26.—-The Grand Duke Nicholas yesterday
evening conveyed to the Porte a strongly
exprees-id desire that the treaty of peace
should be signed promptly.
Biaglag Speech from Mr. Chalmers.
Washihotow, February 26—In the
House Mr. Chalmers, of Misnssippi, ob
tained the floor and made a speech in
defence of tho President’s Southern
policy, and of the Loaislana authorities
in the msttir of the Ettarning Boatd
prosecutions.
He said: It is claimed that Anderson
should not havo been prosecuted because
the lives of traitors were spared. The
man who takes arms in defence of a con
stitutional principle is net more a traitor
than he who robs the people of their
elective franchise. If we were traitors,
wo met you in the open field and staked
our lives upon tho justice of our cause.
If tho Returning Board and thetr atot-
torw were traitors to Republican liberty,
they, with perjury on thoir lips, with
fogeryon their hand3, and usurpation in
their hearts, under cover of darknoas,
atolo away tho priceless jewel of consti
tutional liberty, and will go down to
hiitory linked in infamy with the black
est traitors in tho tide of time.
He said this was a Republican assault
upon the Southern policy of the Presi
dent, but we are satisfied and will stand
by him as long as be has the manliness
to stand by himself. He humorously de
scribed the Wormley conference as a
meeting of diplomatists giving to
each other it newel assurances of
distinguished consideration—making no
bargains as to what should, but only giv
ing assurances as to what would, be done.
Ho said if he wore Governor of Louia-
isni, he would pardon Anderson and
Wells and tho others after conviction, but
not heforc. He was opposed to the puo-
isbment of tools and dupes for tho ser
vices which intellect and power had sanc
tioned, if not inspired. Ho referred to
the presentation of the pictare of Abra
ham Lincoln signing the emancipation
pro:! imation, and said those who venet-
ate him for this act of humanity to the
blacks of the South, should emulate his
spirit of justice toward tho whitci of the
samo section.
Ho related an incident of Mr. Lincoln
on tho field of Gettysburg, when hotaid
“the men who hold those heights will be
remembered forever, but tha men who
charged up those heights will live in his
tory too, and I shall alwayd be prond to
remember that they were my oountry-
tnoo.’’ The red and the whito rose
have blended their hneB in England’s

American valor.
Butler, of Massachusetts, then made
an hour and a half speech in advocacy of
what he called “tho American system of
finance,” nnd tho payment of alt public
and private debts in tbo silver dollar.
Mr. Sto.de, of North Carolina, from
tbo Committee on Agriculture, reported
a bill appropriating $10,000 for iho ex
penses ota commission to ascertain tho
best means of destroying the army col-

Washington, February 26.—Tho Presi
dent nominated A, W. Beard oollsetor of
onstoms for Boston, vice Simmons, whose
term expires toamorrow.
Note.—Simmons was Ballot's man.
He also nominated Micbal Shnghness, of
Mississippi, marshal of Utah, and J. W.
Alborson, Attorney of tho East distriot
of North Carolina.
In executive session tho Senato re
jected tho nomination of Wheeler as
Marshal of Montana, and discussed tho
nomina’ion of Parsons as Attorney for
Alabama. Morgan and Matthews spoke
favorably, Conkling and Edmunds ad
versely. Tho matter went over.
Tho Committee on Banking and Cur
rency rejected the proposition to iaina
greenbacks to the full original amount
of four hundred millions. There were

