Tomsk is the principal center of com
meroe of Western Siberia; tbence tho

tain rango of Kingham, which, in its
northern part, is croraod by the Amoor
river. This range is the greatest ohsta

from Baikal to Verbneoudouk, through
the valley of tho Selenga. Then the
test route by which to reach Pekin, tho
capital of Chinn, near tho Yellow sea (a
bay of the Northern Pacific ocean), has
been found to lie that of Tehita and
Dulounor. At tho southern end tho fam
ous great wall will bo crossed; it already
lies in mins in many places. Tho whole
di'tanre fr.ua Nijni-Novgorod to Pekin
will be 4,GOO miles, of which 2,800 run
through Russian territory.
When this plan is closely examined,
according to known topographical data,
the apparent difficulties dwindle down to
nutbing when compared to those encoun
tered in the western section of onr Pa
cific railroad. Tho first section, from
Nijoi Novgorod to Tomsk, runs on per
fectly level land (the so-called steppe-),
similar to our prairies. In tho section
from Torn.-k to Laku Baikal, the country
is railing and interspersed with rivers
ani streams, but the greatest height 1b
only 3.300 feet, and tho largest river
areas hut of very moderate width and
depth. The only serious difficulties, as
«• have said, lio ut the Chinese frontier,
and they are inferior to those overcome
iu th* Rocky mountains and tho Sierra
Nevada by tbo Ameiican engineers.
Russia has raised in fiftocn years more
thau $1.000.000,( 00 with which to con
struct 13,000 miles of railroad, and can
easily find J300.000.000 or $100,000,000
to construct a lino of such value to all
the civilized world.
