a late hour night before last. Offi
cer Roberts found an estray mule upon
the streets and attempted to take it up
and impound it. He approached it very
gingerly, being aware of the facility with
which animals of the mule persuasion
handled their iron-clads. But tho mule
was docile and he approached and caught
it. The next question was, how to get it
to tho stable. But Roberts was a man
of some ingenuity, and to take off his
belt and slip it upon the neck of the mule,
was the result of a moment’s reflection.
His baton was left in its place in the belt.
He then proceeded to lead the mule to
the nearest stable, but that was • a feat
not so easily performed, and they had
not gone very far before the animal man
ifested a decided disposition to go no fur
ther. A senffie ensued, but what man
ever made anything by tusseling with a
mule? In the twinkling of an eye—in
the short space of an imperceptible
fraction of a moment, the mule liad
broken sway and was gone—vanishing
quickly into the darkness with Roberts’
belt and baton dangling to his neck. It
was expected tliat the animal would pre
sent himself at the barracks as a recruit
to tile police force, but he did not. He
is probably doing police duty on -ome
neighboring plantation.
