colored policeman being badly hurt by
another r.ogro and another negro dying
from heart disease.

tore has convened, and all the negroes
arc present. The Governor's message
says the county officers successfully re
sisted in their power "must be restored by
iryislation as harsh and cruel as those meas
ures by which they were deposed[That

uf such a party.]

Hold.
Lovnow, December 18,—A special to
the London Post from Dcrlin says it is
po-itively asserted that Bismarck has
tendered his resignation, which was re
fined. He afterwards conferred with tho
lenders of the Rational party in regard
to the future oonduct of affairs in Parlia
ment and an understanding was secured.

The Tax on Tea and Coffee.
Yesterday Dawes, in a bill regarding
tho sinking fund, injected a paragraph
restoring the tax on tea and coffeo.
Reception of the Cannibal King.
An immense crowd witnessed the re-
erption of the King. Tho presence of
the Senate was announced, headed by
Vice-President Wilson. Tim Speaker’s
gavel announced the King’s approach,
when the Senators and representatives
n»e to their feet, and remained standing,
while the King, supported by Cameron
and Orth, approached tho Speaker’s
•Amir. Cameron introduced tho King to

Universal Suffrage Repudiated by
Grant and Hla Friends.

The report of Senator Morrill and his
colleagues on a new government for the
District of Colombia, for which Presi
dent Grant warmly thanks them in bis
message, is a most significant comment-
ary on universal suffrage without distinc
tion of color, race, or previous condition
of servitude. After a brief trial of it at
Washington, the committee report unan
imously in favor of condemning and dis
carding it altogether. They pronounce
tho theory and practico of universal snf-
frage at the capital a total failure. There
is, they say, no remedy but to exclude
both blacks and whites from the ballot
box and from any share in the govern
ment at all.
Wo can at any rate admire the unique
boldness of this decision. This open
condemnation of tho basis on which all
the old slave-holding States havo
had their citizenship reconstructed is, in
every sense, most astonishing. At the
very capital of the nation it is openly
announced by some of our most eminent
statesmen, with tho zealous assent of the
President himself, that negro suffrage is
a conspicuous failure. Such great evils
does it produce, as they tell U3, that no
hesitation is expressed in proclaiming
tho fact to the country arid the world,
without reserve and without qualifica
tion.
So far so good, but what is to follow?
Is the conclusion to be logically carried
out in all its consequences? If universal
suffrage is a dead failure right under the
very nose of the Federal government, in
the living presence of the national repre
sentatives, with all tho restraining and
conservative influences of the entire na
tional administration, what is to be said
of it in South Carolina and Louisiana, and
every Southern State where it exists in a
crude, raw, undisciplined and wholly un
balanced condition, without one single
modifying or redeeming circumstance?
With tho District relieved from its incu
bus, ore tho Southern States, under every
disadvantage, still to be compelled to
stagger along under their difficult load ?
General Grant and the advocates of his
administration havo raised this question
themselves, and it is for them to answer it.
Bather Expensive Furs.

Tho subject of furs brings to my mind
tho Empress of Russia’s visit to Paris, on
her way to the south from England,
which sho visited on tho occasion of her
daughter's, tho Duchess of Edinburgh,
confinement. The cloak tho majesty of
tho north wore on her arrival is said to
bo of the valuo of 100,000 francs, consist
ing of the richest Siberian zhibellino.
Not less than 228 skins wero employed
the cloak, each skin being estimated
300 francs. But this is far from com
ing up to tho valuo of tho fur trimming
of a coat of tho Emperor of Russia, which,
consisting of blue fox, a most raro and
valuable fnr, is worth upward of 120.000
francs. Mad. Adeline Patti, the Mar
quise da Cauz, received os a present from
the Emperor Alexander, during her late
visit to St. Petersburg, a set of magnifi
cent furs, of tho valuo of 50,000 francs.
This may be said to sing to some par-
pose. The equipage of the Marquise
when sho arrived In Paris created no lit-
tlo sensation; black horses, bells, furs,
and even coachman, wero all got up in

U of said State. Whereas. Reliable informa,
tionlias been received at this Department that
murder was committal in tho county of Jasper,
on the Oth inst., upon the body of RICHARD
THOMASON, by REESE BARNES as is alleg
ed, and that said Barns has fled from Justice:
I liavo thought proper, therefore, to issue this
my Proclamation, hereby offerings reward of two
hundred dollars for tho apprehension and deliv
ery of tho said Reese Barnes, with proof sufficient
to convict, to the sheriff of said county and State.
And I do moreover charge and require all
officers in this State, civil and military, to be
vigilant in edeavoring to apprehend tho said
Reese Barnes, in order that he may be broucht
to trial for tho offence with which ho now
stands charged.
Given nnder my hand and the great teal of the
State at the capital in Atlanta, tho fifteenth day
of December, in tho year of our Lord oightecn
hundred and seventy-four, and of the indepen