Senate. Mr. Gordon, of Georgia, said he
desired to make a brief personal explana
tion. When tha silver bill was oa its
final passage he stated that his colleague,
Mr. Hill, was paired with the Senator
from Tennessee, Mr. Harris, and if hiB
cclleagne had been present he would
have voted against this bill* On his cal*
lea’ua’s retain from Georgia, ha stated
that Mr. Gordon misunderstood him as to
the extant of the pair, and that his pur
pose was to pair on the Sanato amend
ments and not on the bill.
Mr. Hill, of Georgia, said he cononrred
in the statement of his colleague. As ho
was leaving tho city for tbo State of
Georgia, being compelled to be absent,
he requested bis ooliesgne, Mr. Gordon,
to have th? Senator from Tennessee, Mr,
Hirris, pair with him on tbe Senate
amendments. He bad stated to the Sen
ate that he would vote for the Honse bill
with certain amendments, and, therefore,
ooold not have said in advance that be
wonld vo’e against the bill. After he
left the city, an arrangement was made
for the pair between him elf and tbe
Senator from Tennessee, Mr. Harris.
Cabinet aetsion was of great interest, as
it was devoted to same extent ton discus
sion of the important trials now in prog
ress at New Orleans, and alio in an inter
change of views upon the subject of the
silver b 11, now awaiting the action of tha
executive. Upon tho topic of the sen
tence of General Anderson, it is nndei-
stood that very deciiedopinions were ex
pressed, to the effect that the interfer-
tnca of tho Governor of Louisiana in fa
vor of Anderson should net bo withheld.
So far a? can be learned, no communica
tions have been sent from any represent
ative of the general government to the
erecutive of the State of Louisiana, bat
it was remarked to-day by an official
holding close relations witn tho adminis
tration, that in this matter there was
neither indifference nor inactivity on the
part of the President. It seams proba
ble that_ the government awaits farther
proceedings in tho New Orleans courts
before entering into the subject from thU
point. The general impression is that
Governor Nicholls ought to and will in
terfere.
Members of tbe Cabinet are nnusnaily
reticent regarding tbe tenor of tbo dis-
onasion upon the silver bill or as to tbe
probable results. There is, however, no
ground for believing tbit the President
will, in a day or two, address a mex-ago
to Congress in conneetion with the bill
now awaiting his action. Whether there
will be a veto message or not is yet al
together a matter of oonjeotnre. There
cad lie obtained no offioial authority for
any declaration in the premises. It is no
secret that the views of tbe Cabinet were
not a unit on the snbjeot of «hot action
ehoold be taken. Tbere is do probabili
ty that the discussion will be renewed on
Friday next, nnloss, in the meantime, a
special meeting shall be called to deter
mine the snbject. It is remarked, as a
carUinty, that the bill will either be
signed or vetoed, an& that there is no
probability whatever that it will beoome a
law by tha expiration of tha ten days.
Fire In Augusta.—Boy Drowned.

gers. The hotels, though nnmerona and

them seeking homes.
The Quarantine Convention held two or
three sessions. Reproeentstives from ail
the principal seaport cities in the Sonth
were present. Tbere was a unanimity of
feeling that tho quarantine laws should be
more iigidly enforoed, and that C.iugrcai
and tbe Legislatures should not only on-
act, bnt equalize upon the whole country
tho harden of enforcing the quarantine
laws.
Tho success of the commercial trade
with the South Sea Ialazds, and the laws
of common humanity demand that thid
question should receive more a't-ntion
from every source. And it is gratifying
to know that this find call for a convec
tion met with such a unanimous and
hearty response.

This city is fast loosing its Spanish pe
culiarities, however, as the moving tide

transfer their freight and passengers here
to smaller steamers that ran np the St.

a great deal of attention. Immigration
and capital is ponring in from tbe North
and West—and towns and young or
chards are springing np as by maeie. Rail
way routes are being projected and not
many years hones Middle and Sonth
Florida will bo no stranger to the iron
horse.
The million tons of frnit seeking the
market mnst have a more rapid transit
from the interior, where annually Us pro
dnetion is multiplied a hundred fold.
The extensive culture of the orange,
lemon, etc., and early vegetables would
seem to ba overdone already. Bat
when tho carrying trade increases in the
same proportion, with the art of shipping
with such a small losage to the most dis
tant port of the United States, we con
ceive the day, far distant, when the pru
dent. energetic and persevering producer
will fail to make money from his healthy
orchard and rich garden in Southeast
Florida.
Many have recklessly and injudiciously
expended their means and swamped
themselves and their friends by their
unwire investments. This ought not
to condemn the country, nor indicate that
the day of successful investment is past.
We notice from Middle and North
Georgia the tide of emigration to Texas
dees not cease to flow. We have trav
eled extensively through that estate, and
do not hesitate, in many reapeets, to
place Middle, East or South Florida as
far more preferable ss a home for the
moderate farmer. Both as to health, and
the chancs of leaving an inheritance to
